Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and coordinate United Nations’ system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Tanzania is partnering  with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEGC) to implement the National Plan of Action to Prevent and Respond to Violence Against Women and Children 2017 – 2021. The MoHCDEGC is mandated to provide Social Welfare Services to the both men and women survivors of violence. These services are provided in line with existing international and national policies, legislations and guidelines to include; Sustainable Development Goals (SDGs),Convention on the Elimination of all forms of discrimination Against Women (CEDAW),The African Agenda 2063 (The Africa we want), Tanzania Development Vision 2025.

Tanzania Demography and Health Survey (TDHS) 2015 shows that half of all married women have ever experienced spousal violence, most commonly physical violence (39%) and emotional violence (36%); 14% have experienced sexual violence.  Furthermore, the TDHS 2015 revealed major source for help to stop the violence where the most common source for help was the woman’s own family (56%) irrespective of the type of violence; Nine percent of women who sought help for violence reported to the police; one percent of women who sought help from medical practitioner; 2.4 percent of women sought help from lawyers; and 1.5 percent of women who sought help from social work organisation.

GBV cases have been managed at the community through community volunteers, CSOs, faith-based organizations, at the ward levels.   These services are provided through ward tribunals, and at the council level through Social Welfare Offices and at the national level through Commissioner for Social Welfare Reconciliation Board. Despite these structures there is no standardized and harmonized guidelines and tools in place to guide all stakeholders in provision of services to survivors of GBV. As a result, services are provided in fragmented and un-coordinated manner.

Furthermore, the statistical data call for the need to develop a comprehensive system that will guide the government and other stakeholders involved to support women victims of violence and other abuses in a most appropriate, systematic and professional manner particularly in handling cases related to physical, sexual, and emotional violence through a survivor centred approach. In this context, the Ministry considered it important to develop case management guidelines integrating ‘Multi-Disciplinary Approach’ to provide standards for good practice to ensure that GBV survivors receive quality services.

The Ministry in collaboration with UN WOMEN has agreed to develop case management guideline for women survivors of violence. The national case management fir women survivors of violence aims at creating a comprehensive and integrated protection system delivering coordinated, quality and timely support to women victims of violence and other forms of abuses. The guideline will provide professional guidance to service providers and other frontline workers in providing support services to Women Victims of Violence at the individual, family and community level.

 

Duties and Responsibilities

Under the supervision of Department of Social Welfare and UN Women EVAW Team Leader, the consultant will provide technical support to MoHCDEGC for the development of National Guidelines for Integrated GBV Case Management Framework/System and Tools for Women Survivors of Violence.  In particular, the consultant will:

 

  • Develop the inception report for drafting the GBV case management guidelines with an action plan.
  • Conduct a desk review and analyze existing data and information which are relevant to the development of this guideline.  Besides, refer to the international standards including the WHO and the IASC GBV Guidelines while developing the GBV Case management guidelines for Tanzania.
  • Develop and share initial draft of the GBV Case Management Guidelines with the Ministry and other technical team members.
  • Facilitate a validation workshop with participation of relevant stakeholders and incorporate the suggestions into the draft guidelines.
  • Present and submit the final guidelines with action plan to the Ministry.

 

Implementation Timeframe and Deliverables:

The consultancy shall be undertaken over a period of 60 days that will start from the date of signing the consultancy agreement as follows:                     

  1. A word document and brief power-point presentation of the inception report prepared;
  2. An outline of main findings and analysis of all key documents;
  3. Stakeholder consultations to assess models, practices, services, best practices and gaps, if any; Initial draft GBV Case Management Guidelines developed;
  4. Develop power point presentation and incorporate suggestions into the draft guidelines;
  5.  Facilitate a consultative meeting with the stakeholders and incorporate the suggestions into the guidelines and share revised guidelines and annexures (three working days);
  6. Capacity building and orientation of service providers on the guidelines and field testing;
  7. Final draft guidelines shared, feedback received and incorporated;
  8. Final integrated GBV Case Management guidelines incorporating annexures related to referral pathways, monitoring tools, and action plan shared with the Ministry.

 

Schedule of Payments

Payment will be made upon submission of monthly progress reports on the following deliverables:

35% of consultancy fee will be paid upon presentation of the Inception Report and first daft of the GBV Case Management Guidelines.

30% of consultancy fee will be paid upon presentation of the second draft of the guidelines together with the referral pathways, monitoring tools and action plan and a power point presentation, including the inputs from the Ministry, stakeholders and UN Women.

35% of consultancy fee will be paid upon approval of the final draft guidelines and training modules incorporating feedback and comments from the Ministry, stakeholders, including CSOs and UN Women.

 

Note:   All raw data files, consent forms and relevant documentation must be returned to the Ministry and UN Women before release of final payment.

Required Skills and Experience

  • Master’s Degree or equivalent in Gender Studies, Research, Sociology, Law, Development Studies or any other related disciplines;
  • At least seven (7) years of experience working with EVAW;
  • Previous experience in conducting social research and its analysis related to violence against women and girls, sexual harassment, or relevant field;
  • Excellent analytical, management and coordination skills;
  • Good interpersonal skills and capacity to liaise with parties concerned;
  • Ability to work with diverse group of partners, under strict timelines;
  • Strong facilitation, writing and presentation skills;
  • Fluency in English and Kiswahili is required.
