Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The year of 2020 will mark the 25th anniversary of the Beijing Declaration and Platform for Action (Beijing Declaration) – the most progressive blueprint for advancing women’s rights. On this occasion, UN Women will convene the Generation Equality Forum, a civil society–centered, multi-stakeholder, global gathering for gender equality, co-hosted by the governments of Mexico and France. The Forum will kick off in Mexico City, Mexico (7–8 May 2020), and culminate in Paris, France (7–10 July 2020).

To make the conversation global and allow allies and advocates from all over the world to be part of and influence the Generation Equality Forum conversations, countries from different regions will organize satellite sessions. Taking place simultaneously during the Paris Forum, satellite sessions will bring together gender equality activists, youth champions, government representatives, private sector and other stakeholders in a call for action alongside the Generation Equality Forum. The objective of the satellite session is to amplify the voices of diverse stakeholders across geographic locations and sectors in a common conversation to achieve gender equality and women’s empowerment, while calling for specific changes and commitments in line with recommendations in the regional and national Beijing +25 reports. Jordan will host the regional satellite session for the Arab States region.

In this regard, the UN Women Country Office for Jordan seeks to hire a Partnerships Advisor (national consultant) to mobilize and engage regional and national partners in the Generation Equality Forum and during the satellite session, as well as to ensure their active engagement and contribution in the design and implementation of advocacy events and initiatives leading up to the event.

The Partnership Advisor will support forging strategic partnerships for the satellite session, including among governmental institutions, national women’s machineries, civil society organizations, youth networks, academia, and the private sector.

Duties and Responsibilities

Under overall guidance of the UN Women Country Representative and direct supervision of the UN Women Head of Programmes, the consultant will perform the following tasks:

Support and maintain close partnerships for the satellite session

  • Develop a comprehensive partnership development plan for the satellite session and advice on the level of engagement of various stakeholders;
  • Organize partner meetings and ensure timely follow up on action points agreed towards their engagement in the satellite session and related events;
  • Develop updates and other related outreach material on the organization of the satellite session as well as other milestone events to engage partners.

Expand strategic partnerships for the Generation Equality Forum

  • Develop opportunities for strategic partnerships with non-traditional stakeholders, including the private sector in close collaboration with relevant departments and individuals within UN Women;
  • Contribute to the identification, design, formulation and negotiation of new partnerships and draft concept notes and briefs for discussion with partners;
  • Support building a network of key youth partners, keeping them abreast of the Generation Equality campaign, including the application of innovation to partnership development;

Knowledge management and coordination

  • Participate in country regional, global practice network on coordination, sharing and learning best practices related to Generation Equality to keep abreast of and/or to contribute to ongoing debates and strategic thinking and to exchange experience and/or seek support on coordination issues affecting UN Women and UN system programs and operations.
  • Coordinate partners’ participation in the satellite sessions in close coordination with the Event Manager and relevant departments and individuals within UN Women.

Duration of the assignment

The total duration of the contract assignment will be 9 months between 15 February and 15 October 2020.

Monthly progress reports on partner engagement against the action plan and Generation Equality 2020 Timeline

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

Education

  • Master’s degree in social science, business, communications, or other related fields.

Experience and skills

  • At least 7 years of experience in partnership development in Jordan.  
  • Experience in dealing with different constituencies, including youth networks, in the context of the UN system, with civil society organizations, and the private sector is required.
  • Proven experience in partnerships related to gender equality and women’s empowerment would be considered an asset.

Language and other skills

  • Excellent command of English and Arabic both written and oral

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
