Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme “Making Every Woman and Girl Count” (Women Count) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender data at the global level to the regional and national levels through three interlinked areas of work. The Global Centre of Excellence on Gender Statistics (CEGS), located in Mexico City and hosted by INEGI (National Statistical Office in Mexico), contributes to this vision by facilitating access to expertise and technical assistance to national statistical offices and user communities; making knowledge available and accessible through a global resource hub; fostering innovations through an innovation lab and; promoting South–South and triangular cooperation through learning exchanges. For the biennium 2019-2020, the CEGS will aim at: 1) Facilitate access to technical expertise through multidisciplinary networks (technical assistance); 2) Document, make available and accessible to producers and users knowledge, resources, best practices and experiences on emerging issues on gender statistics (Knowledge hub); and 3) Produce research on emerging and cutting-edge issues (Innovation lab).

Based in Mexico City, the Research and Data Specialist will be a key team member providing technical expertise to the CEGS. Under the direct supervision of the UN Women’s Country Representative in Mexico and the overall guidance of the UN Women’s Chief Statistician (based in New York), the Research and Data Specialist will ensure that an adequate link is maintained at all times with the global Women Count programme. The successful candidate will manage strategic research clusters in key thematic areas related to gender data and the Sustainable Development Goals; lead the development and implementation of knowledge strategies based on networks in the CEGS’s key strategic and programmatic areas; document solutions; and contribute to the effectiveness and positioning of the CEGS as a global resource hub for gender data.

Duties and Responsibilities

Manage strategic research clusters in key thematic areas related to gender data and the Sustainable Development Goals:

  • Initiate and lead gender data research projects as outlined in the Global Centre of Excellence on Gender Statistics’ (CEGS’s) strategic plan 2019-2020;
  • Provide quality research and data inputs into the various publications produced by CEGS;
  • Identify potential authors and consultants with expertise in the CEGS’s thematic areas, commissioning research and coordinating their work;
  • Develop and implement a quality assurance process, including establishing guidelines for a clear peer review mechanism for all products published by the CEGS.   

Lead the development and implementation of knowledge strategies based on networks in the CEGS’s key strategic and programmatic areas in coherence with the Flagship Programme Initiative (FPI) Women Count:

  • Develop and maintain effective networks and partnerships between the CEGS, National Statistical Offices, Regional Commissions, UN agencies and other data collecting and research organizations;
  • Document good practices and solutions, and prepare policy documents and recommendations to improve gender data in the CEGS’s strategic areas;
  • Promote learning exchanges, including North-South and South-South collaborations, with public and private sector institutions, to strengthen research on gender data, particularly that managed by the CEGS;
  • Provide substantive support to the development and implementation of the knowledge management strategy of the CEGS, including maintenance of its knowledge platform;
  • Ensure adequate links and coordination between the CEGS and the Women Count programme.

Provide substantive contributions to the effectiveness and positioning of the CEGS as a global knowledge institution for gender data:

  • Identify key opportunities, organize thought provoking seminars and conferences and facilitate discussion forums (including with outside experts) on issues related to the production and use of gender data and as necessary produce summary reports outlining key outcomes;
  • Provide substantive inputs to the production of the CEGS’s quarterly updates and annual donor report;
  • Provide technical guidance and manage the work of the CEGS’s technical staff;
  • Regularly liaise with UN Women HQ to ensure that the implementation of the Centre’s workplan is consistent with the MEWGC global programme;
  • Represent the CEGS in the Technical Advisory Board (TAB), together with the CEGS National Coordinator and as requested report to the Executive Board (EB);
  • Represent the CEGS in key technical gender data fora at national, regional and global levels, as needed.

Provide people management support:

  • Supervise the work of team members;
  • Ensure performance appraisals are implemented within deadlines;
  • Provide coaching and guidance to team members as necessary.

  • Quality peer-reviewed research and data analysis which leads to strong products produced;
  • Best practices and solutions that help to position the CEGS as a global knowledge institution well documented and disseminated;

  • Timely and quality support to guarantee quality reports to the CEGS’s Steering Committee.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in development related disciplines, gender, economics, statistics, development or other social science fields. PhD will be an asset.

Experience:

  • A minimum of 7 years of progressively responsible experience in the collection, compilation, analysis and dissemination of gender statistics or related area;
  • Strong familiarity with the CEGS’s priority thematic areas;
  • Proven experience in designing analyses of, and gathering and presenting data and statistics in the field of gender statistics;
  • Experience conducting methodological research on gender statistics a strong asset.
  • At least two years of experience in supervising or leading personnel.

Languages:

  • Fluency in English and Spanish is required.
