Background

UNODC is a global leader in the fight against illicit drugs and international crime. The three pillars of the UNODC work programme are:

  • Field-based technical cooperation projects to enhance the capacity of Member States to counteract illicit drugs, corruption, transnational organized crime and terrorism;
  • Research and analytical work to increase knowledge and understanding of drugs and crime issues and expand the evidence base for policy and operational decisions; and
  • Normative work to assist States in the ratification and implementation of relevant international treaties, the development of domestic legislation on drugs, corruption, transnational organized crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies.

 

The partnership between Indonesia and UNODC has evolved since 2007 to become one of the most prominent country programmes for UNODC in Southeast Asia, with its focus on corruption, environmental crime and drug use. UNODC work has evolved towards a support to country-led and -owned policy agenda, consistent with Indonesia’s status as a middle-income country.

The Country Programme (CP) for 2017 -2020 outlines a framework to serve three objectives:

  • Serve as a guiding strategy for UNODC to support the efforts of the Government of Indonesia (GoI) in the areas of drugs and crime, in line with Indonesia’s Medium-Term National Development Plan and the wider UN Sustainable Development Goals;
  • Function as a framework for implementation of, and a fundraising tool for, the national counterparts, international partners, other UN agencies and stakeholders; and
  • Broaden and increase the responsiveness, efficiency and effectiveness of UNODC support to the country.

 

Under the overall guidance of the Regional Representative for Southeast Asia and the Pacific, based in Bangkok, and the direct supervision of the UNODC Country Manager and Liaison to ASEAN, based in Jakarta, the Programme Coordinator will support the development and management of the Sub-Programme 1 of the CP (Transnational Organized Crime and Illicit Trafficking). This Sub-Programme seeks, amongst other, to counter the enabling environment that corruption provides to illegal logging in Indonesia by strengthening the capacity of Indonesia’s anti-corruption agencies and law enforcement officials to investigate, prosecute and adjudicate cases linked to forest crimes.

Duties and Responsibilities

  • Be in charge of the overall planning, implementation, monitoring and reporting of the technical assistance in the areas of transnational organized crime and illicit trafficking, with a particular focus on forestry crime in Indonesia;
  • Review, research, analyse and present information gathered from diverse sources on matters pertaining to transnational organized crime, especially forestry crime, and keep abreast with developments linked to emerging threats and operational trends in order to support well-informed managerial decisions on programmes and projects’ design, implementation and monitoring;
  • Coordinate and liaise closely with government counterparts and other key stakeholders, including UN entities and other international and regional organizations, civil society and the private sector, when appropriate and as necessary, for the effective organization and delivery of technical assistance and capacity-building activities on transnational organized crime, especially forestry crime, in Indonesia;
  • Participate, facilitate and/or provide substantive expertise at conferences, seminars, workshops, roundtable discussions, consultative meetings, and any other relevant fora on transnational organized crime, especially on forestry crime. Plan and prepare training and community development activities pertaining to forestry crime;
  • Provide substantive and operational guidance to Programme Associates (Jakarta, Papua and Kalimantan) and external consultants supporting the implementation of initiatives under the incumbent’s purview. Ensure effective implementation of UNODC standard operating procedures in force in teh region and conduct an effective monitoring of performance, as well as timely production of results;
  • Work with the UNODC M&E Officer in Bangkok to create and update workplans in Smartsheets, and provide input to progress reports as required;
  • Keep track of expenditures, to ensure alignment with initial budget allocations, and report on variances;
  • Draft/update programme documents, work plans, annual budgets, proposals‘ budget and narrative content, etc. for all initiatives under Sub-Programme 1, with a particular focus on forestry crime. Provide analyses and highlight noteworthy issues/trends for consideration by appropriate parties, particularly government forestry departments in Jakarta, Papua and Kalimantan;
  • Prepare and draft a variety of written outputs that relate to the implementation of the initiatives under the incumbent’s purview, such as background and research papers, evaluation reports, mission reports, briefings and presentations;
  • Contribute to UNODC input to various national planning instruments, such as the Medium-Term National Development Plan; and
  • Perform any other work-related duties as required/assigned.

Competencies

Professionalism: Demonstrated professional competence and understanding of theories, concepts and approaches relevant to crime prevention and criminal justice issues, in particular to forestry crime. Knowledge of the international policy and legal frameworks on organized crime and forestry crimes in Indonesia, and a sound understanding of the institutional architecture around these matters. Has knowledge of the mandate of the United Nations Office on Drugs and Crime in combating transnational organized crime. Has demonstrated competence and expertise in planning, coordinating and management support for the delivery of technical assistance activities (especially: needs analysis, programme conceptualization and write-up; programme coordination, liaison and reporting; and budgetary and financial monitoring). Is able to contribute to designing, organizing and conducting technical assistance activities. Has sound analytical skills and is able to identify problems and to contribute to problem-solving. Shows commitment to achieving high quality outputs, timeliness, conscientiousness, attention to detail and ability to bring matters to closure. Required Skills and Experience

Education:

An advanced university degree (Master’s degree or equivalent) or Bachelor’s degree in forestry, environmental studies, climate change studies, international relations, political science, law or related fields is required. 

Experience:

Minimum of seven (7) years of relevant experience for Bachelor Degree and minimum of three (3) years of relevant experience for Master degree, in providing management advisory services and hands-on experience in the design, monitoring and evaluation of development projects, and in establishing inter-relationships among international organizations and national governments, is required. 

Solid experience in analytical work, project development on forestry and environmental matters, and/or climate change issues is required.

Strong knowledge in programme management and in leading team to implement projects is highly desirable.

Work experience in networking with the private sector, Civil Society Organizations (CSOs) and/or Universities is highly desirable.

Language Requirements:

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Bahasa is required. Knowledge of another UN official language is an advantage

Other Requirements:

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and in the handling of web-based management systems is highly desirable.
