Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Office for Asia and the Pacific helps to implement all UNEP's programmes and projects in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is in the UNEP Country Office, India and at the New Delhi duty station.

Duties and Responsibilities

Functions / Key Results Expected: Summary of Key Functions:

  1. Support the preparation of a detailed implementation plan for Indian component of the approved Project “Promotion of counter measures against marine plastic litter in South East Asia and India” in close coordination with national and local partners;
  2. Carry out activities to identify the sources and pathways of plastic leakage into the Ganges River, the Yamuna River and the coasts of Mumbai and to raise local awareness over harm of plastic pollution;
  3. Assist the designing and execution of project meetings with stakeholders of the project “Promotion of countermeasures against marine plastic litter in South East Asia and India”;
  4. Collect information and evidences to monitor the project implementation progress concerning the said project, and
  5. Perform any other task assigned by Supervisors to support UN Environment’s work in India concerning plastic pollution and waste management.

1. Support the preparation of a detailed implementation plan for Indian component of the approved Project "Promotion of countermeasures against marine plastic litter in Southeast Asia and India" in close coordination with national and local partners

  • Work with UNEP Subprogramme on Chemicals, Waste and Air quality in Bangkok to finalize a detailed implementation plan of the project in India;
  • Help with the drafting and finalizing legal agreement(s) between national and local partners and UNEP, and
  • Keep UNEP Subprogramme on Chemicals, Waste and Air quality in Bangkok informed on progress in the implementation planning.

2. Carry out activities to identify the sources and pathways of plastic leakage into the Ganges River, the Yamuna River and the coasts of Mumbai and to raise local awareness over harm of plastic pollution

  • Per technical guidance from UNEP Subprogramme on Chemicals, Waste and Air quality, design and undertake activities to identifying the sources and pathways of main plastic wastes, and
  • Organize awareness raising activities including 1) a seminar for provincial government officers and related industrial concerns in 4 locations, 2) local campaigns on plastic refusal and/ or river clean-up in 4 locations, and 3) media (TV, radio and social media) campaigns to promote #beatplasticpollution and #cleanseas.

3. Assist the designing and execution of project meetings with stakeholders of the project “Promotion of countermeasures against marine plastic litter in Southeast Asia and India”:

  • Organize an inception workshop and technical group meetings in close coordination with national and local partners and the donors;
  • Draft meeting reports and press releases;
  • Organize media briefings and launches for projects with help from UNEP India Communication officer, and
  • Backstop the delivery of project outputs as needed assisting technical experts and consultants employed by UNEP.

4. Collect information and evidences to monitor the project implementation progress concerning the said project

  • Prepare information materials that are needed to monitor and report on the project implementation progress;
  • Assist UNEP Subprogramme on Chemicals, Waste and Air quality in carrying out Project Management and Supervisory Tasks;
  • Coordinate translation and interpretation between local languages to/from English, and
  • Keep updated list(s) of project related contacts.

5. Perform any other task assigned by Supervisors to support UN Environment’s work in India concerning plastic pollution

  • Contribute in developing a robust portfolio of UNEP in India concerning plastic pollution and waste management targeting funding sources such as GEF, bilateral donors, as well as private sector contributions, and
  • Support the preparation, organization and reporting of important UN Country Team events including meetings, high profile meetings with government and development partners, external and internal events.

Impact of Results 

The key results have an impact on the efficiency of the UN Environment, Country Office.  Accurate analysis and presentation of information strengthens the capacity of the UNEP Country Office and promotes the image of UNEP as an effective contributor to the development of the country. Incumbent’s own initiative is decisive in results of work and timely finalization.

Required Skills and Experience

Education:

Master’s degree in waste management, environmental science/ engineering, pollution control or related field.

Experience:

  • Minimum of five-year Post Master’s professional experience;
  • Familiarity with project management tools and reporting cycles;
  • Previous experience with a multilateral or international organization is helpful but not mandatory, and
  • Experience in the usage of social media platforms, computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language Requirements:

English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of another UN language would be an advantage. 

EVALUATION CRITERIA:

The award of the contract shall be made to the individual consultants whose offer has been evaluated and determined as responsive to the requirement. Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation. Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

Technical Criteria weight - 70%;

Financial Criteria weight – 30 %

• Relevant Experience - 50 Marks

Financial Criteria (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement. This include all expenditure including travel and accommodation for delivering the results to UNDP.
