Background

1. BACKGROUND

Objectives of this project are reducing human health and environmental risks by enhancing management capacities and disposal of POPs in Pakistan through: i) the development and implementation of a regulatory, policy and enforcement system to reduce POPs releases and to regulate POPs waste disposal; ii) capacity building to reduce exposure to and releases of POPs; iii) collection, transport and disposal of 300t of PCB and 1200t of POPS Pesticides .The elimination of POPs pesticide stockpiles became even more urgent after the 2010 floods which damaged some of the storage sites of hazardous chemicals and pesticides. To ensure environmentally sound disposal of POPs, a facility to be upgraded, tested and permitted in compliance with Stockholm Convention BAT/BEP. As an alternative, the project will however keep open the option of shipment of POPs waste abroad for disposal, in compliance with the Basel Convention, if at an early stage it will result evident that the POPs cannot be disposed of using the technologies available in the country.

The project intend to achieve this objective improving the regulatory system, enhancing its enforcement, raising awareness on POPs, and by establishing the capacity for POPs monitoring,  handling, transport and disposal. This will contribute to the broader Goal, which is to reduce risk for the human health and the environment by avoiding the release of POPs in the environment and preventing people exposure to POPs. 

 

Duties and Responsibilities

2. OBJECTIVES OF THE ASSIGNMENT

The main objective of this consultancy is to prepare feasibility report and guidance for selection, procurement & installation of best available PCBs treatment technology in Pakistan.

 

3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED REPORT WORK

To whom to report the outcome:

The consulting firm will report directly to the National Technical Advisor and National Project Manager (Comprehensive Reduction and Elimination of Persistent Organic Pollutants in Pakistan)

 

 

Tasks to be performed:

  1. Development of an Inception Report for review and clearance by the national project oversight membership, including an outline of the overall approach to be taken for the assignment and an outline of the feasibility elements to be examined for PCBs treatment, with an eye to deducing the barriers/ critical enabling elements that could be associated with the failure/success of a given treatment technology. These may include such elements, inter alia, as  cost-benefit analysis;  availability of the technology and ease of maintenance; mobility of the technology; level of energy use and robustness of the technology in terms of transport, mobility and overall length of operational life; comparison of level of performance and treatment volumes that can be processed; levels of capacity to operate the technology; health and safety considerations associated with operating the technology and any residual substances; potential for scale up post project so that it is taken up for wider government investment and application in Pakistan post-project; the need for adjustment to policies to ensure that standards of treatment performance and related health and safety policies are enshrined  in policy and regulation to ensure that safe treatments can be monitored for the long term in the country, and other variables that may be associated with the success or failure of any given technology in the Pakistani context.
  2. Review, assessment and site visit of shortlisted incineration plant and cement kiln sites in the context of environmentally sound disposal of POPs Pesticides in Pakistan. Comparative analysis and recommendations for suitable facility considering BAT/BEP and international practices.
  3. Coordination and consultation with high level government officials from energy sector.
  4. Evaluation of reports and data available with energy sector of Pakistan.
  5. Examination of available PCBs sampling analysis reports.
  6. Review & analysis of PCBs treatment options with prospects & consequences, assessment of best available/well-proven technologies for PCBs treatment across both developed and developing country contexts, so that it is possible to assess if there are critical policy, regulatory, fiscal, capacity and other elements that may differ between the developed and developing context that could affect the enabling environment for a technology to succeed or fail.
  7. Taking into consideration the parameters of analysis to compare possible technologies, with clearance from the Project Steering Committee and the Project Manager, explore procurement options for best available treatment technology relevance to the needs of Pakistan Energy Sector and suggest the suitable option.
  8. Preparation of TORs for procurement of PCBs treatment technology.
  9. Investigation of preferable locations for installation of PCBs treatment technology in Pakistan.
  10. Training Need Assessment (TNA) of stakeholders’ w.r.t technology use and maintenance.
  11. Assess maintenance needs & costs associated with the proposed technology.
  12. Review rules & regulations and policy at national/provincial level to ensure adoption of technology with related to cost parameters.
  13. Preparation & submission of an overall Feasibility Report for Procurement & Installation of PCBs treatment technology in Pakistan.
  14. Shall act as oversight to verify complete installation process once the technology is procured and piloted at finalized locations.

 

 

Competencies

  • Excellent analytical, writing, advocacy, presentation, and communications skills are required;
  • Familiarity with South Asia contexts, or developing country contexts in general, would be an asset.

Required Skills and Experience

Academic Qualification:

  • Master’s degree in Environment/Chemistry/Engineering or related fields (PhD will be preferred).

Years of Experience:

  • At least 5 years of practical working experience on POPs PCBs management and treatment and/or disposal technologies, with at least 10 years overall experience with industry or chemical/agricultural/energy/plastic sector (international experience will be given preference).
  • Familiarity with hazardous waste management, particularly as relates to POPs (PCBs & Pesticides) disposal and treatment, related technology appraisal and installation oversight, international BMPs/BAT/BEP standards, as well as overall related policy related to technology performance and related health and safety standards.
  • Experience in project-related technical management, coordination and procurement is desired;
