Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary - General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

The Spotlight Initiative in Papua New Guinea will be implemented through four UN agencies (UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The Resident Coordinator has overall management of the Initiative with UN Women providing the technical coherence of the Initiative. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

Reporting to the Programme Officer, the Project Assistant works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations that have a specific focus on behavior change to reduce domestic and intimate partner violence.  S/he provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.

The Project Assistant works in collaboration with the operations, programme and project staff in UNW Papua New Guinea CO to exchange information and ensure consistent service delivery under the Spotlight Initiative.

Duties and Responsibilities

Provide support to the management of behavior change communication activities under the Sanap Wantaim  Behaviour Change campaign for the Spotlight Initiative

  • Support the expansion of Sanap Wantaim into the Spotlight Provinces
  • Coordinate weekly activities with Sanap Wantaim youth advocates in identified communities and schools in the Spotlight provinces
  • Coordinate weekly activities with Sanap Wantaim youths in partnership with various CSO’s, FBOs and women’s groups
  • Coordinate events to be conducted in collaboration with the Sanap Wantaim youth advocates, local government, CSO’s, FBOs and women’s groups
  • Coordinate weekly meetings, including note taking, arrangement of meetings and agenda
  • Participate at the Sanap Wantaim related meetings as needed with civil society organizations, local authorities, FBOs, women’s groups, UN agencies and other partners. 

Provide administrative support to the financial management of the behavior change components of the Spotlight team in UN Women

  • Provide administrative support in monitoring and preparation of budget and the finances of the behavior change activities
  • Prepare non-PO vouchers for program related activities
  • Process payment for consultants, as delegated;
  • Create requisitions in Atlas for program activities; register good receipts in Atlas. 

Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions relating to the bahaviour change components of Spotlight;
  • Make travel arrangements for the Sanap Wantaim team, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists.

Provide administrative support to resource mobilization

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

Facilitation of knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education: 

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

Experience:

  • 3 years of relevant administrative or programme/project experience performing the above-mentioned tasks, is required.
  • Experience in the UN system will be considered and asset;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience of working on behaviour change campaigns
  • Experience working with young people
  • Experience in supporting a team is an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems.
  • Knowledge of Atlas or other ERP system would be a distinct advantage.

Language Requirements:

  • Fluency in written and spoken English as well as in local language (Tok-Pisin) is required
  • Knowledge of the other UN official working language is an asset.
