Background

The overall objective of the Cohesion Series is to revitalise the ZUNDAF and foster greater cohesion in the collective and cross-sectoral delivery of programmatic results in Zimbabwe, towards the achievement of the SDGs.

The Cohesion Series (CS) is led by the Resident Coordinator’s Office with oversight by both the Programme Management Team (PMT0) and UN Country Team (UNCT). The initiative includes a series of events that will culminate in the design of new joint programmes, and/or the enhancement and expansion of existing programmes by year-end. Four team-building activities intended to strengthen programmatic efforts will be organised during the year that require various actors and sectors to work together to strengthen the implementation of ZUNDAF.

Duties and Responsibilities

The IC is expected to undertake the following tasks:

  • Review Joint Programme draft Concept Notes;
  • Design Joint Analysis Workshop content, including the following considerations:
    • The thematic priorities of joint programme programmes and possible inter-linkages among these;
    • Cohesion Series Cross Cutting Themes: i) development-humanitarian-peacebuilding nexus; ii) poverty reduction; iii) gender equality; iv) social services; v) environmental protection;
    • UN Programming Principles: i) Leaving no one behind (social inclusion), ii) Human Rights mainstreaming; iii) Gender mainstreaming; iv) Sustainability & resilience; and v) Accountability;
    • Facilitate the joint analysis workshop using a highly participatory approach and aimed at strengthening participant’s analytical capacities, with focus on cross-sectoral analysis;
    • Provide feedback on joint analysis developed by teams.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in development, humanitarian studies, public policy, social sciences or related area;

Experience:

  • A minimum of seven years of progressively responsible experience in development and/or humanitarian work, including in programme design and management, and knowledge of the UN programming principles
  • Excellent analytical skills and experience in facilitating collective situation and needs analysis;
  • Good knowledge of the humanitarian-development nexus;
  • Good understanding of the recent developments in the context of UN development system reform;
  • Good understanding of the changing socio-economic and political situation in Zimbabwe; and,
  • Training and facilitation experience.

Language

  • Fluency in written and spoken English.

Evaluation criteria:

The Consultants will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:
 
Technical Criteria weight: 70%;
Financial Criteria weight: 30%;
The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference.
