Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In the Americas & Caribbean Region, UN Women has a Regional Office based in Panama City, 10 Country Offices and one Multi-country Office throughout the region and programmatic presence in 5 countries. In addition, the Regional Office provides support to the governments, civil society and UN system in 4 countries with no UN Women presence.

The Programme Specialist, under the supervision of the Regional Director analyzes and stays abreast of trends related to UN Women focus areas, as well as others relevant to the organization’s programming and mission of promoting gender equality and women’s empowerment. In addition, he/she provides technical and substantive assistance to UN Women in the field for programme/project design and implementation.

The Programme Specialist is responsible for providing support to programmes, projects and other initiatives and activities assigned by the Regional Director.  She/he works in close collaboration with the programme and operations team in the Regional Office (RO), Country Offices (CO), Multi Country Office (MCO) and Programme Presence Offices (PPOs) in the Americas and Caribbean region, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. 

Duties and Responsibilities

Provide technical support to programmatic work:

  • Provide technical support to the regional and country offices on the implementation of programmes, activities and initiatives related to programme/project management and results-based management;
  • Provide technical support to the Regional Office on the development of new programmes and projects, including appraisal and approval;
  • Monitor and technically support programme/project performance and impact ensuring compliance with UN-Women programme/project goals, policies and tools and results-based indicators through regular communications with staff and monitoring of projects reports, and providing relevant and timely feedback to the Regional Director;
  • Provide substantive input to portfolio and activities assigned by the Regional Director, as well as to other global initiatives, ensuring that the regional perspectives are reflected;
  • Provide technical support to the Regional Director and Deputy Regional Director in their work related to programme/project management and results-based management, including substantive, technical, financial and administrative support to activities under the AC Strategic Note, SRSs, Framework and other facilities.

Provide technical support and quality control of UN-Women and UN administrative and financial procedures:

  • Provide technical and administrative support for timely implementation and monitoring of regional and country-level programmes, including reviewing and monitoring of work plans to ensure timely implementation, overall management of regional programmes to ensure timely disbursements of funds, as well as adherence to policies and procedures;
  • Provide technical inputs and facilitate communication between the Regional Office and the field, ensuring the preparation of quality project documents and facilitating the approval process (PACs).

Liaise with UN Women presence in the field and partner institutions and UN Agencies:

  • Provide technical and coordination support to UN Women’s global normative and policy frameworks in the region;
  • Provide technical support to inter-agency groups as required and determined by the Regional Director;
  • Develop working relations with various stakeholders and, at the request of the Regional Director and/or Deputy Regional Director, represent UN Women in workshops, seminars, technical discussions and other activities to support the normative work of UN Women in the region;
  • Develop working relationships with other stakeholders such as multilateral and bilateral agencies, NGOs, donors, foundations, governments and other relevant networks while undertaking advocacy work and developing supportive networks;
  • Organize, participate and/or represent the Regional Office in internal and external Committees, Task Forces, and other meetings, at the request of the Regional Director.

Provide internal and external reporting:

  • Ensure timely reporting to donors and Headquarters on programme implementation while liaising with other UN Women departments (i.e. Intergovernmental Support and Strategic Partnerships, Management and Administration Bureau);
  • Coordinate gathering of information on UN Women activities in the region for documentation preparation, (Annual AC Report, Programme Fact Sheets, Briefing Notes, lessons learned etc.).

Provide knowledge management support:

  • Ensure that information related to programme management and results-based management is disseminated in Regional Office and to Country Offices;
  • Implement capacity development activities on programme management and results-based managed to offices in the region;
  • Provide technical inputs to knowledge products;
  • Participate in relevant communities of practice.

Perform any other duties as requested by supervisor.

Required Skills and Experience

Education:

  • Master`s degree (or equivalent) in International Affairs, Law, Social Sciences, Economic and Political Development, and/or a closely related discipline.
  • Gender studies an asset.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of progressively responsible experience in international development work preferably focused on, or strongly involving gender equality at national, regional and international levels.
  • Experience in programme design, coordination, management and implementation.
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Substantive experience with development issues in the LAC region is an asset

Languages:

  • Fluency in English and Spanish is required.
  • Working knowledge of at least one other LAC language (Portuguese, French) is an asset.
