Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

In Morocco, the UN Women Country Programme contributes to the development objectives of the country’s public policies on gender equality and women’s empowerment, the 2030 Agenda on Sustainable Development and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2017-2021 as well as UN Women’s Global Strategic Plan. The Morocco Country Programme - aims to achieve the following results: (i) women’s leadership and representation in decision making, devolved governance and gender and statistics; (ii) women’s economic empowerment; (iii) ending violence against women; (iv) increased leadership and participation of women in the peace, security and humanitarian sector. 

 

The main objectives of UN Women’s support to the Government of Morocco under Women, Peace and Security is to support the implementation of UNSCR 1325 and subsequent resolutions on Women, Peace and Security and to support women and girls in target counties to be better influenced and served by resilience and disaster risk management.

 

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. In this context, and in accordance with its international commitments, The Kingdom of Morocco, via the Ministry of Foreign Affairs, launched since June 2019 a process of developing its first National Action Plan on “Women, Peace and Security” for the term 2020-2022. The National Consultant will be working to support the development of a draft NAP, in close consultation with the National Steering Committee to develop Morocco’s National Action Plan “Women, Peace, and Security” 2020-2022. UN Women will be directly supervising the national consultant under the overall supervision of the UN Women Country Representative and the President of the Steering Committee within the Ministry of Foreign Affairs, the African Cooperation and the Moroccans Living Abroad.

Duties and Responsibilities

Objectif global

The main objective of the consultancy is to support the Government of Morocco to develop a focused, inclusive and impactful NAP.

  • A detailed Inception Report with work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level are available
  • Establish a NAP Development Roadmap
  • Draft the NAP, including narrative section and logical framework
  • Conduct the validation workshop report
  • Final draft of Morocco’s NAP on “Women, Peace and Security” for the term 2020-2022 and subsequent resolutions is available

Résultats attendus

Under the overall guidance and management of the UN Women Representative and the President of the National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022 within the Ministry of Foreign Affairs, the consultant will perform the following tasks:

 

Task 1: Desk Review and Development of Inception Report

  • Conduct a desk review of existing relevant documents
  • Develop a detailed inception report explaining the approaches, schedules of the detailed activities/work-plan and expected time of delivery of the assignment

 

Task 2: NAP Development Work-Plan

  • Together with UN Women, the MoFA, and in coordination/collaboration with the National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022, the consultant is to develop a detailed work plan towards the successful design and development of Morocco NAP on “Women, Peace and Security” for the term 2020-2022.

 

Task 3:  Participate in National and County Consultations on Content for NAP

  • Support the development of a consultation plan and schedule together with National Steering Committee.
  • Collaboratively develop (resulting in a detailed agenda) and assume the lead in organizing / implementing a 1-day priority setting consultation workshop in Rabat with members of the National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022 and key stakeholders working on women, peace, and security.
  • Participate in the consultations.
  • Develop comprehensive consultation report that details key priority issues coming out the consultations.
  • Support in presenting the consultation report to National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022 with specific guidance on how findings will feed into NAP.

 

Task 4: Development of Morocco’s National Action Plan on Women, Peace and Security

  • Draft a logical framework with clear interventions, SMART indicators, targets, baseline, responsible institutions and costing of NAP including a budget.
  • Develop terms of reference for the proposed coordination and implementation structure.
  • Submit the draft NAP to the National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022 and UN Women for review and inputs.
  • Support in presenting the NAP to National Steering Committee to develop Morocco’s National Action Plan “Women, Peace and Security” 2020-2022 for validation before presenting at the final validation workshop.

 

Task 5: Conduct Final Validation Workshop

  • Develop concept notes and agenda for the final NAP validation workshops in Rabat.
  • Facilitate validation workshops and input feedback into draft NAP.

 

Task 6: Finalize and Submit the Second Phase of the National Action Plan on Women, Peace and Security

 

Deliverables:

  • A detailed Inception Report with work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level
  • NAP Development Road-map
  • Consultation Materials (concept note, agenda, presentations and final reports with key priorities and recommendations)
  • Draft NAP, including narrative section and logical framework
  • Validation workshop report
  • Final draft of Morocco NAP on “Women, Peace and Security” for the term 2020-2022 and subsequent resolutions

 

Inputs:

  • UN Women will provide the Consultant with background materials relevant to the assignment
  • The Consultant is expected to work using his/ her own computer.
  • UN Women will cover travel expenses.

Duration of the Assignment:

The total duration of the assignment will be from November 18th, 2019 to March 20th , 2020.

Working Language

The consultant must be fluent in Arabic and French.

The inception report and road-map will be produced in French.

Paiement

Payment will be made on the basis of deliverables and certification of satisfactory performance by the programme manager, after validation of deliverables by UN Women and the Ministry of Foreign Affairs and International Cooperation.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Weight Technical : 70% (70 points) :

  • Criteria 1 : Educational Requirements (20 points) ;
  • Criteria 2: At least 4 years of progressively responsible experience at the national or international level working with national institutions Human Rights including Gender, including policy advice and technical assistance (20 points)
  • Criteria 3:Experience in facilitating high level consultative workshops with Government officials, Development partners and none-state actors. (30 points).

Financial: Lowest Financial Proposal: 30% (30 points):

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Required Skills and Experience

Education:

Master’s degree or equivalent in development studies, gender, conflict prevention, peace building, law, human rights or any other related area is required
