Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In light of recent developments within the area of data security and privacy, e.g., the EU General Data Protection Regulation (GDPR) and UN Women entering into different initiatives of sharing data with third parties, e.g., the International Aid Transparency (IATI), UN Women is undertaking a UN Women Data Protection, Privacy and Disclosure Project.  The Project seeks to (i) conduct a mapping of what information and data are being processed by UN Women, how it is collected, stored, classified, shared and disposed of; (ii) review already existing Policies, Procedures and Guidance and determine how these can be improved to meet Organizational needs; (iii) examine if new Policies, Procedures need to be developed to meet the Organization’s need in this area; and (iv) implement and spread awareness about the changes.

The end goal of the Project is to ensure that UN Women has Polices, Procedures and Guidance in place to address how UN Women access, analyse or otherwise use or disclose data, which is sufficient to meet operational requirements and the requirement stated in the UN Data Privacy and Data Security Principles. Establishing a comprehensive and consolidated legislation will reduce the risks that UN Women faces in terms of liability, ambiguity, weak accountability and lack of oversight and transparency.  The establishment of a comprehensive legislation will reduce significantly these risks by clearly defining roles, responsibilities and processes to follow when accessing, analysis or otherwise using or disclosing data. 

The Project will take place in several phases and UN Women will engage a consultant to do the day to day management of the Project.  The consultant will report to the Deputy Director of DMA.  

The consultant will discuss with the Deputy Director of DMA who, what, when and how to consult with other Divisions and Offices.

The IST Section is an essential part of keeping data safe and secure and the IST will play an essential part of this Project.  The IST Section will appoint a focal point who the consultant may contact to consult on any issue relating to IST.  The focal point will also accompany the consultant to meetings with the other UN Agencies if issues relating to IST are going to be discussed.

Duties and Responsibilities

The goal of this Phase 1 is to (i) formulate the  UN Privacy and Data Protection Principles as a UN Women Policy; (ii) create short, straightforward tools to enable users to understand and apply the Policy; and (iii) create an overview of what data and information UN Women is currently processing by collecting it or otherwise, how it is stored, if it is classified and how it is shared and disposed of, and how this aligns with the new Policy.  Under the supervision of the DMA Deputy Director, the consultant’s work will have the following scope:

 

  1. Draw on  the UN Privacy and Data Protection Principles to formulate the  UN Women Information Disclosure and Data Protection Policy;
  2. Create short, straightforward tools to enable users to understand and apply the Policy;
  3. Perform a mapping exercise to identify what information and data are being processed by UN Women, how it is collected, stored, classified, shared and disposed;
  4. Provide an outline of what the current situation is within UN Women in this respect;
  5. Recommend the next steps UN Women may wish to take in Phase 2 to address appropriately through policies and procedures or otherwise the way the Organization process, collect, classify, store, share and dispose information taking into account the International Aid Transparency Initiative (IATI) and developments and recommendations from the UN Development Group regarding data privacy and security and information disclosure in general and archiving and what areas to prioritize
  6. Participate in meetings with other UN organizations regarding data privacy, information disclosure and other subjects relevant for this project;
  7. Conduct research on specific subjects relevant to this project as directed by the DMA Deputy Director; and,        
  8. Report to the DMA Deputy Director on a monthly basis to discuss the progress against the plan and make recommendations for adjustments to the priority areas of work.

Deliverables

Formulate the UN Women Information Disclosure and Data Protection Policy drawing on the UN Privacy and Data Protection Principles ; and

Create short, straightforward tools – incorporating diagrams and images - to enable users to understand and apply the Policy

Work with IT to identify what information UN Women processes, collects, how such information is classified, stored, shared and disposed encompassing all DMA Offices, HR, IEAS, Programme, SPD and Communications, the two Trust Funds, Civil Society, EDO, two COs, one RO and one liaison office (which ones to be determined by the DMA Deputy Director in consultation with the Programme Division).

Conduct a desk review of current policies, procedures and guidance that relate to information management (such as records/archiving management existing terms of use of the public website etc.)

Participate in meetings with other UN organizations regarding data privacy, information disclosure and other subjects relevant for this project

Provide a report outlining the current situation within UN Women, i.e., how listed offices process, collect, classify, store, share and dispose of information; and how this aligns with the new Policy; and

Recommend the next steps UN Women may wish to take in Phase 2 to address appropriately through policies and procedures or otherwise the way the Organization collect, classify, store (archiving), share and dispose information.

Required Skills and Experience

NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.

Education:

  • Masters in International relations, business, information technology/management or public administration, law  or related field.

Experience:

  • 15 years of legal experience in the UN system experience;
  • Working knowledge of mission-driven organizations and the UN system (experience working with UN Women would be considered an advantage);
  • Experience in Design and Development of Policies and Procedures
  • Experience of project management
  • Strong Communication skills, both written and verbal
  • Experience in coordinating different units/department
  • Experience in the usage of computers and office software package (MS Word, Excel etc.)
  • Client-oriented

Language:

Excellent speaking and written English, other UN languages would be an advantage.
