Background

The United Nations Development Programme (UNDP) in Georgia, on behalf of the Democratic Governance Portfolio projects: “Governance Reform Fund” (GRF),”Support to Public Administration Reform (PAR) in Georgia” and “Fostering Decentralisation and Good Governance at the Local Level in Georgia (DGG)” is an announcement for internships. Before applying, interested candidates are strongly encouraged to review the project profiles. During the application process, candidates must indicate the project(s) of their interest and choice. Preferred starting date for the internship assignment is January 2020, although successful candidates will be offered internships throughout the calendar year. Only those candidates selected for interviews/further assessment by hiring managers will be contacted.

The Governance Reform Fund (GRF) project

The Governance Reform Fund (GRF) was launched in 2003 to support the Government of Georgia in major institutional reforms. This comprehensive assistance programme, funded by the Government of Sweden, aims to boost reforms in Georgia’s public sector and increase the efficiency of public institutions through policy advice, technical support and skills development. UNDP is working with the Government of Sweden to strengthen public administration systems in Georgia and this particular programme’s current phase began in 2015 and is due to end in 2021. Emphasis is being placed on developing an efficient public administration system with the goals of:

  • Strengthening the rule of law;
  • Fostering greater democratic accountability;
  • Moving toward the achievement of targets set in the Sustainable Development Goals (SDGs) and
  • Facilitating rapprochement with the European Union.

Mechanisms

The GRF provides two assistance mechanisms:

  • Capacity Development Fund (CDF) - applied to support sub-projects that aim to create long-lasting, sustainable and transformational changes in governmental institutions. These aims are achieved by addressing the immediate capacity development needs of public institutions/agencies to then ensure better implementation of the national development agenda; and
  • On-Demand [Consultancy] Service (ODS) - entails the provision of short-term national and international advice, as well as technical expertise, to public agencies to develop their capacity on policy formulation and implementation thereby advancing the Government’s reform agenda.

Support to Public Administration Reform (PAR) in Georgia project

In 2016 UNDP has rolled out new, multi-year initiative, “Support to Public Administration Reform (PAR) in Georgia,” addressing a complementary but distinct set of specific, predetermined needs in three crucial areas (Policy development and Cooperation; Civil Service and Human Resource Management and Service Delivery) within the PAR Reform Roadmap. The initiative intends to sustain, support and build key institutions and processes required for advancing the Public Administration Reform through offering consultancy, capacity building, technical assistance etc. Development of professional and modern civil service and public administration are decisive for ensuring the resilience of Georgia to internal and external shocks and for achieving the country’s human development objectives by ensuring citizens’ access to their rights and services, as well as facilitating the development of better public policies.

Fostering Decentralisation and Good Governance at the Local Level in Georgia (DGG) project

Fostering Decentralisation and Good Governance at the Local Level in Georgia (DGG) project, supported by the Government of Denmark, aims at advancing decentralisation and good governance at the local level through promoting nationwide policy reform, strengthening institutional and human capacities of national and local authorities, improving local service delivery and enhancing citizen participation in local policy making. The project activities contribute to four project outputs:

  1. Improved policy and institutional framework to foster decentralisation and promote good governance principles at the local level;
  2. Enhanced institutional and human capacities of national and local authorities;
  3. Improved municipal service delivery;
  4. Empowered stakeholders able to engage in local policy making and claim their rights. 

The project is being implemented in close partnership with the Ministry of Regional Development and Infrastructure of Georgia, Parliament of Georgia, National Association of Local Authorities (NALA), Civil Service Bureau of Georgia (CSB), municipal authorities in three target regions (Kvemo Kartli, Mtskheta-Mtianeti and Imereti), civil society organisations and local businesses.

Duties and Responsibilities

The intern will assist the GRF, PAR and DGG teams in continued implementation of ongoing initiatives and interventions.

Specifically, the intern will:

  • Provide background research on relevant issues falling under project(s) (GRF/PAR/DGG) thematic areas, on demand;
  • Provide technical support in organizing trainings, events, conferences and any other project related activities/initiatives;
  • Draft, edit, and format news, press release, blogs;
  • Support the team’s knowledge management efforts, including the external website and the intranet;
  • Provide support in monitoring and evaluation process and reporting;
  • Flag relevant new research and publications;
  • Provide oral and written translations from English into Georgian and vice versa;
  • Other tasks as required by the project team.

Required Skills and Experience

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher) - in a development-related field such as international relations, international law, sociology, public administration, public policy and public relations.
  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent); - in a development-related field such as international relations, international law, sociology, public administration, public policy and public relations.
  • Have graduated (A development-related field such as international relations, international law, sociology, public administration, public policy and public relations) with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation

Language Requirements:

  • A sound command of written and spoken proficiency in English and Georgian. Please note that knowledge of Georgian language is required for Georgian citizens only.

Conditions:

Interns are not financially remunerated by UNDP. Costs and arrangements for travel, visas, and accommodation and living expenses are the responsibility of:

  • The nominating institution, related institution or government, which may provide the required financial assistance to its students; or
  • The intern, who will have to obtain financing for subsistence through private sources.

Interns are responsible for securing adequate medical insurance for the duration of their internship with UNDP and must provide a medical certificate of good health prior to starting the internship. UNDP will not reimburse the medical insurance of the intern. Any costs arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern. 

Applicants for internships must show proof of valid medical insurance for the duty station in which they will intern. For applicants which are neither nationals nor residents of the duty station, the insurance must include adequate coverage in the event of an injury or illness during the internship duration which:

  • Requires transportation to the home country or country of residence for further treatment;
  • Results in death and requires preparation and return of the remains to the home country, or country of residence.

There is no expectation of employment with UNDP following an internship.
