Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global, multi-year partnership between the United Nations (UN) and the European Union (EU), focusing on eliminating all forms of violence against women and girls (VAWG). The initiative places SDG 5 at the center of efforts (as well as SDG 16) with the aim to provide an enabling environment for the implementation of all goals. Spotlight provides a model for partnership with donors, civil society, and all UN partners, to deliver on the Sustainable Development Goals (SDGs) in a comprehensive manner leveraging comparative expertise.                                                                                                                                                     

The Spotlight initiative in the Pacific focuses on Intimate partner (physical, sexual and emotional) violence (IPV) to address the continuum of gender-based violence in the Pacific region. The Initiative aims at improving access to services, particularly for those most left behind and will build upon existing programmes, both at the country and regional level.

The Spotlight Initiative in Samoa builds on existing Government commitments to ending domestic and intimate partner violence and cultural institutions in Samoa that support ending violence against women and girls. The programme will contextualize international best practice in preventing and responding to violence and learn from emerging practice on what works in Samoa.  The recipient UN organizations in Samoa are: UNDP, UNESCO, UNFPA, UN Women and UNICEF.

Reporting to the UN Women Regional Spotlight Technical Specialist and day to day supervision of the UN Women Samoa Country Programme Coordinator and under the guidance of the Resident Coordinator and the Country Programme Steering Committee, the Samoa National Programme Officer is responsible for implementing the UN Women Samoa Spotlight component which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio. The Programme Officer works in close collaboration with the operations, programme and projects’ staff in the Spotlight Initiative and UN Women Fiji Multi-Country Office as required. 

Duties and Responsibilities

Lead the implementation and management of the UN Women Samoa Spotlight Programme

  • Responsible for the national implementation of the UN Women component of the Samoa Spotlight program, work plan development and implementation in accordance to the programme document, governance as coordinated through the UN Resident Coordinators office and under the technical and strategic guidance from the Regional Technical Spotlight Coordinator for UN Women based in the Fiji Multi-Country Office (MCO);
  • Reports and provides inputs to the Country Program Steering Committee which is chaired by the UN Resident Coordinator, contributes to and participates with the Technical Coordination Unit for Spotlight in Samoa which is headed by UN Women’s Regional Spotlight Coordinator, and supports and reports to the Civil Society Reference Group as needed and liaise with the Country Program Steering Committee, Spotlight Management, national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Develop annual workplan and budget in discussion with UN Women Regional Technical Coordinator for Spotlight Initiative and manage the implementation; 
  • Manage the technical implementation of the UN women Spotlight initiative activities; ensure synergies with other teams; 
  • Ensure the implementation of the programme is in line with results-based management standards; 
  • Prepare periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Establish and implement systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

Lead technical assistance and capacity development to programme stakeholders on prevention activities

  • Manage the implementation of technical advice and guidance in the area of prevention
  • Provide technical assistance to local partners supporting programme implementation 
  • Develop and implement technical tools, and initiatives? 
  • Provide a forum for exchanging experiences; consolidate lessons learned and key outcomes of workshops, webinars and other meetings/events 
  • Build and manage relationships with national partners to support implementation and expansion of?the?prevention programme; 
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

Undertake all monitoring and reporting on the UN Women Samoa Spotlight Programme

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from EVAWG programme activities and results to Spotlight and Fiji Multi Country Office reporting and donors updates.

Manage financial resources and supervise staff

  • Supervise the Samoa Spotlight programme associate hired by UN Women and other staff and consultants as maybe be hired, review performance and mentor/ coach staff;
  • Develop and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies under EVAWG areas for UN Women;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Advocate and facilitate knowledge building and management and communications

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women and Spotlight guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.
  • Ensure all communications are in compliance with Spotlight and UN Women communications guidelines

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with seven years of qualifying experience may be accepted in lieu of the advanced university degree.
  •  A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing programme interventions with national partners in the area of Gender Equality, preferably related to EVAWG area;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English and Samoan is required;
  • Knowledge of the other UN official working language is an asset;
