Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 In Ukraine UN Women works with the government, parliament and civil society to advance gender equality through the implementation of the national and international commitments on gender equality and women’s human rights. The work of UN Women Ukraine is guided by the following strategic goals: elimination of violence against women and girls; implementation of the women, peace and security agenda; and gender responsive governance. UN Women collaborates closely with the UN Country Team to integrate women’s rights and gender equality in all spheres of the UN’s work in Ukraine.

The project “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security” aims to: consolidate the efforts of government, parliament and civil society to remove structural barriers to gender equality and women’s human rights; ensure accountability of national governance, reforms, planning and budgeting for commitments and priorities in the areas of gender equality and women, peace and security; strengthen cross-sectoral coordination and oversight for gender and women’s rights commitments; strengthen coalitions between government, parliament, media and civil society for evidence-based advocacy in Ukraine; strengthen the capacity of gender advocates and women’s groups to effectively demand gender equality in reforms and peace-building.

Under the overall guidance and direction of International Programme Specialist ( Project Manager),  the Advocacy and Communications Specialist will collaborate closely with the Headquarters, Regional, and other Country Offices’ colleagues and UNIC to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also collaborates with RO and local Office colleagues to support outreach campaigns, resource mobilization and donor relations initiatives. S/he mobilizes support in conjunction with intergovernmental processes, and supports the activities, corporate campaigns and special events organized by UN Women.

Impact of results:

The Advocacy and Communications Specialist is to demonstrate strong leadership for the visual impact of the project. S/he will build and strengthen networks with strategic media partners to support the exposure of the project messaging across the country.

Duties and Responsibilities

 

1. Manage projects media/press relations:

  • Prepare, plan and implement media strategies in line with corporate guidelines to enhance the positioning of UN Women with the media;
  • Identify opportunities and organize press conferences; facilitate interviews with senior managers of UN Women;
  • Prepare press releases and media kits;
  • Provide clear, consistent and timely responses to media inquiries; issue statement and corporate positions to media and other external audiences;
  • Maintain and expand contacts with media.

 

2. Oversee and maintain online outreach and produce information materials for public outreach:

  • Oversee country-specific web site technically and editorially and coordinate web presence of the project in line with the corporate web policy;
  • Oversee and manage project’s social media accounts in line with corporate social media policy and  provide inputs to corporate social media accounts;
  • Compose brochures, fact sheets, speeches, stories from the field and disseminate it to relevant target audience;
  • Identify effective dissemination channels and supervise distribution  of all information products;
  • Substantively contribute to tracking the impact of project’s media outreach.

 

3. Provide advice and support to UN Women/projects special events, campaigns and programing:

  • Implement communications components of UN Women and/or UN campaigns, including but not limited to UNiTE campaign, HeforShe and 16 Days of Activism;
  • Initiate, conceptualize and implement special events or UN Women inputs to special events to ensure reaching wider audiences;

 

4. Liaise closely with UN Women Communications Team at HQ to feed regional/national initiatives into corporate communications initiatives and vice versa. Coordinate communication  activities with UN communication colleagues at regional /national level: 

  • Ensure consistency with corporate policies, messaging and initiatives via regular consultation with HQ Communications Section;
  • Ensure information exchange with HQ communications team to coordinate communications initiatives: inform about regional /national activities, provide comments on and inputs for corporate initiatives;
  • Contribute regularly to and advice on UN Women corporate materials, e.g. corporate web site, illustrated Annual Report, video productions etc. to highlight national initiatives and ensure visibility;
  • Regular liaison with Communications Officers from other UN entities at the regional / country level to provide UN Women inputs to joint UN initiatives; represent UN Women in the UN Communications Group.

 

5. Build communications partnerships and media alliances:

  • Lead the visual impact of the project;
  • Identify and develop new communications partnerships and media alliances to enhance the visibility and cement UN Women as a thought-leader; manage and nurture existing partnerships;
  • Identify and apply innovative opportunities and new communications tools and platforms which can serve to highlight the work of UN Women;
  • Collaborate closely with RO/MCO/CO Communications Officers to advance regional and national communications partnerships.

 

Measurable outputs of the work assignment:

  • Media strategies in line with corporate guidelines is prepared and implemented;
  • Project’s media and public outreach is achieved;
  • Communications components of UN Women and/or UN campaigns are implemented successfully;
  • Close collaboration with HQ/RO and other UN agencies Communications Officers is established and maintained.

  • UN Women Advocacy and Communication strategy is developed and implemented;
  • Partnership with media and other communications stakeholders is established and well maintained;

Required Skills and Experience

Education: 

Master’s degree (or equivalent) in communications, journalism, public relations, social sciences, international relations, or a related field

Experience: 

  •  A minimum of three (3) years (with Masters’ degree) of relevant progressively responsible experience at the national and/or international level in communications, journalism, public relations or related field at the national or international level, including experience in media relations. Experience in on-line outreach and multimedia would be an asset;
  • Working experience with large development agency would be an advantage;
  • Experience in usage of computers, including databases and office software packages;
  • Familiarity with gender issues would be an asset;
  • Familiarity with UN Women and UN system would be an asset;
  • Outstanding oral and written communications and editing skills, with proven ability to meet tight deadlines.

Language Requirements:

  • Fluency in oral and written English, Ukrainian and Russian languages.
