Background

The Livelihoods Improvement of Urban Poor Communities (LIUPC) Project (also known as National Urban Poverty Reduction Programme-NUPRP) builds on the experiences of the DFID, UNDP and GoB funded Urban Poverty Reduction Project-UPPR (2007-2015), one of the largest urban poverty reduction intervention in the world which established a community based approach to reduce urban poverty working with more than 2,500 Community Organizations in 23 Pourashavas (Municipalities) and City Corporations. LIUPC will be implemented over a period of five years (2018-2023) to provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. LIUPC will work nationwide and cover poor people living in slums and informal settlements in selected Pourashavas and all City Corporations in Bangladesh.

The Local Government Division (LGD) of the Local Government Division, Ministry of Local Government, Rural Development and Cooperatives and UNDP will be the Implementing Partners. In each town/city the Town Manager will lead the Programme Team comprising of programme staff and staff from the local government institutions. The programme will be managed by a Dhaka based Programme Board with the National Programme Director, Project Manager and UNDP representatives. The programme has five Outputs: -

  • Output 1: Improve climate resilient housing and basic services for the low-income households
  • Output 2: Build community organizations
  • Output 3: Skills and enterprise development for women and girls
  • Output 4: Enhancing climate adaptive capacity of the low-income community through resilient infrastructure
  • Output 5: Strengthening municipal capacity to deliver pro-poor, climate sensitive urban development.

The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the LIUPC reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever-expanding size of the urban centers and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.

The urban poor face constraints in terms of livelihoods, access to finance, education, and specifically women and girls due to violence and early marriage. They may only able to access informal employment opportunities, which are insecure, so to improve their employment chances LIUPCP develops skills and offer small grants to start their own businesses. They may also lack access to formal financial services leading to their exclusion from loans and services.

LIUPCP has been adopted typical business model for livelihoods improvement that needs further capacity building support. In this context, LIUPCP is seeking the services of a qualified consultant to conduct training  on enterprise development for staff. LIUPCP town office will organize the training and the consultant will conduct a tailor-made training for LIUPCP field level staff on entrepreneurship development. It is expected that at the end of the course the staff will be able to provide mentorship support to the business grantees.

Duties and Responsibilities

Scope of Work

Under the guidance of the National Project Manager and with the day to day support from the Coordinator-Local Economy, Livelihoods and Financial Inclusion, the consultant will be responsible to carry out the following, but not limited to these duties:

  1. Support to finalize local market assessment report: The town team will develop 1st draft report. The consultant will review the draft of local market assessment report from 10 towns and do necessary adjustment to finalize it from phase 3 towns. The consultant will also help to finalize the 10 report from phase 1 & 2 city.
  2. Support to draft pro-poor economic development strategy: The consultant will support to Output 3 coordinator to conduct workshop on pro-poor economic development strategy at town level for 15 town for phase 2 and 3 cities. The consultant will help to draft workshop report and develop pro-poor economic development strategy.
  3. Support to carry out institutional mapping for skills and enterprise development: The consultant will do an institutional mapping for skills and enterprise development and produce a brief report. In this regards, s/he has to support to develop tools and methodologies.
  4. Support to identify relevant partners and establish partnership: The consultant will help to identify suitable partners for skills and enterprise development and support to establish partnership with them. S/he will also help to set meeting, draft meeting note, and prepare possible area of collaboration.

Expected Results and Deliverables

The main expected results and deliverables of this consultancy are:

  1. An Inception Report (final) outlines understanding the assignment, approach, methodology and tools, and timeline (in English, not more than 5 pages).
  2. An assessment report on institutional mapping for skills and enterprise development Stander report format has to be agreed upon by the Supervisor. (In English)
  3. Final local market assessment report for 10 towns. Stander report format has  to be agreed upon by the Supervisor. (In English)
  4. Pro-poor economic development strategy for 15 town. Stander report format has  to be agreed upon by the Supervisor. (In English)

Methodology

The Consultancy will undertake the following tasks to achieve the objective of this assignment:

  • Step 1: Prepare Plan: The consultant will make all necessary preparations to carry out the assignment e.g. Tools, Specific monthly plan, logistics, assessment methodology, and other necessary materials.
  • Step 2: Execute/Implement the Plan: The consultant will execute the specific monthly plan and produce deliverables. S/he will ensure the quality of services and maintain necessary communication with the relevant persons. 
  • Stage 3: Complete and Evaluate: The consultant will prepare completion report at the end of each deliverable. At the end of the assignment, the consultant will prepare assignment completion report

Final Products

The report should be formatted to A4 size paper and be in a condition that can be published without any need for further work. LIUPCP will be the owner of all the products by the consultant

Institutional Arrangement

The Contract Administrator will be the National Project Manager and with the regular support from the Coordinator- Local Economy, Livelihoods and Financial Inclusion of LIUPCP,

Duration of the Work

This assignment will take place over seven months and will require 135 working days. The expected start date is October 2019.

Duty Station

The consultancy will be Dhaka based, but it requires 05 travel at different towns based on needs. Meetings between LIUPCP and the consultant will take place at the LIUPCP office in Dhaka.

Tentative payment schedule:

  • 1st payment-10% of the total contract amount will be paid after submission of the Inception Report (final) outlines understanding the assignment, approach, methodology and tools, and timeline (in English) and an assessment report on institutional mapping for skills and enterprise development.
  • 2nd payment-15% of the total contract amount will be paid after submission of the 05 final local market assessment report.
  • 3rd payment-15% of the total contract amount will be paid after submission of the 05 final local market assessment report.
  • 4th payment-15% of the total contract amount will be paid after submission of the 05 pro-poor economic development strategy
  • 5th payment-15% of the total contract amount will be paid after submission of the 05 pro-poor economic development strategy
  • 6th payment-15% of the total contract amount will be paid after submission of the 02 MOU for establishing partnership
  • 7th payment-15% of the total contract amount will be paid after submission of the assignment completion report (In English)

Required Skills and Experience

Academic qualifications:

Master’s degree in English, development studies, mass communication, economics or related fields.

Experience:

  • Strong report writing in English. Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, e-mail applications etc. Knowledge of other applications such as adobe illustrator, infographic would be an asset. 
  • Have experience to interact and network with key departments, agencies, private sectors and other stakeholders related to skill and business development in urban settings.
  • Broad understanding of the urban poverty context and environment and recent development issues;
  • Background in partnership building and/or experience in working with private sectors, or the UN previously is an asset.

Language:

Excellent English and Bangla communication.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  1. Demonstrate strong report writing skills in English. Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, e-mail applications, illustrator, infographic (please submit minimum 02 reports/share the link of the report) -30 marks
  2. Demonstrate broad understanding of the urban poverty context and environment and recent development issues - 15 marks
  3. Strong background in partnership building and/or experience in working with private sectors, or the UN previously- 25 marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Proposers who shall not submit below mentioned documents will not be considered for further evaluation.

  • Personal CV indicating all past experience from similar projects, as well as the contact details (date of birth, gender, email and telephone number) of the Candidate and at least three (3) professional references;
  • Technical Proposal - a brief description of the assignment, detail break-down of the Work Plan and Methodology to carry out and complete the assignment.
