Background

UNDP has been using Peoplesoft as its single instance ERP since 2004. UNDP is now using version 9.0 of its Finance suite of modules and seeks to upgrade to version 9.2 in 2020. As part of this exercise, UNDP will be hiring a blueprinting company to help its technical and business staff prepare the design specifications for optimal benefit from the resulting upgrade.

UNDP has an opening for a PeopleSoft Financial Analyst for a 6 months consultancy to take a lead role in supporting the development of business process improvements for successful delivery. UNDP will be undertaking a business blueprinting exercise in order to take optimal advantage of UNDP’s forthcoming upgrade of PeopleSoft to version 9.2. The Consultant will be responsible for supporting the business process owners as they work with the expert blueprinting team to develop new FSCM business processes using best practices, creating plans and implementation schedules for new process improvements, and developing solutions for complex integration challenges.

The purpose of this procurement exercise is to contract an individual consultant who will work with the finance team to help them broaden their understanding of the capabilities of the Peoplesoft functionality and business processes in version 9.2 and support their work within the business blueprinting exercise to deliver high-quality solution design, development, testing, deployment, and implementation. In doing so the Consultant will also provide expertise in utilizing Peoplesoft training and support solutions, including chatbots.

The Consultant will have in-depth functional PeopleSoft experience, understanding business processes and challenges and translating them into best practice solutions, and a good understanding of the technical. This includes business requirement gathering, design, assisting PeopleSoft 9.2 configuration and testing. This expertise must include in-depth proficiency in understanding the GL module and Planning and Budgeting.

Duties and Responsibilities

  • Provide specialist-level functional knowledge and expertise of PeopleSoft 9.2 FCSM to functional staff.
  • Provide business analysis and consultative support to the business users for the formulation of PeopleSoft enhancements, upgrades and implementation of new FCSM modules.
  • Work with the functional and technical teams to help them design both process and PeopleSoft application solutions to meet changing complex business needs:
    • Understanding the existing business processes, in order to develop alternative approaches, practices and procedures for business process improvements to build fully functional and controlled business processes and related reports;
    • Create fit/gap analysis presentations and communicate solutions to stakeholders;
    • Assist the formulation by the business blueprinting team of detailed design specifications from which programs and/or interfaces are developed and coded or amended;
    • Ensure programs meet standards and business requirements; perform analysis and testing for component delivery; and
    • “To-Be”: Document associated new processes and procedures.
  • Design and implement improvements for functional business discipline in the areas of process improvement, workflow, and streamlining to reduce duplication.

Competencies

  • Understanding of the Treasury and other financial modules is a distinct advantage.
  • Experience working with PeopleSoft technical and reporting tools including nVision, PS Query, App Engine, SQR, App Designer, SQL is desirable.
  • Experience and proven success for multiple full Software Delivery Life Cycles (SDLC) of implementations, upgrades, and legacy conversions is preferred.
  • Knowledge of multicurrency and international functionality.
  • Excellent verbal and written skills, able to work with both the business users and client management in applying functional knowledge within those same modules.
  • Analytical and problem-solving skills for design creation and testing of programs.

Required Skills and Experience

Academic Qualifications:

  • Bachelor's degree in Finance, Business Administration, Information technology or related field, or equivalent combination of education and experience is required.

Experience:

  • A minimum of 3 years of experience required in providing complex application software solutions using PeopleSoft 9.2 Financials for business process efficiencies, cost efficiency and streamlining of operations.
  • Significant proficiency required in providing complex application software solutions using PeopleSoft 9.2 Financials for business process efficiencies, cost efficiency and streamlining of operations.
  • Proficiency in the General ledger and/or Planning and Budgeting Peoplesoft 9.2 modules is required

Language:

  • Fluency in written and spoken English is required;

Application Procedure

The application package containing the following (to be uploaded as one file):

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation Process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical Evaluation - Total 70% (70 points):

  • Criteria 1: Peoplesoft 9.2 General Ledger and/or Planning and Budgeting modules knowledge: Maximum Points: 15;
  • Criteria 2: Peoplesoft 9.2 Experience and proven success for multiple implementations, upgrades, and/or legacy conversions: Maximum Points: 10;
  • Criteria 3: Peoplesoft technical and reporting tools knowledge: Maximum Points: 2
  • Criteria 4: Peoplesoft Treasury and other modules knowledge: Maximum Points: 5
  • Criteria 5: Proven experience in documenting business requirements and technical solutions: Maximum Points: 8 and
  • Criteria 6: Interview: Maximum Points: 30.

Having reviewed applications received, UNDP will invite the top three - four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial Evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional Arrangement

The consultant will work under the guidance and direct supervision of Deputy Chief Finance Officer and will be responsible for the fulfilment of the deliverables as specified above.

Payment Modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager. 
  • The work week will be based on 35 hours, i.e. on a 7-hours working day, with core hours being between 9h00 and 18h00 daily.
