The United Nations System in China is embarking on the formulation of the new UN Sustainable Development Cooperation Framework (UNSDCF). The priorities under UNSDCF are primarily derived from a UN wide Country Analysis (UNCA).

 

The UN CA is the UN system’s independent, impartial and collective assessment and analysis of the country situation. The CA will examine the progress, gaps, opportunities and bottlenecks vis-à-vis China’s commitment to the achievement of the 2030 Agenda, UN norms and standards and the principles of the UN Charter. The findings of the CA will help to strategically position the UN system in China based on robust evidence-based analysis on sustainable development. It will also provide the basis for future programming and represents a powerful source of information to help the UN system engage with national stakeholders, including advocating for policy changes.

 

The CA process will be guided by “leaving no one behind” (LNOB), human rights-based approach to development (HRBA), gender equality and women’s empowerment, as well as resilience, sustainability, and accountability. It will examine China’s priorities and support and align with the 14th Five-year Plan.

 

The CA process will require consultation and engagement with the Government of China and other relevant stakeholders such as development partners, private sector, civil society and non-government organizations (CSO, NGO), academia and research institutions, etc. While most of the consultations will be in China, in the spirit of the new UNSDCF, which explicitly recognizes regional and transboundary elements in country analysis, and China’s evolving role in global partnerships, the CA for China will also involve consultations with stakeholders outside of China.

 

In this context, the UN system in China seeks to recruit a suitable and experienced Junior Consultant, with experience in research and analysis that feeds into strategic development cooperation frameworks for multilateral organizations or international financial institutions. This consultancy aims to reinforce the existing capacity in the Resident Coordinator Office (RCO) to conduct analytical research informing the new program cycle and specifically, those processes related to preparing the new UNSDCF, including the evaluation of the current Assistance Framework, conducting a Common Country Analysis (CA), and preparing the new UNSDCF.

Duties and Responsibilities

Scope of the work

 

In line with the UNSCDF guidelines, and under the guidance of the RCO Senior Economist and UNCT Programme Group, in consultations with UNCT in China, Government of China and other stakeholders and partners, the CA Junior Consultant shall perform the following duties:

 

  • Provides substantive support to the RCO Senior Economist and UNCT Programme Group in collection and preparatory analysis of UNCT and relevant stakeholder data;
  • Support the coordination activities of UNCT Programme Group related to CA/UNSDCF;
  • Coordinate the collection and analysis of data broad range of partners, and update and maintain database throughout implementation process;
  • Develop a work plan for the CA and follow up on the deliverables, provide quality assurance and ensure information flow to UNCT Programme Group/UNCT;
  • Monitor CA implementation and UNSDCF progress and advise RCO Senior Economist and UNCT Programme Group on delays or unexpected developments in the process;
  • Support and coordinate national consultations and interviews, with a wide range of stakeholders (government counterparts, civil society, development partners, private/industry sector, etc.) to analyze trends, identify disparities and groups that may have been overlooked;
  • Support targeted global consultations with stakeholders engaging with China on global partnerships, including partner governments, private sector, civil society etc.;
  • Contributes to organizing, drafting and preparing the CA final document;
  • Carry out other tasks related to the CA/UNSDCF implementation process as needed.

Expected Deliverables

 

The CA Junior Consultant shall deliver the following outputs:

 

  • Detailed work plan: annotated table of contents of the document, which will be based on UNSCDF guidelines, including concise narrative outlining the content of the different chapters/sections of the document. A methodology notes on the analysis. Expanded list of reference documents;
  • Coordination the data collection process and maintain database of CA/UNSDCF-related data.

Required Skills and Experience

REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Below are the minimum eligibility requirements for the consultant proposed for this project:

 

  • Advanced degree in international development studies, economics, social sciences, international relations, political sciences, sociology or anthropology, demography or related fields;
  • At least 1-2 years’ relevant experience and proven expertise with development of strategic frameworks;
  • Proven research capacity with skills in data analysis and data summary;
  • Familiarity with the UN System;
  • Expertise in results-based management (RBM) framework as well as in-depth knowledge of results-based management tools;
  • Excellent communications and writing skills at the national and/or international level. Experience at country and regional level desired;
  • Ability to consolidate and synthesize substantive comments from multiple sources in a balanced and concise manner;
  • Excellent interpersonal skills and ability to empathize with the various organizational mandates and cultures of the UN system;
  • Fluency in oral and written English is required. Competency in Chinese will be an advantage.

Evaluation Criteria

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • Technical evaluation - 70%; (includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation - 30%.
