UNDP in Bosnia and Herzegovina (BiH) is currently implementing the project “Support to UNEP/GEF portfolio”, aimed at providing support to implementation of project activities leading to achievement of projects’ outcomes as per the project document for the GEF-6 MSP „Achieving biodiversity conservation through creation, effective management and spatial designation of protected areas and capacity building“. The project envisages expansion of protected areas system in BiH and enabling capacity conditions for effective management and mainstreaming biodiversity into the production landscape.
The output will provide for establishment and effective management of protected areas and biological diversity by expanding protected areas network. Furthermore, it will address current weaknesses within the protected areas network, enhance financial capacities for protected areas management and empower capacities of the main actors for the mobilization of additional resources in the protected areas system in BiH. Additional focus of the project is development of an officially recognized, inclusive and functional system for biological diversity monitoring system in BiH as a basis for nature conservation.
Capacity building consultant will be tasked to assist the project manager and the team in attaining the main project objectives provided she/ he has the necessary competencies, as described in the text bellow.
Under the direct guidance and supervision of the Project Manager and in close collaboration with the Energy and Environment Sector Leader, the Capacity Building Consultant will provide programme support to the Biodiversity Project ensuring high quality, accuracy and consistency of work.
The Capacity Building Consultant promotes a client-oriented approach consistent with UNDP rules and regulations.
 

Duties and Responsibilities

Capacity building consultant shall perform the following tasks:

  • Task 1: Revision and update of the list of biodiversity indicators for BiH.
  • Task 2: Enhancement of the existing Clearing House Mechanism (CHM) portal for BiH to offer a wider range of functionality to end-users, with activities that seek to improve the knowledge and skills of women.
  • Task 3: Conduct a research on management and governance options for protected areas system in the country, taking into consideration promotion of women’s decision-making roles.
  • Task 4: Conduct capacity needs assessment for effective management of the protected areas system in the country in terms of review of the current legislative framework for nature conservation in the country, review and research of international/regional/country funds/tools available for improved nature conservation/protected areas financing.
  • Task 5: Assist organization of the fourth Protected areas managers day in BiH and related activities.
  • Task 6: Assist organization and implementation of the planned workshops/initiatives and consultative meetings.
  • Task 7: Develop and deliver guidelines for establishing a viable biodiversity monitoring system in terms of review of the current way of biodiversity monitoring and data collection (review of legislation, interviewing stakeholders, preparing questionnaires and similar activities as deemed necessary by the project manager).
  • Task 8: Reporting on and coordinating establishment of a web-based platform for reporting with the project manager and relevant stakeholders.
  • Task 9: Assist the development of the recommendations and action plan for revision of the current Red Lists process in terms of reporting, mapping relevant information and data and coordination.
  • Task 10: Conduct a research on innovative promotion of different aspects of nature protection to local communities around the country and especially to those living in or near the newly proposed protected areas.

Required Skills and Experience

Academic Qualifications/Education

  • Bachelor’s degree in a relevant area, e.g. Environment, Economics, Business Information Systems, Engineering or area related to sustainable development solutions and key environmental issues.

Experience

  • At least 5 years of professional work experience at the national and/or international level in environmental data management, nature conservation, protected areas management and similar programme;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, etc.) and email/internet; familiarity with database management; WEB CMS and office technology equipment.

Languages Requirements

  • Excellent writing, editing, and oral communication skills in English.

Other Requirements

  • Experience working in the UN or other international development organization is considered an asset;
  • Good knowledge of circumstances related to key environmental issues and sustainable development is considered an asset.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
