Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' prior ities and efforts, building effective partnerships with civil society and other relevant actors.

Albanian has made important steps in the area of gender equality and end of violence against women. The country is party to key human rights treaties, including the Convention for the Elimination of all Forms of Discrimination against Women (CEDAW) and the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) and has adopted a national legal framework to address domestic and other forms of violence against women. At the policy level, a “National Strategy and Action Plan on Gender Equality 2016-2020” (NSGE 2016-2020) was adopted in 2016, which includes a specific objective related to reduction of gender-based and domestic violence.

In Albania, UN Women provides technical assistance to national partners (governmental and non-governmental institutions) on the implementation of existing international and national commitments to women's rights and gender equality. Currently, a UN Joint Programme “Ending Violence against Women” (UNJP on EVAW) funded by Government of Sweden is being implemented by UNDP, UN Women and UNFPA in partnership with Albanian Government. The Joint Programme is in line with Output 2.5 of the UN’s Programme of Cooperation for Sustainable Development (PoCSD) with the Government of Albania (GoA) and aims at: (i) strengthening the normative and accountability framework related to gender-based violence; (ii) improving institutional practices, services and coordination for survivors of violence; and (iii) challenging norms pertaining to violence against women at the state, community and individual levels.

These results aim at bringing institutional and behavioral change in preventing and responding to gender-based violence, thereby contributing to freeing women and girls from all forms of violence and from the threat of such violence. In this context, prevention measures are particularly strategic in a long-term vision of ending violence against women, as they aim to ensure far-reaching changes in attitudes and beliefs towards women, their role and status in society and their sexuality. Within prevention, advocacy and awareness raising activities to break taboos, address masculinity and male privilege in the private, economic, social, and political spheres are needed. Such awareness activities need to be sensitive to particular vulnerabilities and the needs of adolescents, women with disabilities, LGBTI and elderly women.

 UN Women and other agencies have been at the forefront in organizing prevention activities. Awareness campaigns have been held throughout the year in Albania, since 2015, and the 16 Days of Activism against GBV have been organized since 2008. This is an international campaign that takes place each year, starting from 25 November - the International Day for the Elimination of Violence against Women - to 10 December, Human Rights Day. It was originated by activists at the inaugural Women's Global Leadership Institute in 1991 and continues to be coordinated each year by the Center for Women's Global Leadership. It is used as an organizing strategy by individuals and organizations around the world to call for the prevention and elimination of violence against women and girls.

In support of this civil society initiative the 16 Days of Activism, under the leadership of the UN Secretary General, the United Nations Secretary-General’s UNiTE to End Violence against Women Campaign (UNiTE), calls for global action to increase awareness, galvanise advocacy efforts and share of knowledge and innovations. In recent years, the UNiTE campaign has utilized the colour orange to represent a brighter future, free from violence against women and girls, as a unifying theme running through all of its global activities.

These activities have and will continue to contribute towards changing attitudes, behaviors and beliefs that normalize and tolerate violence against women among the general public, targeting men and boys in particular; preventing men and women from becoming gended-based victims/survivors or perpetrators; and informing the wider public, and especially survivors, about the resources available to tackle the problem.

This year the global theme for 16 Days of Activism against Gender Based Violence, which runs from 25 November to 10 December, is: “Orange the World: Generation Equality Stands Against Rape!”

The Secretary-General has requested that for the next two years the UNiTE to End Violence against Women campaign will focus on rape as a specific form of violence against women and girls, in times of peace and war.

In line with the above-mentioned efforts, UN Women is planning to recruit a National Communications Consultant who will support the implementation and will coordinate the 16 Days of Activism campaign, in collaboration with government agencies and civil society organizations.

Duties and Responsibilities

Under the overall supervision of the UN Women Albania and in close collaboration with the Ministry of Health and Social Protection (MHSP) the consultant will be responsible for the following activities: 

  • Support in the organization of consultation meetings with key relevant stakeholders in the area of violence against women, including a workshop about the campaign with representatives of central and local government, civil society organizations, National Human Rights Institutions, international organizations and media;
  • Organize a meeting with UN Women partner organizations to inform about the theme of the campaign and agree on the activities to be organized. 
  • Develop a communication plan for the 16 Days of Activism including a joint calendar of activities by UN Women, MSHP, UN Agencies and other partners;
  • Engage in follow-up work to support UN Women and MHSP for the development of all campaign related materials and implementation of all specific activities funded under the UNJP on EVAW;
  • Provide advice and support to UN Women partners, including civil society organization on the implementation of their activities and make efforts to ensure coordination between different activities.
  • Take photos and quotes by participants during campaign activities and provide short summary.
  • Assist in the preparation/ adaption of content for social media throughout the 16 Days of Activism.  
  • Prepare a media review with all the articles and media reports covering the 16 days campaign.  

Accountability Deliverables:

  • Campaign concept note, based on the desk review;
  • Reports and other documents related to the organization of consultation process and workshop, including minutes of meetings, draft agenda, PPT presentation);
  • Plan for 16 Days of Activism activities capturing overarching, as well as agency-specific goals and objectives, strategic priorities, target groups, messaging etc, based on the results of the desk review and consultations.
  • Report of work conducted to support the implementation of the campaign. 

Duration of the Work

The consultant will be contracted for a maximum of 30 working days for a period of 3 months starting from the signature of the contract with the possibility of renewal.

  • Experience/familiarity with UN agencies and/or other similar international organizations would be desirable. 

Language requirement

  • Proficiency in written and spoken English and Albanian, including gender terminology; and excellent drafting and presentation skills.

Scope of Price Proposal and Schedule of Payments:

Financial proposal specifying the daily fee in Albanian Lek.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee and any other relevant expenses related to the performance of services). In case of travel in the country related to this assignment, the travel costs will be covered by UN Women Office separately.

Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iii) submission of and approval of final draft; and (iv) submission of the respective invoice.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and

Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following Technical Criteria:                      

  • Master's degree in communications, public relations and/or related field (10 points);
  • 7 years of progressively responsible experience in communication, public and media relations; (25 points);
  • Experience in implementing communications strategies (20 points);

  • Experience/familiarity with UN agencies and/or other similar international organizations would be desirable. (5 points)

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
