Organizational Context 

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. 

 

In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:  

 

1) Women lead, participate in, and benefit equally from governance systems.  

2) All women and girls live a life free from all forms of violence  

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.  

 

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. 

 

UN Women in Turkey is working with national governments, UN agencies, local authorities and non-governmental organizations to empower Syrian women and girls under temporary protection - as well as other refugee women; and to improve their access to opportunities, rights and services, as required by international treaties and national legislation. In 2018 UN Women concluded an assessment in six cities to determine the needs of refugee women and girls, their challenges in accessing services and the areas that need improvement. The assessment helped inform two major flagship projects under UN Women’s Refugee Response Programme (RRP): “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey” and “Social and Economic Stabilization of Syrian Women and Adolescent Girls in Turkey” UN Women’s Refugee Response Programme works through a multi-dimensional strategy that: i) enables women’s empowerment through addressing issues of economic vulnerability by increased access to recovery and livelihood opportunities, paired with comprehensive protection services, and ii) promotes a culture of peace and co-existence through supporting women to lead and engage in social cohesion and peaceful co-existence.

 

The main partners for programme implementation in Turkey are the Municipality of Gaziantep, South East Anatolia Poject Regional Development Administration, International Labour Organisation (ILO), Refugee Support Center (MUDEM) and Association for Solidarity with Asylum Seekers and Migrants (ASAM). The programme  offers a two-tier approach that combines livelihoods and referral support in Gaziantep, Sanliurfa and Izmir with interventions aiming at increasing women’s participation in decision-making mechanisms and creating social cohesion between women and girls from refugee and host communities.

 

Reporting to the Programme Management Specialist and under the overall guidance of the Head of Programmes and Migration and Humanitarian Specialist, the Gender Analyst contributes to UN Women’s RRP in Turkey by providing technical inputs for the gender- sensitive programme design, implementation, monitoring and evaluation throughout the whole programme cycle.  He/she also contributes to increasing the technical capacity of UN Women’s staff and partners, as well as the national and local public service providers to deliver gender-responsive services to the refugees. The Gender Analyst works in close collaboration with the programme team and other relevant UN Women staff, Government officials, multi and bi-lateral donors and civil society.      

Duties and Responsibilities

Functions 

 

Contribute technically and provide substantive support to UN Women’s gender-sensitive Refugee Response Programme

  • Provide substantive inputs to the annual workplan as required;
  • Provide substantive support for call/request for proposals, including by attending technical review committees, and capacity assessment of partners;
  • Prepare terms of reference, review and provide feedback on programme consultants’ work plans/reports etc.
  • Participate in donor meetings and public information events, as delegated;
  • Provide substantive inputs to the design and formulation of programme/project proposals and initiatives related to gender sensitive refugee response.

Provide technical assistance and capacity development support to project/programme partners in the field of gender-sensitive refugee response

  • Provide technical support to and technically oversee the implementation of programme activities with partners with a view to ensuring that implementation is gender-responsive;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed;
  • Establish and maintain relationships with the (potential) national and local partners to support the effective implementation and expansion of the RRP.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Support the monitoring and evaluation focal point to monitor and evaluate the progress on programme activity, results and indicators using a gender-sensitive results-based approach;
  • Provide substantive inputs to UN Women quarterly and annual reports, donor reports and other reports on outputs, outcomes and impact, as required.

Contribute to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies;
  • Provide substantive inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on the 3RP and UN Sustainable Development Cooperation Framework (UNSDCF) to achieve coherence and alignment of UN Women programmes with other partners and UN Agencies in Turkey

  • Provide substantive and technical support on inter-agency coordination mechanisms and relevant result groups by providing inputs to UNSDCF related documents, background reports and briefs and attending meetings, as delegated.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to UN Women’s RRP;
  • Support the Communication Analyst for the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide substantive inputs to the development of knowledge management products on UN Women’s RRP.

Required Skills and Experience

 Recruitment Qualifications

Education and certification:
  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage
Experience:
  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and/or capacity building;
  • At least 2 years of experience working in gender issues and/or intersectionality is a strong asset;
  • At least 1 year of experience in coordinating and liaising with government agencies and/or donors is an asset;
  • Work experience in field of women’s economic empowerment, refugee response and/or violence against women is an asset.
Language Requirements:
  • Fluency in English and Turkish is required;
  • Knowledge of the other UN official working language is an asset.
