Background

United Nations Development Programme (UNDP) has been in the Maldives for over 40 years and is committed to working with people at all levels of society to help build a nation that can withstand crisis, drive and sustain the kind of growth that improves quality of life for everyone. UNDP’s Resilience and Climate Change Unit (RCC) focuses on sustainable management of the environment and increasing climate resilience through climate change adaption and mitigation.

In 2019 under private sector engagements, Dhiraagu in partnership with the UNDP Maldives has agreed to implement two key activities under the Sustainable Development Goal (SDG) 13: Climate Action. One of the two activities is “Film for Change - Climate Edition”.

Film for Change is an activity to empower young people to explore and form narratives on issues of climate change in Maldives through the medium of film. This will provide young people with the necessary technical and creative skills on producing documentary-style short films using mobile phones and tablets.

The activity consists of a training component and a post-production component with industry experts where trainees will produce 5 short films under the main theme in groups. The films will then be screened via social media and other public platforms to be followed by dialogue.

In this regard, UNDP is seeking the services of a local consultant to conduct a training on making short-films to a youth group based on the guidelines provided by UNDP.

Duties and Responsibilities

Under the guidance of RCC team, the consultant will be training and mentoring 5 groups of trainees to produce 5 short films under the theme of ‘Climate Action’. Since training and mentoring the groups will require different skills, it is recommended that the consultant be ready to seek assistance from other experts within the field. Tasks will include but not be limited to;

  • Using minimal equipment, deliver a 2-week theory and practical based training to 30 interested young people with minimal or no prior experience in the field.
  • Assisting the trainee group and recruit industry mentors as needed (pre- and post-production) to produce 5 short films using minimal equipment and smart phone / device (tablet, iPad) of 8-10 minutes each, based on themes provided by UNDP.
  • Developing a communications and dissemination plan for the short films.
  • Launching and showcasing of short films.
  • Developing a final report highlighting the process, lessons learned and options for scalability.

Institutional Arrangement

The consultant will work under the guidance of a committee and will report to the UNDP coordinator in the committee. Briefing meetings will be held with the committee for programme updates. The consultant will be expected to develop and maintain close relationships with the UNDP focal points established to manage implementation.

  • Committee

A committee for this programme will be formed prior to signing the agreement with the consultant. This committee will consist of representatives from Dhiraagu and UNDP, and the committee will be led by UNDP.

  • Role of Technical Committee

The role of the committee is to assist, monitor and provide feedback in implementing the programme. All the key decisions related to the programme will be made by this committee. This committee will consist of representatives from Dhiraagu, UNDP and studio mentors.

Duration

Duration of the contract will be 10 weeks (60 working days approximately).

The Duty station will be in Male’, Maldives.

Required Skills and Experience

Education

  • Minimum first degree in communication, film production, direction or related field or diploma in communication, film production or direction.

Experience 

  • Minimum 2 years of local experience in production of films and social documentaries. (International experience will be an added advantage)
  • Proven experience in training or mentoring people on film production.
  • Experience in the development sector will be an added advantage.

Language requirement

  • Fluent in English and Dhivehi
