Background

The Livelihoods Improvement of Urban Poor Communities (LIUPC) Project (also known as National Urban Poverty Reduction Programme-NUPRP) builds on the experiences of the DFID, UNDP and GoB funded Urban Poverty Reduction Project-UPPR (2007-2015), one of the largest urban poverty reduction intervention in the world which established a community based approach to reduce urban poverty working with more than 2,500 Community Organizations in 23 Pourashavas (Municipalities) and City Corporations. LIUPC will be implemented over a period of five years (2018-2023) to provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. LIUPC will work nationwide and cover poor people living in slums and informal settlements in selected Pourashavas and all City Corporations in Bangladesh.

The Local Government Division (LGD) of the Local Government Division, Ministry of Local Government, Rural Development and Cooperatives and UNDP will be the Implementing Partners. In each town/city the Town Manager will lead the Programme Team comprising of programme staff and staff from the local government institutions. The programme will be managed by a Dhaka based Programme Board with the National Programme Director, Project Manager and UNDP representatives. The programme has five Outputs: -

  • Output 1: Improve climate resilient housing and basic services for the low-income households
  • Output 2: Build community organizations
  • Output 3: Skills and enterprise development for women and girls
  • Output 4: Enhancing climate adaptive capacity of the low-income community through resilient infrastructure
  • Output 5: Strengthening municipal capacity to deliver pro-poor, climate sensitive urban development.

The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the LIUPC reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever-expanding size of the urban centers and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.

The urban poor face constraints in terms of livelihoods, access to finance, education, and specifically women and girls due to violence and early marriage. They may only able to access informal employment opportunities, which are insecure, so to improve their employment chances LIUPCP develops skills and offer small grants to start their own businesses. They may also lack access to formal financial services leading to their exclusion from loans and services.

LIUPCP has been adopted typical business model for livelihoods improvement that needs further upgradation. In this context, LIUPCP is seeking the services of a qualified consultant to develop an operational business model for Skills and enterprise development for women and girls. Along with, the consultant will develop a tailored training module for entrepreneurship development and provide TOT train LIUPC staff to understand the process clearly.

  1. Revise the skills and enterprise development business model: The consultant will revisit the existing operational model, do an stakeholder’s analysis and propose an alternative model conducive for LIUPCP for developing women entrepreneurship at the urban poor settlement.
  2. Training module for entrepreneurship development: The consultant will develop a tailormade training modules to address the capacity needs of Socio-economic and Nutrition Experts
  3. 2.TOT Training for LIUPC staff
  4. Conduct TOT for LIUPCP Staff: Training of Trainers (ToT) will be conducted for the programme staffs, basically who will lead the Socio-economic portfolio. After that they will conduct the training for Community organizers (COs) at the city level.

Duties and Responsibilities

Scope of work:

Under the guidance of the International Project Manager and with the day to day support from the Coordinator-Local Economy, Livelihoods and Financial Inclusion, the consultant will be responsible to carry out the following, but not limited to these duties

1. Revise the skills and enterprise development business model: The consultant will revisit the existing operational model and propose an alternative one that is conducive for LIUPCP for developing women entrepreneurs in poor settlements.

Firstly,the consultant will conduct a literature review from relevant sources (both government and non-government). S/he will identify and review any other relevant documents (the reference documents are approved project documents, Business Case, Existing Training Module and Reports. Secondly, s/he will conduct a mapping of the stakeholders that are involved in the skill and entrepreneur development sectors in Bangladesh (for urban areas) and identify potential partners with whom LIUPCP can establish partnerships.

2. Develop a Training Module on Entrepreneurship Development: Produce a set of training modules that follow a step-by-step process, with each module addressing a specific issue. The set of training modules will be made up of relevant visual materials and handouts for the trainers. In order to do so, the consultant needs to do the following things:

Firstly, the consultant will conduct a Training Need Assessment (TNA) to understand the knowledge level of LIUPCP’s experts. S/he will design and develop a TNA methodology and set of tools, to conduct TNA. They can be reached by email/ Skype/ phone, thus will require no more than 4-5 working days.  There are 10-15 Socio-economic Experts deployed in different cities, but It doesn’t require any field visit. The TNA reports will cover appropriate content and methods for the LIUPCP staff.

Secondly, based on the TNA findings, the consultant needs to develop a concept note outlining the basic stuff for the Training Module. The concept note should include training course outline for the training modules, the concept note needs to be agreed by the LIUPCP management prior of training module development.

Thirdly, S/he will pilot and finalize the Training Module on Entrepreneurship Development. The draft training modules will have to be piloted in any of the city before making it final draft. It will take not more than 3 days.

3. Conduct a Training-of-Trainers for LIUPCP Staff: The consultant will conduct a 3 days long Training of Trainers (ToT) for the programme staffs (maximum 25-35 staff), basically who will lead the Socio-economic portfolio (LIUPCP will organize) at the town.

Methodology:

The Consultancy will undertake the following tasks to achieve the objective of this assignment:

  • Step 1: Desk Review and Design: The consultant will conduct a desk review and make all necessary preparations (e.g. preparing tools). S/he will identify and review relevant documents in order to understand the project and context. This desk review will focus on reading LIUPCP’s approved project documents, DFID’s Business Case, Existing Training Module and Reports as well as secondary literature from relevant sources (both government and non-government)
  • Step 2: Data collection: To collect data, the consultant will initiate dialogue with the relevant stakeholders by organizing a workshop at Dhaka HQ level (LIUPCP will organize the workshop). If necessary data collection may also extend to KII’s and other methods. The Consultant should undertake consultations and interviews with stakeholders (GoB, city authorities, relevant experts). The consultant can also communicate with field-level LIUPCP staff to conduct TNA via Skype.
  • Stage 3: Piloting and Development: The consultant should conduct necessary fieldwork (1-2 visits in Dhaka and Narayangonj) and the Training Needs Assessment (TNA), conduct interviews with LIUPCP staff both at HQ and field and KII.  The consultant will also develop training modules and other deliverables Accordingly.
     
  • Stage 4: Implementation and Completion: The consultant will write-up all reports and analysis and share it with the LIUPCP HQ team for comments and feedback; in particular the sstakeholders mapping and an operational business model for Skills and enterprise development.  A brief concept notes (not more than 4 pages) including training outline should be prepared for each of the training modules. It’ll also submit prior to develop the training module. At first, prepare draft training module, then it will be shared with programme staffs for their feedback/inputs. Once the draft version completed, it’ll be piloted into one city with the target audience to test its feasibility and effectiveness. Following all the process a module will be finalized. The furnished version of the module will submit to LIUPCP HQ as hard and soft copy. All the training modules, operational strategy and report will be provided with sources of information as part of bibliography, persons interviewed, titles and their contact.

Deliverables:

The main expected results of this consultancy are:

  1. An Inception Report (final) outlines understanding the assignment, approach, methodology and tools, analysis and framework; and timeline (in English, not more than 10 pages).
  2. An Operational Business Model (including stakeholders mapping) for Skills and enterprise development (in English not more than 5 pages)
  3. A Training Need Assessment Report (TNA) (in English not more than 5 pages)
  4. A Concept Note describing the training module, that should be approved by the Project Management (in English, not more than 5 pages).
  5. Final Training Module on Entrepreneurship Development (in English and Bangla, not more than 150 pages)
  6. A Workshop Report from conducting a basic Training-of-Trainers (ToT) for LIUPCP project staff on the said training modules (LIUPCP will organize, 3 days long, consultant will develop all visual material, PPT, Handout).
  7. A final Assignment Completion Report (In English, not more than 10 pages)

Institutional Arrangement

The Contract Administrator will be the Project Manager and with the regular support from the Coordinator- Local Economy, Livelihoods and Financial Inclusion of LIUPCP.

Timeframe and Deadline:

This assignment will take place over four months and will require 31 days. The expected start date is Mid-June 2019.

Duty Station

The consultancy will be Home-based. Meetings between LIUPCP and the consultant will take place at the LIUPCP office in Dhaka

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be at UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

  • Training completion report.

The training module should be formatted to A4 size paper and be in a condition that can be published without any need for further work. A set of hard copies and original soft copies of all training modules in both the Language (English and Bengali), Necessary training materials (Poster, Handouts etc), reports must be shared and handed over to the National Project Manager (NPM) of NUPRP

Tentative payment schedule:

  1. 1st payment: 15% of total contract amount will be paid after submission and acceptance of Inception Report.
  2. 2nd payment: 60% of total contract value will be paid after submission and acceptance of stakeholders mapping & operational business model and final training modules & materials
  3. Final payment: 25% of total contract value will be paid after delivery of training completion reports and final report and accepted by contract administrator.

Required Skills and Experience

Academic qualifications:

Master’s degree in economics, business, finance, or related fields

Experience:

  • At least 10 years of working experience in designing and developing enterprise development training courses, especially for women entrepreneurs in urban areas
  • At least 5 years of working experience in design and development of training modules, curriculum & materials, conduct TNA, prepare high quality reports and high level of training facilitation skills in urban focused programmes.
  • Previous experience in designing business model, stakeholder’s analysis and in-depth knowledge of urban livelihoods issues will be an advantage.
  • Previous experience working with UNDP or INGOs in Bangladesh at various development projects/programme in training & development sectors.

Language:

Excellent English and Bangla communication, reading and drafting skills

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
