Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Nepal, UN Women's programme focuses on women's leadership in peace, security and humanitarian action, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women.

Under the overall guidance of the Country Representative and direct supervision of the Deputy Country Representative and in close consultation with Unit Managers; the consultant is responsible for helping to translate UN Women Nepal Country Office (NCO) strategic plans into effective programmes and results by supporting the formulation of strong programme documents and reports. The scope of work requires substantive experience and in-depth understanding of results-based management (RBM) for efficiency and effectiveness.

Duties and Responsibilities

Key Activities

  • Lead capacity strengthening sessions for NCO staff on project planning, implementation and results reporting using the Human Rights-Based (HRBA) and Results Based Management (RBM) approaches to programming
  • Provide support to NCO to take forward the RBM Learning Circle initiative in collaboration with Country Offices of Cambodia, Timor Leste and any new country office which may be interested to join the initiative to foster excellence in RBM reporting, particularly among those who are considered ‘beginners’ in this field.
  • Conduct annual NCO’s staff survey and support to NCO’s LNOB and diversity efforts.
  • Provide mentoring support to Junior National Consultants of RBM Roster.
  • Draft concept notes and proposals for resource mobilization in close collaboration with the thematic units in close consultation with Unit Managers, support the preparation and editing of NCO quarterly, annual and donor reports and ensure:
  • Results based reporting - Reporting must include progress on outcomes, outputs and indicators; where activities are reported, they are accompanied by strong result statements
  • Deepen analysis where needed in consultation with NCO colleagues
  • Appropriate use of language
  • Completeness of documents and annexes
  • Consistency with previous reports submitted
  • Regional Office/headquarter, partner feedback is addressed

Deliverables

  • Inputs to /Comprehensive concept notes and project documents
  • Final report of RBM Learning Circle Initiative
  • Final RBM Reporting Tool for Beginner
  • NCO annual Staff Survey Report
  • A final report on NCO’s diversity and LNOB efforts among NCO staff member; planners and implementers; and selected partners
  • Evidence of support provided to Junior National RBM Consultants
  • Edited quarterly, annual and donor reports including a note summarizing the changes
  • HRBA and RBM training package (presentations and relevant resource material)
  • Pre and post capacity assessment reports of learning sessions for NCO personnel

Time Frame

This is a home-based assignment for one year (15 January 2020 – 14 January 2021) on retainer basis (as and when required).  

Payment Schedule

Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Travel and Accommodation expenses

UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women standard guidelines.

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum 7 years of relevant work experience on issues related to project design, monitoring and reporting.
  • Proven expertise in the area of gender equality and the empowerment of women.
  • Experience in working with government, donors or the UN previously is an asset.
  • Proven track record in policy analysis, development work in the area of gender equality and women’s empowerment.

Language skills

  • Excellent command of written and oral English.

Evaluation and Selection Criteria

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Required degree and qualification (10 points);
  • Experience relevant to the assignment (60 points);
    • Relevant years of experience on issues related to project design, monitoring and reporting(20 points)
    • Working knowledge and experience in the area of gender equality and the empowerment of women applying RBM approach (20 points);
    • Work experience in policy analysis, development work in the area of gender equality and women’s empowerment (20 points).
  • Written sample (30 points).

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

2)    Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points.  In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
