Background

UN agencies in India are mandated to prepare their Business Continuity Plan which will reflect an all-hazards approach including the worst-case scenario to recover from a crisis event that may disrupt regular programme and operations, integrating crisis management and IT disaster recovery. The BCPs will provide details of crisis management and decision-making processes following a disaster and/or crisis event. It will also identify the critical staff, functions and processes to ensure continuation of critical services and operational processes.

At present as per the information available out of 22, only seven agencies either have a BCP or are in the process of drafting it.  Also, out of the 15 (14+1) agencies located in the UN House at 55 &73 Lodhi Estate, only very few have their BCPs. Hence it is important to have the following plans in place to ensure continuity of business during any emergency.

  • Agency wise BCPs
  • UN House BCP
  • A common UN-wide strategy  to continue business during an emergency including all the agencies located in India.

The comprehensive UN-wide BCP will ensure continuity of critical operations for all UN agencies which have presence in India during an emergency. Such a plan will provide the required strategies for continuity of business to the agencies located both inside as well outside UN House.

It is in this context that the UN-wide Operations Management Team (OMT) is looking for a consultant to advise the UN agencies on their business continuity planning as well as draft the UN-wide and the UN House BCP. The consultant will provide scenario-based strategic advice on business continuity planning to the UN operation team.

Scope of work:   Technical assistance to develop Agency specific BCPs and a UN-wide strategy for business continuity planning.

Duties and Responsibilities

Job Description

  • Guide the UN agencies on the preparation of their BCPs.
  • Draft the UN-wide BCP in consultation with the OMT. It will also include providing technical assistance to the agencies leading to the development of a common strategy for continuity of business during a crisis scenario like fire, civil strike and disaster, etc.
  • Review the existing UNDP BCP and expand it develop the UN House BCP considering various crises.
  • Help in testing the BCPs considering a specific crisis scenario and submit the test report.

Expected Deliverables with tentative timelines

  • Conduct training for the UN agencies which have not prepared their BCPs and develop a template for the same- By 1st Week of March   
  • Technical support to the UN agencies on developing their BCPs- till 30 March
  • Draft the UN House BCP for continuity of business in the UN House- 1 April- 15 April
  • Draft the UN-wide BCP strategy for continuity of business – 15 April - 30 May 
  • Conduct a simulation exercise to test the efficacy of the UN-wide and UN house BCPs and provide feedback- By 30 June

Academic Qualification:  Post Graduate with experience of working on Business continuity planning in different settings.

 Professional Experience:  Candidate should have minimum ten years of experience in the field of crisis management and business continuity planning.

Language Requirement- English

Timeframe:  40 days (spread over four months), i.e. March and June

Reporting and Supervision: The consultant will work in close collaboration with the OMT chair/ her representative and RCO.

Technical Evaluation Criteria: 70%

  • 50% on experience
  • 20% on qualification

Financial Evaluation Criteria: 30%

Financial Proposal: The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home to the duty station; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • Home-based: This consultancy is a home-based assignment; therefore, there is no envisaged travel cost to join duty station/repatriation travel. 
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, before travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
