Background

The United Nations Office on Drugs and Crime (UNODC), Regional Office for South Asia (ROSA) is working with the government and civil society in India to support efforts to prevent and counter trafficking in persons. In line with this work, UNODC in partnership with Ministry of Home Affairs (MHA), Government of India, is implementing a project on ‘Strengthening the implementation of a comprehensive response to trafficking in persons’. The overall objective of the project is to prevent and address trafficking in persons (TIP) by assisting the country (India) in developing and implementing a comprehensive response to trafficking in persons.

Project interventions aim at strengthening the implementation of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) through technical assistance for the development of a comprehensive response against TIP. The project also aims to strengthen existing partnerships and establish new ones in order to foster change in the country.

Purpose of the assignment:

The purpose of this assignment is to review existing TIP curriculum/training modules of three identified training institutions to identify the gaps and needs in line with national and international provisions and also support in developing/updating the curriculums/training modules.  These training institutions will be identified by UNODC to support in institutionalizing trafficking in persons component with the existing curriculum. This activity would provide the opportunity to scale up training programmes in a sustainable manner in key institutions by integrating TIP component in the curriculum.

Duties and Responsibilities

Under the supervision of Programme Coordinator and India Project Officer of the Project and overall guidance of the UNODC representative and Deputy Representative the consultant will undertake the following activities.

  • Review existing TIP curriculum/training modules of three identified training institutions to identify gaps and needs.
  • Develop/modify existing training modules to address the gaps and needs identified.
  • Conduct extensive literature review and study existing documents related to TIP training curriculum including relevant laws, legislations, conventions, protocols, policy, strategy documents etc to develop/modify the curriculum/training modules in line with national and international provisions.
  • Work closely with the focal person of the institutions and India project team.
  • Lead and guide the curriculum task panels at field level selected by UNODC and training institutions.
  • Provide formats and structure for the training module.
  • Lead curriculum debriefing after field work and validation workshop; and, incorporate all inputs and comments of the core team.
  • Impart training to the core team of the institutions on the new/updated training modules.
  • Specific tasks to be performed by the Consultant:

Required Skills and Experience

Qualifications and Experience:

  • At least 12 years of experience in the field of preventing and countering human trafficking, or on human rights, social/inclusive development, child rights.
  • Experience of having worked within the criminal justice department.
  • Knowledge of and practical experience in conducting assessments and gap analysis.
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power-point etc.)
  • Excellent writing, editing, and oral communication skills in English.
  • Practical professional experience in developing training module and / or delivering of training on anti-human trafficking.
  • Past experience of UNODC mandate and work with UNODC on related issues will be beneficial;
  • Oral and written fluency in English and Hindi is required.

Timeframe and deadlines:

The Contract will be for a period of five months from 26 October 2019 to 25 February 2020.

Payment Criteria:

Payment will be made on submission of the following deliverables to the satisfaction of project team and the institution.

Award of the contract:

The contract shall be awarded to the individual whose offer has been evaluated and determined as:

  • Responsive to the criterion outlined in the TOR.
  • Having received the highest score of a predetermined set of technical and financial criterion specific to the solicitation and based on cumulative criterion.

Technical Criteria weight - 70 marks

  • Educational Qualification - 10 points
  • Experience in the rule of law and criminal justice field - 10 points
  • Experience in research/assessments - 15 points
  • Experience of developing training modules/curriculum/resource materials and working with the government and development partners in the region (in particular within India) - 20 points.
  • Experience in organizing and imparting training to senior level government officials – 15 points

Financial Criteria weight - 30 marks

Technical and Financial Proposals to be submitted separately.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
