Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women Georgia is implementing the Women’s Economic Empowerment in the South Caucasus (WEESC) Project with funding from the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC). The overarching goal/impact of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan and Georgia are economically empowered and participate in relevant decision-making. Output 2 and Output 3 of the WEESC Project focus on legislative and policy frameworks and the gender-responsive programs, public services, strategies and plans delivered by the government and public institutions to support women’s economic empowerment in Georgia.

UN Women is providing technical assistance to the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia and the Ministry of Labor and Social Affairs of Armenia and other respective national institutions to conduct Regulatory Impact Assessments (RIA) on the prospects and organize the policy dialogue towards the possible ratification of the ILO Conventions: #183 (Maternity Protection); ILO Convention #156 (Workers with Family Responsibilities); and ILO Convention # 189 (Domestic 

Workers) in order to create a more supportive environment for women’s participation in the formal labour market.

The RIA of prospects of ratification of the ILO Conventions #183, #156 and #189 will produce the recommendations contributing to the reduction of discrimination against women in access to and during employment and encourage fairer distribution of unpaid care and household duties among women and men and support the generation of decent jobs for women in domestic care sector, helping more women to join the labor market.

UN Women also supports the Ministry Responsible for Labor of Georgia; the parliament of Georgia; the Ministry of Economy and Sustainable Development of Georgia; the Agricultural Projects’ Management Agency (APMA) of Georgia and the Ministry of Labor and Social Affairs of Armenia to carry out Gender Impact Assessments (GIA) of specific programs/strategies to identify concrete ways to mainstream gender and strengthen women’s economic empowerment.

The European Commission defines GIA as “the process of comparing and assessing, according to gender relevant criteria, the current situation and trend with the expected development resulting from the introduction of the proposed policy. […] Gender impact assessment is the estimation of the different effects (positive, negative or neutral) of any policy or activity implemented to specific items in terms of gender equality.”

Since GIA and the Regulatory Impact Assessment from the gender perspective are not a well-established and developed methodology of analysis in Georgia and Armenia UN Women is seeking to engage the International Consultant, to support and supervise the work of the national implementing partners and the local consultants and intervene as necessary.

Duties and Responsibilities

The duties and responsibilities of the International Consultant are:

  • To support the work of the national implementing partners and the local consultants in performing the Gender Impact assessment of the policies and strategies of the above stated five institutions;
  • To help them in developing the methodology, guidance notes and the training modules for conducting the Gender Impact Assessment;
  • To support the work of the national implementing partners and the local consultants in the economic impact assessment that is part of the RIA on of the ILO Conventions #183, #156 and #189;
  • In case the national consultants and the implementing partners do not demonstrate the sufficient technical capacity to perform the economic impact assessment in specific areas of RIA and GIA, to step in undertake the analysis in question;

Deliverables:

  • Progress Report 1 – covering duties and responsibilities spelled out above (submitted to UN Women by 31 March 2020 - 20 working days);
  • Progress Report 2 - covering duties and responsibilities spelled out above (submitted to UN Women by June 30, 2020 – 30 working days);
  • Final Report – showcasing all inputs provided as per duties and responsibilities above (submitted to UN Women by November 27, 2020 – 30 working days).

Required Skills and Experience

Education:

  • University degree (at least Master’s) in economics, gender economics or related discipline (PhD will be an advantage).

Experience: 

  • At least eight years of work experience on research/consultancy in the area of economic analysis, or gender and economy;
  • At least five years of work experience in the area of gender impact evaluation;
  • Previous experience in working on research with people of different background, cultures and languages. Work experience / context knowledge in Georgia and Armenia will be particularly preferred;  

Language:

  • Fluency in written and spoken English.

 

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Master’s) in economics, gender economics or related discipline (PhD will be an advantage);
  • At least eight years of work experience on research/consultancy in the area of economic analysis, or gender and economy;
  • At least five years of work experience in the area of gender impact evaluation;
  • Fluency in written and spoken English;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Master’s) in economics, gender economics or related discipline (PhD will be an advantage) (max 60 points);
  • At least eight years of work experience on research/consultancy in the area of economic analysis - gender and economy (max 70 points);
  • At least five years of work experience on research/consultancy in the area of gender impact assessment and / or regulatory impact assessment (max 75 points);
  • Demonstrated capacity of the quantitative analysis (will be assessed based on the provided sample, 70 points);
  • Previous experience in working on research with people of different background, cultures and languages. Work experience / context knowledge in Georgia and Armenia is particularly preferred (50 points);
  • Fluency in written and spoken English (max 25 points);

 

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

 

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Programme Specialist and the Project Analyst and overall guidance of UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1 (up to 20 working days) – 25%;
  • Deliverables 2 (up to 30 working days) – 37.5%;
  • Deliverable 3 (up to 30 working days) – 37.5%.
