Background

The UN Country Team is led by the UN Resident Coordinator, who is appointed by the UN Secretary-General and is the highest-ranking representative of the UN development system in the country. The UN Resident Coordinator is supported by the Resident Coordinator’s Office, which includes national and international advisors on strategic planning, economic analysis, data and statistics, communications and advocacy,

The UN Office in Belarus was opened in 1992. The UN mandate in Belarus is determined by the Agreement between the Government of Belarus and UN of 24 September 1992, which requires the UN “to support and supplement the national efforts at solving the most important problems of its economic development and to promote social progress and better standards of life”.

The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 represents the most important instrument for planning and implementation of the UN development activities at country level in support of the SDGs. The Cooperation Framework is nationally owned and anchored in the national development priorities, the Agenda 2030 and the principles of the UN Charter.

Belarus is committed to the Agenda 2030 on the global, regional and country level. The national coordination structure for SDG implementation was established in 2016, the first Voluntary Report on SDGs was presented at the UN High-Level Political Forum in 2017. Minsk hosted the Regional SDG Forum for Europe and Central Asia in 2018, the National SDG Forum in 2019, taking forward a discussion on the National Sustainable Development Strategy 2035.

The top priority for the UN’s work in Belarus is to support the implementation of Sustainable Development Goals, advance the discussion about financing for SDGs and inspire partnerships needed for the effective realization of the Agenda 2030.

The National Sustainable Development Strategy 2035 confirms that it is necessary to pair the national goals with 17 SDGs whereas they shall be also adapted to the conditions of long-term development of Belarus. When setting the national goals, Belarus considered the sustainable development accelerators recommended by the UN Mainstreaming, Acceleration and Policy Support mission in the Roadmap for SDGs Implementation. The National Statistical Committee of Belarus (Belstat) coordinates monitoring and evaluation of SDGs. The UN has supported establishment of the National Platform for Reporting on Sustainable Development Goals of the Republic of Belarus, which is the main tool for assessing the progress and dissemination of data on SDG indicators (sdgplatform.belstat.gov.by).

Duties and Responsibilities

1. Research and analyses

  • Research of socio-economic context, implementation of SDGs globally and in Belarus, vulnerable groups at risk of being left behind;
  • Assistance in the process of UNSDCF elaboration: work with the documents, preparation of the meetings and minutes-taking;
  • Contribution to data collection, processing and interpretation;
  • Review of good practices and new developments in the area of empowerment of youth, digital transformation and social innovation, green economy, gender equality.

2.Other tasks including administrative work and logistics:

  • With supervision, provide assistance in planning, logistical support and advocacy in preparation of the UN Sustainable Development Cooperation Framework 2021-2025;
  • With supervision, liaise with other UN agencies, international and national partners to share experience and create networks;
  • Participate in meetings, workshops and other discussion fora to establish a dialogue on the importance of digital transformation and social innovation, green economy, gender equality;
  • Support other/ad hoc activities as seen relevant and needed.

Required Skills and Experience

Candidates must meet one of the following educational requirements:

  • currently in the final year of a Bachelor’s degree; or
  • currently enrolled in a Master’s degree; or
  • have graduated no longer than 1 year ago from a master’s degree or equivalent studies.

Field of study:

  • Law, Economics, International relations, Development studies or equivalent.

Skills:

  • Knowledge and a proficient user of Microsoft Office productivity tools;
  • Fluent English and Russian required;
