Background

Maldives is a young democracy attempting to build on considerable economic and human development gains, but simultaneously still challenged by deep socio-economic, environmental and political issues. Recent trends point towards limited space for engagement between state and citizen.

The rise of a generation of young people coupled with the trend of being socially aware and active has increased the number of youth raising their voice and advocating to become part of key policy and decision-making processes. UNDP has always aimed to capitalize on these opportunities to bridge the gap between the state and society. This has been proven by successful initiatives such the ‘Youth Vision’ Programme, ‘Miyaheli’ Social Innovation Camps, and ‘Community-based Theatre’ dialogue platforms. Youth Champions is one such unique approach to empower local communities.

Youth represent nearly 47% of the population[1] and the impact of this inequality affects the youth population the most. National assessments indicate that almost 20% of young men and 26% of young women are neither employed nor in school[2]. Global studies indicate that without the means to pursue their career and earn an income and coupled with increasing conservative values, youth face a greater risk from getting disengaged from society and resorting to violence and drug related crimes. Therefore, strategies to address youth vulnerabilities and empower youth need to address the societal issues faced by youth at present.

Advocates and champions have triggered social change across the world by fighting for the minority and the marginalized. This project will provide young people in local communities with the necessary technical and practical skills on advocating, campaigning and lobbying for social change. It will create more opportunities to stimulate dialogue on different issues with decision makers and other members of the community.

The Integrated Governance Program (IGP) has been working towards inclusive and sustainable development with a special focus on empowering youth. In this regard, UNDP through its Integrated Governance Programme (IGP) is planning to collaborate with the Ministry of Youth, Sports and Community Empowerment in organizing a Youth Leadership Programme with an overarching objective of building capacity and resilience of today’s youth leaders. As such, UNDP is seeking the service of a local consultant to support the implementation of the Programme.

Duties and Responsibilities

Scope of Work

Under the guidance of IGP Programme Officer, the consultant will provide assistance in the planning and execution of the Youth Leadership Programme. These tasks will include, but not limited to:

  • Coordination and facilitation of meetings with the Ministry of Youth, Sports and Community Empowerment, and other stakeholders in the preparation and organization of the Youth Leadership Programme.
  • Support the development of the concept and agenda for the actual event based on data analysis, from analyzing previous programmes their concepts and evaluation, new idea proposals and stakeholder feedback.
  • Organize and lead event logistics including participant travel, accommodation, and catering and other event logistics.
  • Create, finalize and implement the Communication Strategy for the Programme including conducting regular social media outreach to the target group, as well as executing the communications strategy during the Programme on a daily basis.
  • Providing regular updates to IGP Programme Officer on the preparations and planning of the Programme.
  • Submit a final report on the Youth Leadership Programme and results achieved.

 

Expected Outputs and Deliverables

The consultant will be responsible for the following deliverables;

  1. Coordinate with stakeholders to create a detailed work plan and methodology. The methodology should be cleared by the Ministry of Youth, Sports and Community Empowerment, as well as include feedback from UNDP Governance Unit.
  2. Organize travel and event logistics of the Programme at venue.
  3. Formulation of a detailed Communications Strategy. This should be cleared by and include feedback from UNDP Governance Unit.
  4. Final report of the Programme.

Institutional Arrangement

The consultant will work under the guidance of UNDP and will be accountable to the Programme Officer, IGP, for each deliverable as stipulated in the proposal. The consultant will work as part of a team comprising of UNDP Staff for this project. Meetings with UNDP senior management will be held as and when needed.

Duration: 28 working days in July 2019.

Duty Station: Male’ and selected island.

Required Skills and Experience

Education

  • A ‘level or Diploma qualification in mass communication, marketing, business studies and/or similar field.

Experience

  • At least 1-2 years of relevant experience in developing/designing marketing strategies to specified target audiences.
  • At least 1-2 years of experience in coordinating and arranging logistics for workshops/events
  • Experience in youth programming, NGOs and/or youth movements preferred
  • Familiar with Social media tools.

Language requirement

  • Fluent in written and spoken English and Dhivehi is required
