Background

The United Nations in Timor-Leste has enjoyed a long and valuable partnership with the Government of Timor-Leste, now focusing on supporting the country in its sustainable development efforts through implementation of National Strategic Development Plan 2011-2030 and Sustainable Development Goals 2030.  On 22nd June 2018, the VIII Constitutional Government of the Democratic Republic of Timor-Leste was formally formed. The UNCT recognizes strategic and strong communications as an essential component of development work; it is important for advocacy and raising awareness on key development challenges for Timor-Leste and to highlight the support provided, and results achieved, through the UN’s cooperation with partners. The UNCT seeks improve its communication strategy, to enhance public understanding of the UN’s work in Timor-Leste in the short and longer term. 
The UNCT has therefore agreed to recruit one national or international intern for six months to assist with communications work on key development issues. 

Duties and Responsibilities

1. Work as part of the RCO team to support the work of the Resident Coordinator and the UNCT:

  • Attend weekly RCO planning meeting;
  • Represent the UNRCO in key meetings and events;
  • Prepare reports and public information products Support preparation of UNCT meetings, UN Theme Group meetings and other joint initiatives;
  • Prepare briefings, background and support materials and prepare presentations on specific topics as required;
  • Perform other duties as required and instructed by the Senior Co-ordination and Policy Advisor, the Resident Coordinator and the UNCT.

2. Support the positioning of the UN System as a credible and trusted development partner in Timor-Leste by implementing the communications strategy:

  • Assist the RC and UN system in Timor-Leste with advocacy activities, including media outreach, support to public events, launching ceremonies, celebration of UN theme days, visits of senior UN officials, field visits, workshops, and global UN initiatives in close cooperation with the UN Communications Group;
  • Support the drafting and production of media content including photo/video/audio products and other communication materials such as media alerts, news articles, press releases, fact sheets, success stories, etc.;
  • Support the management of web based social outreach tools including media and propose new initiatives in this regard as relevant;
  • Assist the RC and the Head of RCO to prepare written materials including speeches, talking points, articles, press releases, responses to coverage about the UN in the media, etc;
  • Assist the RCO to meet its reporting requirements focusing on impact and results of the UN contribution to Timor-Leste’s development.

3. The intern will be encouraged to:

  • Gain knowledge and understanding of development, human rights and humanitarian issues by reading relevant materials and taking part in the activities of UN Agencies (for instance in events of UN Day celebrations); 
  • Be acquainted with and build on traditional and/or local forms of consultancy in the host country; 
  • Reflect on the type and quality of internship action that they are undertaking, including participation in ongoing reflection activities; 
  • Produce a short final report on the contribution made and knowledge gained through the internship.

The intern will not receive remuneration and will cover his/her own costs.

Technical/Functional Competencies:

  • Facilitate training/awareness raising/learning related event;
  • Engage in communication and other related events;
  • Experience in engaging and building community on social network, particularly Facebook;
  • Experience in taking photos and writing brief story/news briefs.

Personal Competencies:

  • Learning and development are a central part of the interns’ assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the interns’ skills and competencies, improve the quality of the assignment and keep the interns’ motivation high.

Learning elements for the Intern include the development of:

  • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem-solving, team building; and career preparedness such as interview skills, CV preparation, job searching;
  • Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management;
  • Internship-related skills:  including leadership; civic responsibility; and engagement and active participation.

The interns will be given opportunity to attend training or workshops during the period of assignment. At the end of their internship, the interns will receive certificates.

Required Skills and Experience

Education
Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:
(a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher); in the fields such as: development, business administration, communication and other related field;
(b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent); in the fields such as: Development or business administration and communication;
(c) Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.
