Background

This is a position with the United Nations Office on Drugs and Crime Programme Office in Indonesia (POIDN). Under the overall guidance of the National Programme Officer HIV/ AIDS, the ICT Support Associate provides ICT services, implements ICT management systems and strategies, provides technical support to users of information management tools and technology infrastructure for implementation of Indonesia Country Programme. The Support Associate will render all assistance necessary to sub-programme 1 and sub-programme 4 in the planning, implementation and delivery of the ICT based activities. She/ He will ensure that the ICT related activities are planned to produce the results specified in the project document and sub-programme to the required standards of quality and within the specified time and cost.

The ICT Support Associate works in close collaboration with the National Programme Coordinators and Officers of sub-programme 1 and sub-programme 4 in resolving and supporting complex ICT-related issues, collaborates with government counterparts at national and provincial level on the maintenance of database system, e-learning system and ICT related work. 

 

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of strategies and introduction/implementation including delivery of ICT based activities. 
  • Effective functioning of the CO hardware and software packages specifically for the database management system of drug treatment providers and the prison health information system under sub-programme 4. 
  • Support to networks administration and provision of web management services including facilitation of knowledge building and knowledge sharing.
  • Provision of administrative support as required under sub-programme 1 and sub-programme 4
  • Support the implementation of UNODC’s e-learning database system and establishment of computer network under sub-programme 1.

 

1. Ensures implementation of strategies and introduction/implementation including delivery of ICT based activities: 

  • Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment implemented under sub-programme 1 and sub-programme 4.
  • Participation in development and implementation of ICT Standard Operating Procedures for activities under sub-programme 1 and sub-programme 4.

2. Effective functioning of the CO hardware and software packages specifically for the database management system of drug treatment providers and the prison health information system  under sub-programme 4:

  • Be a voice in the strategic planing phase of the development of database systems
  • Review project designs and contributes ideas for efficiency cost 
  • Diagnosing and solving system, hardware or softaware faults
  • Implementing and managing security or integrity and backup procedures
  • Scheduling regularly system upgrades
  • Providing user training, troubleshooting support and feedback
  • Testing and modifying systems to ensure they operate relabily 
  • Designing maintenance procedures and putting them into operation
  • Track and directly report project status updates to supervisor 
  • Organise, file, and maintain all project documents 

3. Support to networks administration and provision of web management services including facilitation of knowledge building and knowledge sharing:

  • Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment of database management system and UNODC’s e-learning center.
  • Trouble-shooting and monitoring of network problems. Ensure that the database management system and e-learning network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
  • Response to user needs and questions regarding network access.
  • Maintenance and implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups of both server and local storage facilities.

4. Provision of administrative support as required under sub-programme 1 and sub-programme 4:

  • Support to the maintenance of the database and e-learning centre at designated location around programme’s location; 
  • Trouble-shooting and monitoring of system upon request and preparation of bills for cost recovery for the service provided. 
  • Provision of advice on and assistance in procurement of new ICT equipment for sub-programme 1 and sub-programme 4, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams.
  • Provision of ICT support to key events.
  • Maintenance of an up-to-date inventory of the software, hardware and prevailing on-line application in programme’s location.
  • Participation in the organization of ICT related training for counterparts;
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice

5. Support the implementation of UNODC’s e-learning database system and establishment of computer network under sub-programme 1.

  • Support on the establishment of UNODC e-learning centres;
  • Support in the establishment of computer network for the establishment of interdiction dedicated unit office in programme’s area;
  • Provide IT-support to the organisation of e-learning workshops at UNODC e-learning centres;
  • Deliver tutorial presentations on the use of UNODC’s e-learning knowledge management system;
  • Conduct regular maintenance checks of UNODC’s e-learning servers;
  • Conduct regular updates of UNODC e-learning knowledge management system training modules.

Required Skills and Experience

Education:

Diploma 3 and Bachelor Degree in Computer Science with Relevant certifications in hardware and software management 

Experience:

Diploma 3 with 6 years or Bachelor Degree with 4 years of relevant working experience, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Must have a substantial knowledge of all interrelated information technology areas.  A good understanding of existing and emerging mainframe related software technologies and the capacity to relate those technological opportunities to the agencies and clients needs are important requirements of this position.
  • Good management skills required to undertake strategic and operational planning 
  • This position required only 80% of time commitment to the organization 
  • Has ability to provide IT support services including IT hardware/ infrastructure support, ERP support, other IT applications support, web design and maintenance
  • Has good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, knowledge of web design, knowledge of Microsoft Windows network administration, ERP
  • Experience in handling of web based management systems
