B. Background
The Sustainable Development Unit of Timor-Leste is currently implementing several projects on sustainable energy, climate change, biodiversity conservation and disaster response. There are also a number of projects and initiatives in pipeline and under implementation including the Timor-Leste-Jeju Friendship Forest initiative (3rd phase expected to start from beginning of August 2019), the first of its kind in Timor-Leste under the UNDP-GEF Sustainable Bio-energy Promotion for Timor-Leste (SBEPB) project. In addition, the Rio Conventions cross cutting capacity development project which is entirely based on capacity building issues of government and non-government stakeholders on environmental conventions has also recently started.
Duties and Responsibilities
Description of Responsibilities:
The principal responsibility of the international junior consultant is to help the PMU to implement the third phase of the Jeju-Timor-Leste Friendship forest initiative and supporting capacity building initiatives of the SBEPB project.
C.Scope of Work
In close consultation with GoTL counterparts, UNDP and other relevant stakeholders and with direction from the programme manager, the consultant will perform the following tasks:
- Oversee and coordinate the Jeju-Timor-Leste Friendship Forest initiative along with the SBEPB National Project Cooordinator and preapre the required final narrative report.
- Coordinate the exchnage visit between Jeju and Timor-Leste on sustinmable forest management and eco-tourism and prepare relevant presntation materials.
- Provide capacity building support to the local ICS producers.
- Work with the SBEPB PMU, to monitor SBEPB project progress and in particular the subsidy scheme through management of the ICS subsidy scheme database.
The responsibility of the international junior consultant is to work with the National Project Coordinator of the SBEPB project and the Head of Sustainable Development Unit for the assigned tasks.
D.Expected Deliverables:
The international junior consultant will be responsible for deliverables as directed by the CTA/PM, to include:
- Monthly progress report comprising the tasks mentioned above within 25 November and
- Monthly progress report including final report of the 3rd phase of the Jeju-TL Partnership Forest by 27 December 2019.
- Monthly progress report including final ICS subsidy database for the SBEPB project by 31 January 2020.

Competencies
D.Institutional Arrangements
The junior international consultant will be directly reporting to the National Project Coordinator of the SBEPB project. S/he will work in close contact with the national project coordinators, government counterparts and partner agencies.

H. Qualifications of the Successful Individual Contractor
Education
- Post graduate degree in the fields of Environmental Management, International Development, Sustainable Development, environmental communication or relevant related fields.
Experience
- at least 3 years of relevant professional experience in similar assignment at national or international level
- Experience of providing capacity building support to government and private sector counterparts;
- Previous experience in working with international organizations and ideally on the development project/programme
- excellent analytical skills; very good inter-personal skills and ability to work with a multitude of stakeholders environment;
- proficiency in computer packages; good working knowledge of word processing and spreadsheet programmes, particularly MS Word and MS Excel.
Languages
Excellent English writing and speaking skills are essential. Working knowledge of Tetun and Korean will be an asset.

I.Scope of Price Proposal and Schedule of Payments
Lump Sum Contract
The Financial Proposal must be expressed in the form of an all-inclusive[1] Lump Sum Amount, linked to the Expected Outputs and Deliverables, supported by a breakdown of costs as per the template provided by UNDP. Under the lump sum approach, the contract price is fixed, regardless of changes in the cost components or duration of the assignment.
Travel;
Envisaged international travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. For all local travels to municipalities, UNDP’s approved local travel procedures will be applied.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Schedule of payments
The junior international consultant shall receive payment in three installments from UNDP as follows:
- 30% Upon submission and review of monthly progress report1 by 27 November 2019;
- 35% Upon submission and review of second progress report by 27 December 2019; and
- 35% Upon submission and approval of the last monthly progress report by 31 January 2020.

Kindly note that any Incomplete proposal (missing CV/P11 and/or Financial Proposal) will not be considered for further evaluation.
J. Criteria for Selection of the Best Offer
