Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Project Background:

UN Women Timor-Leste’s programming aims to empower women to have income security, decent work and autonomy, and to build sustainable peace and resilience through women’s leadership and decision making across sectors, including in the prevention of natural disasters and conflicts. These efforts support government plans and budgets that are gender responsive and create the conditions for women and girls to enjoy their right to live free of violence.

Women’s Economic Empowerment

UN Women supports initiatives to enhance economic opportunities for women, especially the poorest and most excluded, to benefit from development. Working toward translating the many gender policies and plans that exist into improvements in the lives of women and girls, UN Women works with the Government, as well as stakeholders such as civil society and development partners, to reshape economic conditions all along the spectrum — from boosting women’s participation in economic policy-making to supporting women and their communities with practical skills for sustainable livelihoods, particularly in the agriculture, sector and in the emerging tourism and private sector.

Women, Peace and Security

UN Women supports an enabling environment for implementation of national Women, Peace and Security commitments. This acknowledges the vital importance of women’s leadership and decision-making in all aspects of peace building and state building, contributing to improved protection for women and men, prevention of violent conflict, and equitable access to basic social services within the framework of the United Nations Security Council Resolution 1325 (2000) and subsequent resolutions, in collaboration with various government institutions and civil society partners.

National Planning and Budgeting

In collaboration with partners including Government, National Parliament, civil society and development partners, UN Women supports Timor-Leste’s efforts to institutionalize gender-responsive budgeting as a policy approach to ensure gender commitments can translate into actions. This facilitates joint advocacy and strengthens capacities for gender-responsive budgeting as a tool for monitoring accountability and women’s equal access to services and development overall.

Eliminating Violence against Women

UN Women works closely with Government and civil society to support implementation and monitoring of the National Action Plan on Gender-Based Violence (2017-2021). Together with youth groups, the private sector and other partners, UN Women facilitates various advocacy campaigns and participatory initiatives to reduce public tolerance of violence against women, engaging local media outlets to reach a wide range of audiences. Through HeforShe, targeted advocacy and other efforts, men and boys are being more systematically engaged to transform harmful attitudes into gender equitable norms and respectful relationships.

Coordination

Across thematic areas, UN Women coordinates a variety of platforms focused on gender equality and women’s empowerment with national and international stakeholders, from sister UN Agencies, government institutions and diverse civil society partners to strengthen capacities and improve the consistency of efforts to promote more equitable development and good governance in Timor-Leste. UN Women seeks to build a coalition of diverse partners working toward the shared vision where no one is left behind.­­­­­­­­­­­­­­­­­

Duties and Responsibilities

Description of Responsibilities & Learning Objectives:

Research, Knowledge Management and Documentation:

  • Provide concurrent research and documentation support for ongoing and future initiatives and briefing notes;

  • Conduct literature reviews (peer-reviewed and grey literature), and prepare summary of findings on various sectoral/thematic issues related to gender equality in Timor-Leste;

  • Collate and organize knowledge resources and facilitate dissemination of resources;

  • Review and edit submitted knowledge products such as narrative reports, research reports, evaluation reports etc. for projects.

Coordination and Project Management Support:

  • Facilitate data and information collection in close collaboration with the programme managers pertaining to ongoing projects;

  • Assist in documentation and reporting on project activities;

  • Participate in various meetings with UN Women, with partners and other stakeholders and prepare notes/meeting minutes;

  • Support coordination with other UN agencies and partners and events related to the 25th anniversary of the Beijing Declaration and Platform for Action, the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), 20th Anniversary of the United Nations Security Council 1325.

Communications and Advocacy:

  • Support to the team to draft and share stories and showcase programme activities;
  • Assist in preparation of knowledge resources, communications, presentations and background material for internal and external use, including fact sheets on thematic issues as well as state specific content for websites and social media;
  • Coordinating with the Communications Officer on press releases, opinion pieces and social media messaging;
  • Draft/and or conduct interviews and collect quotes from partners, and/or at workshops and events;

Deliverables:

  • Undertake ongoing research and process documentation for the office, including research reports, briefing notes and programme narratives;

  • Production of stories, knowledge resources, presentations, and background material for internal and external use;

  • Support to coordination efforts and work related to the 25th anniversary of the Beijing Declaration and Platform for Action, the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), 20th Anniversary of the United Nations Security Council 1325;

  • Support advocacy efforts with the organisation of events;

  • Produce press, media and advocacy related material, such as press releases, social media messages, factsheets and knowledge materials;

  • Compilation of interviews and quotes from partners;

  • Quality edits provided to knowledge and communications products;

Functional Competency:

Required Skills and Experience

Qualifications

Education:

  • University studies in one of the following disciplines: international development, gender studies, social sciences, or other subject relevant to this position, at the university level or other relevant subjects is required.

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher);

  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor's level or equivalent);

  • Have graduated with a university degree and, if selected, must commence the internship within a one-year period of graduation, or Be enrolled in a postgraduate professional traineeship program which is part of a degree programme and undertake the internship as part of the program requirements.

Language:

  • Excellent communication skills (written and oral) in English are required;

  • Working knowledge of another UN language is an advantage.

Renumeration:

Interns who are not in receipt of financial support from other sources such as universities or other institutions will receive a stipend from UN Women to partially subsidize their basic living costs for the duration of the internship.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
