Background

In late August 2019, a tropical storm and low pressure over Lao PDR caused flooding in six provinces: Khammouan, Savannakhet, Champasak, Saravan, Sekong and Attapeu. As per available estimates from the National Disaster Management Organisation on 8 September 2019, almost 400,000 people are affected, 14 people lost their lives and there’s significant damage to agriculture, houses and infrastructure.  Estimated capital exposure is about US$ 753.4 million. According to preliminary assessment from UNITAR-UNOSAT, within 60,000 sq.km. of Southern Lao PDR, about 1,000 sq.km. appears to be flooded where over 1.6 million people live.

In 2018, floods affected all 18 provinces in Lao PDR resulting in loss and damage equivalent to 9.6 percent of the Government budget in that year. The Government led Post Disaster Needs Assessment provided the recommendations to develop a National Disaster Recovery Framework, incorporating measures to reduce risks and into the country’s 8th and 9th National Socio-economic Development Plans.

The United Nations Development Programme in Lao PDR is supporting the National Disaster Management Organisation and the Ministry of Labour and Social Welfare in the recovery efforts and long-term disaster risk reduction. The consultant is expected to support key actions agreed with NDMO/MLSW including emerging needs that may arise as a result of the recent floods.

Duties and Responsibilities

The consultant is expected to support the implementation of key tasks as agreed between UNDP and NDMO/MLSW with the aim of strengthening recovery efforts and risk reduction measures:

Coordinate UNDP’s support to the implementation of the recommendations from the 2018 Post Disaster Needs Assessment Report including support to the development of a National Disaster Recovery Framework and sector recovery plans or strategies;

Undertake stocktaking and mapping of multi-agency support to DRR in Lao PDR including supporting the integrated scoping mission in October 2019;

Following the scoping mission, support the expansion of UNDP’s Preparedness for Recovery project to new geographical locations and thematic areas by developing a work plan and strategy;

Coordinate with other agencies and support the NDMO in organising a local consultation on the national DRR/ Recovery strategy in line with priorities under the DM law;

Support UNDP’s response to the 2019 floods as required including drafting CERF proposal and reports and liaising with other UN agencies on coordinated support.

Expected Outputs and Deliverables

  1. Develop a work plan with timeline for tasks
  2. Draft a report on the integrated support on DRR for Lao PDR
  3. Organise a local level consultation in coordination with the NDMO on the national DRR/ Recovery strategy
  4. Attend meetings, draft proposals and flag key issues for UNDP’s support to the 2019 flood response
  5. Support any additional DRR related emerging priorities

Competencies

  • Proven ability to deliver quality output working under tight deadlines
  • Ability to communicate effectively and to facilitate discussions at the senior level with government officials
  • Excellent written and spoken English

Required Skills and Experience

Bachelor or post graduate degree in Disaster Risk Management, Political Science or any related Social Science

  • At least 5 years of work experience on disaster management programmes (20)
  • Experience of working with Government or international agency is desirable (20)
  • International experience is an asset (10)
