Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights and peace and security. Women’s leadership and political participation is one of UN Women’s primary work as mandated in its inception, recognising the integral role of women in strong and stable democratic processes. To promote the leadership and participation of women in strong and stable democratic processes, UN Women works to promote gender equality in parliaments, electoral bodies and other key institutions.

At the global level, UN Women has a proven track record in supporting women’s political participation through its programmes across various regions, under the guidance of UN Women’s founding resolution (GA resolution 64/289) and its global strategic plan (2018-2021). At the national level UN Women in line with its Ethiopia Country Strategic Note and workplan and in collaboration with partner entities such as UNDP has been working towards supporting women’s equal participation in leadership and decision making including in the political sphere.

Currently, UN Women, as part of UNDPs Supporting Elections for Ethiopia’s Democratic Strengthening (SEEDS) consortium, is implementing a project under the theme ‘Support Women’s Effective Engagement in Electoral Processes’. UN Women is therefore seeking to hire a national consultant specializing in gender and elections to support the implementation of the program in line with the below outlined duties and responsibilities.

Duties and Responsibilities

Under the overall oversight of UN Women Deputy Country Representative, and direct supervision by Programme Specialist-women’s leadership and political participation and reporting to the Chief Technical Advisor UNDP SEEDS Project; the national consultant will work with the UNDP Electoral Support Team housed in UNDP particularly in close collaboration with the International Gender Advisor (Elections). Below are specific duties and responsibilities:

  • Provide technical support to NEBE to ensure gender mainstreaming in the electoral process including to revise its gender mainstreaming guideline;
  • Support NEBE to ensure its induction and other capacity building trainings are gender-sensitive/responsive and inclusive;
  • In coordination with the Public Outreach Advisor, support for the development of gender-responsive public outreach materials (e.g. voter education and information material);
  • Support the ongoing development and reform of the electoral legal framework (laws, directives and procedures) to enhance gender-responsiveness;
  • Provide technical support to NEBE to review tools and materials for capacity building to ensure that they are gender sensitive;
  • Provide technical support to NEBE gender focal persons in the execution of their duties in terms of mainstreaming gender in the electoral process;
  • Support NEBE to conduct an assessment of institutional structures, processes, rules and norms to help identify ways and means to increase women’s participation in the election process.
  • Identify and coordinate sharing of good practices and lessons learned in terms of gender mainstreaming in the electoral process;
  • Support NEBE’s collection of sex-disaggregated data.
  • Contribute to the capacity-building of other electoral stakeholders on gender and elections, as required.
  • Provide regular updates to UNDP and UN Women on progress indicators for gender mainstreaming in the electoral process;
  • Perform any other duties related to the assignment on behalf of UNDP, UN Women and as directed by the supervisor.

Required Skills and Experience

Education

  • Master’s Degree in Law, Political science, Human Rights, Gender Equality, leadership or other related fields

Experience

  • A minimum of 6 years or above experience in the field of gender and elections, human rights and governance/leadership at the national and/or international level;
  • Experience conducting gender assessment of political or operational processes and developing strategies to mainstream gender equality approach in elections is an asset;
  • Knowledge of the governance context in Ethiopia and experience working with government partners;
  • Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes;
  • Good interpersonal, networking and communication skills;
  • Proven advocacy, analytical and writing skills;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).

Language 

  • Good command of written and spoken English and Amharic is required. Knowledge of other official languages of Ethiopia is an asset.
