Background

UNDP Bangladesh’s Disaster Response & Recovery Facility (DRRF) promotes national ownership of the post disaster early recovery process through the fullest possible engagement of national and local authorities in the planning, execution and monitoring of recovery actions with UNDP assistance. It mobilizes resources to prepare, plan, and implement interventions to ensure that people affected by disasters recover and seek development gains.  DRRF supports national and local government in developing policies and plans for full recovery. Such support will is provided through systematic assessment of recovery needs, coordination amongst various agencies, preparation of an early recovery plan / framework, and human resource support wherever necessary. DRRF promotes equity, social inclusion, and transparency in promoting recovery policies and plans. It advocates people’s participation in recovery planning, and promote policies and programmes which do not discriminate on the basis of gender, ethnicity, religion, age, disability, etc. DRRF supports and strengthens the Early Recovery Network and Early Recovery Cluster in Bangladesh, an overall recovery preparedness planning, and advocates for the allocation of resources in support of early recovery activities.

UNDP recognizes that there are several agencies, from both the UN system and NGO sector, which have extensive experience and operational capacity in the area of recovery. DRRF does not seek to replace the existing capacity with its own. DRRF builds on the national and local capacity for recovery, and highlights the need for recovery programmes through its advocacy and knowledge management. DRRF strives to ensure that recovery assistance is available to those who need it most, that there are no significant gaps in the overall recovery programme, and various sectors are adequately represented and harmonized.

Duties and Responsibilities

SCOPE OF WORK

  • Establish monitoring baseline for disaster emergency response and early recovery activities and Develop appropriate project monitoring indicators for the activities

  1. Develop template for high quality monitoring and quarterly and annual report of UNDP’s early recovery and emergency programme

    Establish/manage a results based monitoring mechanism for the project

  2. Establish routine project monitoring procedures and systems to enable all activities to be regularly and effectively monitored

  3. Develop guidelines on the use of monitoring systems for disaster and early recovery emergency response activities as required

  4. Coordinate the tasks and achievements of the UNDP monitoring teams deployed in districts

  5. Other duties as required by the DRRF Management or in the changing circumstances

The specific deliverables of this consultancy will include:

  2. Prepare monitoring baseline for disaster emergency response and early recovery activities and Develop appropriate project monitoring indicators for the activities

  3. Produce template for high quality monitoring and quarterly and annual report of UNDP’s early recovery and emergency programme

SUPERVISION AND PERFORMANC EVALUATION

The Consultant will work under direct supervision of the UNDP Bangladesh- Disaster Response & Recovery Facility in close coordination with the Programme Analyst- Disaster Resilience and with Monitoring Focal of DRRF Project. Satisfactory completion of the deliverables and final reporting will be subject to approval of senior management- UNDP. Coordination with UNDP will be conducted through regular weekly updates on work progress (either through email or actual meetings), or as needed, submitted to the UNDP-DRRF

Duty Station: Dhaka, Bangladesh and Homebased (with field mission outside Dhaka)

DOCUMENTS

The Consultant will prepare and submit the above-mentioned documents during the assignment period. The format should be agreed on at the beginning of the assignment and cleared by the management. Further work or revision of the documents may be required if it is considered that the documents do not meet the ToR, errors of fact or the documents are incomplete or not of an acceptable standard.

INPUTS

UNDP will not provide office space for the consultant; but the UN ID card and UNDP email ID (Office 365) can be provided for official communication. The Consultant will arrange meetings, consultations and interviews, field missions necessary for the assignment with support/advise from UNDP.   

COMMUNICATION AND IT EQUIPMENT:

The Consultant is expected to have own laptop and mobile phone. Cost of communication should be included in the financial proposal.

TRAVEL AND DSA

All envisaged travel costs must be included in the financial proposal. No DSA will be paid at the duty station and filed mission occurs outside Dhaka during the assignment. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Competencies

  • Proficiency in the use of office IT applications and internet in conducting research;

  • Good understanding of Government’s policy and procedures—particularly on Migration issues

  • Demonstrates integrity and ethical standards;

  • Knowledge of UNDP supported project formulation and partnership development with development agencies would be desirable;

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

ACADEMIC QUALIFICATIONS:

Master of Social Science on relevant subjects including English, Geography, Development Studies, Environmental Management, Statistics, International Development etc.

Experince:

  • At least of eight (8) years of progressively responsible professional work experiences in program monitoring and evaluation.

Additional Capacity:

  • Familiarity with and a supportive attitude towards processes of strengthening organizational M&E and reporting capacity.

  • Solid experience in monitoring and evaluation methodologies including quantitative and qualitative approaches.

Language requirements

  • Fluency of English language is required;

  • Excellent time management skills and ability to produce quality outputs as per agreed deadlines.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel and DSA:

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Educational Qualification and academic range - Max Point 15
  • Criteria-02; Years of Experience in Monitoring & Evaluation with CSO/ NGOs/ UN Agencies -Max Point 40
  • Criteria-03; Familiarity towards processes of strengthening organizational M&E and reporting capacity. Max Point 15

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
