Background

Development and restructuring of infrastructure have been a major component of UNDP and EU partnership in Cyprus since 2001. Investments in local infrastructure in the northern part of Cyprus have been financed in the sectors of environment, water and wastewater, architectural restorations, recreational areas, and other social infrastructure, such as local community facilities.

The EU in cooperation with UNDP established a new mechanism, namely the “Local Infrastructure Facility” (LIF), to coordinate and support the implementation of EU funded infrastructure projects in the northern part of Cyprus.

Initially the wastewater treatment plant of Morphou/Guzelyurt was planned in two stages;

  • Stage 1 (this project): the activated sludge treatment’s design capacity, including possible membrane separation and all associated pumps, is equal to 1,347 m³/day or 10,750 P.E.
  • Stage 2 (final design capacity): the capacity of the biological treatment shall be upgraded to 2,694 m³/day or 21,500 P.E.

EU implemented the construction of the Stage 1 of the wastewater treatment plant in under a design & build modality in 2013.  Since then the plant is being operated by a private company under contract with the local community.  The current operation contract will end in 2023.

The daily maximum capacity of the existing plant is constructed as 1,347 m3/day. In preparation for Stage 2, capacity increase was projected and in line with this necessary land was reserved and concept projects were also prepared.

The daily average inflow of the plant has reached approx. 950 m3/day (2019).  Given the increased students population in the area and subsequent increased need for accommodations, the local community predicts that the WWTP will exceed its capacity in the near future. Therefore, there is a need to construct the second phase of the WWTP which will allow more wastewater to be treated.

Extension of the wastewater treatment plant – Stage 2 final design capacity of the biological treatment shall be upgraded to 2,694 m³/day or 21,500 P.E.

UNDP will implement the extension of the WWTP as ‘design & build FIDIC yellow book’ modality.

The Employer’s Requirements shall be prepared for the extension of the existing wastewater treatment plant.

The Engineering Specialist shall use the Stage 1 employer’s requirements as basis to develop/update to meet the Stage 2 objectives. The same activated sludge technology of Stage 1 shall be used for the Stage 2 treatment processes.

The Specialist will be given set of documents that are listed under Section these documents and as built drawings once the contract is signed.

Duties and Responsibilities

Under the overall supervision of the UNDP Senior Programme Manager and the direct supervision of the LIF Project Manager, the Consultant shall carry out the elaboration of the Employer’s Requirements (ER) for the Stage 2 of the wastewater treatment plant’ to enable the UNDP tendering of a design & build (FIDIC yellow book) works contract.

Existing documentation on the current WWTP will be provided to the consultant for use in compilation of the ER after contract signature.

Any other necessary supplementary data for the elaboration of the ER is to be acquired from relative stakeholders and beneficiaries.

The Consultants activities are expected to indicatively involve;

  • Meetings with stakeholders, beneficiary local community and the WWTP operator
  • Review of existing documents, data and acquisition of any necessary additional data
  • Compilation of the 1st draft ER and submission to UNDP
  • Debriefing presentation on the 1st draft ER to stakeholders
  • Review of the 1st draft ER and feedback by the stakeholders through UNDP
  • Developing the ER with the feedbacks given by UNDP and submission 2nd draft to UNDP
  • Review of 2nd draft ER and feedbacks by the stakeholders
  • Finalisation of the Employer’s Requirements. 

 

The Consultant shall submit deliverables in three stages:

It is estimated that the duration to deliver the output will be up to 25 working days.

  • 1st draft ER (estimated time of input up to 15 working days including reviewing of the initial ER and existing documentation and meetings with stakeholders).
  • 2nd draft ER within 10 working days of receiving feedbacks from UNDP (estimated input up to 7 working days).
  • Final ER within 10 working days of receiving feedbacks from UNDP (estimated input up to 3 working days).

Maximum duration of the activities will be 60 calendar days from the date of contract signature.

 

The Specialist working time is based in the UNDP office in Nicosia and shall visit the offices of the stakeholders in Nicosia and in the project location.

Adequate working space will be provided within the UNDP premises if the Specialist wishes.

Transport to and from the meetings with stakeholders in Nicosia and in the project location shall be arranged by the Specialist at its cost.

Deliverables shall be submitted in printed (x 2 copies in reverse prints) and in editable electronic format (MS word, excel, etc.) on 'flash disk'.

CONTENTS OF THE EMPLOYERS REQUIREMENTS

The Employer’s Requirements (ER) that will be used as part of the solicitation process based on FIDIC Yellow Book ‘design & build’ modality and must include, inter alia, the following aspects/topics:

GENERAL DATA

Objectives of the contract, project area, climate, geomorphology, population, etc.

BACKGROUND DATA

The WWTP and sewerage system information if the town, as well as the technical details of the sewerage system and the WWTP. 

OPERATIONAL DATA

Information and data on the current arrangements of the operations of the WWTP and its relationship with the extension of the WWTP and the integration of the extension to the existing WWTP.

DESIGN INPUT DATA

Pertinent data obtained from the current documentation and from beneficiaries, such as the topographical surveys, ecological data, metrological data, etc.  The ER should state that these data are for references only and must be validated by the contractor during the design & build stage.

CONSTRUCTION AND DESIGN REQUIREMENTS

Design conditions, general and particular design requirements.

DESCRIPTION OF SCOPE OF WORKS

Detailed description of the works, architectural, civil, electrical, electro-mechanical, processes and related works items such as earth movement, piping works, concrete and steel works, mechanical works, electrical works, building works, roads & landscape works. The scope of the works will include inspection and testing prior to taking over and training.

PROJECT IMPLEMENTATION

Implementation time schedule with designs and works timelines outlined and described.

TECHNICAL COMPONENTS

Technical components that will be required at bid submission shall be elaborated upon and compiled. Part of the technical components will be the guaranteed parameters of the effluent qualities and other guaranteed parameters.

PRICE SCHEDULES

Price schedule of main items of designs & works that the bidders will be using to price at bid submission.

ASSUMPTIONS and RISKS

The ER shall give an outline of ‘assumptions & risks’ for the D&B contractor to develop its mitigation & monitoring measures during the D&B contract.

Required Skills and Experience

Education:  

  • Master’s degree in engineering or related disciplines.

Experience:

  • At least 1 FIDIC Yellow contract implementation as the Employer’s, Engineers or Contractors project manager.
  • Experience in preparing at least 3 Employer’s Requirements for FIDIC Yellow Design & Build modality for infrastructure projects (EU or UNDP) such as water, wastewater, drainage, flood protection, etc.
  • Competency in computer use.

Language:

  • Written and spoken fluency in English.
  • Experience working in Cyprus or in a member state of the EU is an asset.

The financial proposal shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation – max. 70 points

CV review: 30 points:

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (20 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview/desk review.

Desk review/ Interview: 40 points

  • Relevant work experience in civil works contracts (10 Points)
  • Experience in preparation of ‘employer’s requirements’ for FIDIC Yellow Book contract modality (15 Points)
  • Experience in WWTP construction supervisions (15 Points)

Only those individual consultants who obtained at least 70% of points from the desk review/interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Terms:

Payments will be made against the delivered final outputs upon the certification and approval of UNDP.
