Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations.

 

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS supports UNDP’s 2018-2021 Strategic Plan, focusing on 7 outcomes including strengthening institutions to progressively deliver universal access to basic services (outcome 3). The HIV Health and Sustainable development team, within BPPS, is helping to contribute towards this outcome.

 

HIV, Health and Development Approach

 

UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, Tuberculosis and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development.

 

First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve the Sustainable Development Goals (SDGs). Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects to fight the three diseases HIV, tuberculosis and malaria while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP acts as interim Principal Recipient in these settings, working with national partners and the Global Fund to improve management, implementation and oversight of Global Fund grants, while simultaneously developing national capacity for governments or local entities to be able to assume the Principal Recipient role over time.

 

UNDP’s Partnership with the Global Fund

 

As of 2019, UNDP served as the Principal Recipient (PR) for 35 grants, covering 18 countries and three Regional Programmes, funded by the Global Fund. In its role as interim PR, UNDP is responsible for the financial and programmatic management of grants, as well as the procurement of health and non-health products. In all cases, the implementation of grants is completed in accordance with UNDP policies and procedures, as well as the policies of the Global Fund.

 

A dedicated BPPS team, housed within the HHD Group, supports the partnership with the Global Fund (Global Fund Health Implementation Support Team (GF/HIST). The primary function of the GF/HIST is to provide quality and timely technical support to Country Offices to implement high performing Global Fund grants – in close coordination with Regional Bureaux – and to manage UNDP’s partnership with the Global Fund at the corporate level.   

 

Objective:The Consultant will focus on supporting UNDP’s partnerships with the Global Fund, under the supervision of the Programme Specialist (Geneva). The Consultant will assist in providing dedicated support to the Country Offices reporting and grant-making and regular monitoring conducted by the GF/HIST.

 

Duties and Responsibilities

Under the overall supervision of the Programme Specialist (Geneva) the Consultant will conduct the following tasks:

 

  • Support in the preparation for the programme managers meeting;
  • Support in the preparation for the RBEC and RBAP regional bureau updates in August (briefing notes, agenda; meeting minutes and actions plans);
  • Support in coordinating the Country Offices inputs to the Gender Assessment and the Multisectoral Malaria Framework;
  • Support in collating the Country Offices inputs on the concept notes, proposals for funding;
  • Support in reviewing the progress updates/disbursement requests (PUDRs);
  • Support in analyzing and consolidating management letters actions for Quarters 2 and 3 for the UNDP projects funded by the Global Fund in RBEC and RBAP;
  • Support in drafting the follow up actions in consultation with the PMUs to address grant performance issues and management letters issues;
  • Review and compare versions of grants documents based on latest GF policies;
  • Research for information on SDGs, Health and Development case studies and best practices;
  • Support in updating grants tracking sheets and other tracking documents.

 

Expected Outputs/Deliverables:

 

  • Development of the Agenda for the Global Programme Managers meeting in consultation with the programme specialist;
  • Production of the Global meeting report;
  • The briefing Notes for the regional bureaux meetings, meeting agenda, meeting minutes and action plans;
  • Weekly updates prepared for review with the Programme Specialist (Geneva);
  • A consolidated compendium for HIV, Health and Development in RBEC and RBAP;
  • Q3 update report and meeting minutes and follow up actions;
  • Coordinate the Country Offices inputs to the Gender Assessment and the Multisectoral Malaria Framework;
  • Development of four knowledge products on sustainability and capacity development;
  • Monthly progress report (3).

 

Reporting: The Consultant shall report to the Programme Specialist (Geneva).

 

Travel:

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UNDP.

 

Evaluation:

Applicants will be screened against qualifications and competencies specified below through a desk review.

Applicants will be evaluated based on a cumulative analysis method that combines the results of technical and financial evaluation results.

 

Technical Evaluation Criteria (maximum 70 points):

 

Criteria 1: A minimum of two (2) years of work experience in programme management in the health and development sector – 20 points;

Criteria 2: Work experience from a developing country - 15 points;

Criteria 3: Previous experience with UNDP/UN agency or international organization – 5points;

Criteria 4: Experience in supporting and coordinating development of knowledge management materials – 15 points;

Criteria 5: Experience in engaging with a diverse range of stakeholders including government, civil society or academia – 10 points;

Criteria 6: A second UN language – 5 points.

 

Financial Evaluation Criteria (maximum 30 points):

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Timeframe

The assignment will be conducted over a 3-month period from August to October 2019. The assignment will be based in Geneva.

 

Payment

Payment will be certified through the Certificate of Payment (COP) and timesheet, certified by the direct supervisor. The rate will be based on the all-inclusive daily rate subject to satisfactory progress made on the above outputs.

Required Skills and Experience

  • Master’s Degree in Public Health, International Development, Project Management or related field.

 

Experience:

 

  • A minimum of two (2) years of work experience in programme management in the health sector;
  • Work experience from a developing country is highly desirable;
  • Previous experience with UNDP/UN agency or an international organization is an asset;
  • Experience in supporting and coordinating development of knowledge management materials;
  • Experience in engaging with a diverse range of stakeholders including government, civil society or academia.

 

Language Requirement:

English is required, knowledge of another UN language is an advantage.
