Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ending Violence against Women (EVAW) programme focuses on prevention and response to violence against women; strengthening the legal framework, ensuring coordination among key stakeholders working on EVAW and preventing and reducing child marriage.

As part of the EVAW programme portfolio, the Combating Gender Based Violence in Bangladesh (CGBV) project started in 2018 to boost efforts on preventing violence. The Project recognizes that prevention of violence requires sustained and comprehensive action at individual, family, organizational and societal levels. The project focuses on primary prevention, stopping violence before it occurs.

CGBV intends to enhance the capacity of civil society to design, implement and sustain primary prevention of gendered violence, while also strengthening government mechanisms and strategies identified under Bangladesh’s 7th Five Year Plan and the National Women Development Policy. The project will generate evidence to build knowledge on prevention strategies. CGVB will engage and capacitate local stakeholders and high-level leadership of key institutions such as local government, civil society organizations, women’s organizations, education institutions and workplaces.

More specifically, the project aims at the following outcomes: i) strengthening national legal and policy framework to prevent violence against women; ii) promote favorable social norms, attitudes and behaviors to prevent violence against women; iii) policy and programming is increasingly informed by an expanded knowledge base on effective approaches to prevention of violence against women.

Reporting to the EVAW Programme Specialist, the Field Coordinator is responsible for coordinating the CGBV project at district level which includes coordinating relationships with national partners and stakeholders, the monitoring and reporting, and the finances of the portfolio.

The Field Coordinator will provide support to ensure coordination and collaboration among  the CGBV partners at district level, such as tertiary educational institute, Local Government office , University Grants Commission (UGC) and Ministry of Women and Children’s affairs (MoWCA) officers  in the district of Cumilla , Bogra and Patuakhali. The Field Officer will coordinate and supervise the CGBV related activities by liaising with the partners as well as stakeholders and ensure effective implementation at national and district level.
The field officer is expected to be based in the district of Cumilla, with visits to Bogra, Patuakhali and Dhaka, depending on the Project needs.

Duties and Responsibilities

1.    Coordinate the CGBV project at District Level:

  •  Coordinate the CGBV partners’ work plan development and implementation according CGBV agreements and results framework;
  •  Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports of the CGBV Partners and Responsible Parties;
  •  Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  •  Record and maintain documents on relevant Programme activities, issues, and risks.

2.    Guide coordination with district partners and other stakeholders:

  • Coordinate relationships with district partners to support implementation and expansion of the CGBV Project, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.

3.    Coordinate the monitoring and reporting on the CGBV Project partners:

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Coordinate the submission of implementing partners financial and narrative reports;
  • Provide inputs from CGBV  programme activities and results to Country Office reporting.

 4.    Manage people and finances of the CGBV Project at District Level:

  • Coordinate development and preparation of financial resources of the CGBV project including budgeting and budget revisions, and expenditure tracking and reporting;
  •  Monitor the allocation and disbursement of funds to participating partners;

5.    Advocate and facilitate knowledge building and management and communication:

  • Support in the documentation of the project implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products at district level.

Required Skills and Experience

Education and certification:  

  •  Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required;
  •  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  •  A project/programme management certification would be an added advantage.

Experience:  

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component project interventions with national partners;
  • Experience on EVAW and gender equality programmes;
  • Experience in coordinating and interacting with partners at district level, such as the DC and other local government offices;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset;
  • Previous experience with the UN is an asset

Language Requirements:  

  • Fluency in English and Bangla is required;
  • Knowledge of the other UN official working language is an asset.
