Background

The Multi-Partner Trust Fund Office (MPTF Office) provides dedicated fund administration services when UNDP is appointed by the UN System to serve as the Administrative Agent (AA) for Multi-Donor Trust Funds (MDTFs) and Joint Programmes (JPs) using the pass-through modality. The MPTF Office portfolio currently comprises over 80 active Funds with annual contribution exceeding $1b. The MPTF office is planning to conduct up to five events each year in team building, work-planning and progress reviews. In this context the consultant will work closely with the Executive coordinator and MPTF office staff members involved in organization, agenda development and anchoring the retreat process pre and post retreat event. It is estimated that the consultant may be engaged up to 5 days for each retreat event.

Duties and Responsibilities

Scope of Work
The consultant will work closely with the team responsible for the retreat’s agenda and content in order to develop an approach to achieve the goals of the staff retreat; Act as the coordinator of the retreat, ensuring content delivery and progression within time parameters; and Produce a summary of the retreat findings/outcomes within one week of the retreat.
The consultant will be responsible for the following tasks:

  • Advise the conveners on the meeting agenda;
  • Design appropriate processes to deliver the topics of the retreat leading to the desired results;
  • Facilitate the treat and host the plenary sessions; and
  • Summarize retreat results and next steps in a brief report.
  • The consultant will be responsible for the smooth running of the meeting including but not restricted to:
  • Finalizing a facilitation schedule in discussion with the retreat conveners, including roles and responsibilities for subject matter contributors and participants;
  • Preparation for the retreat sessions, including notice of any retreat materials that need to be developed or prepared in advance;
  • Facilitating the retreat sessions, including the plenary items; and
  • Facilitating the timing of the retreat to achieve the agenda.

Deliverables

  • The consultant will produce a summary of the retreat findings/outcomes after the retreat.

 

Competencies

  • The consultant(s) is expected to have the following competencies:
  • Strong ability to think strategically and creatively, and analyses information in project reports and review/analyze and synthesis such information into a well-structured and high-quality consolidated report;
  • Strong verbal and written communication skills in English;
  • Proven capacity to work collaboratively in a consultative team environment while taking responsibility for individual deadlines and deliverables;
  • In-depth and up-to-date knowledge and understanding of the UN system and the mandates of consultant’s constituent agencies, including with UN corporate standards and language requirements; and
  • Strong organizational skills and readiness to work flexible hours to ensure that agreed upon timeline is adhered to.

 

Required Skills and Experience

Payments

  • Payments shall be made following certification by the designated staff member at MPTFO/BMS/UNDP that the services related to each Deliverable, as described in the TORS, have been satisfactorily performed and the Deliverables have been achieved by or before the due dates specified.

Duty Station

  • Multi Partner Trust Fund Office, New York/ Retreat location within New York City close to the office.

Institutional arrangements

  • The consultant will be working under the direct supervision of the MPTF office Executive Coordinator. The MPTF office reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Travel

  • No travel is envisaged for this consultancy.

Education & Experience

  • Master’s degree in public policy, development studies, political science, international relations, or related field; A first level university degree with qualifying experience may be considered.
  • At least ten years of experience in facilitating strategic planning, events and team building.
  • Familiarity of the UN system, including experience working in international settings
  • A proven track record in facilitating small scale conferences or events including strong coordination skills
  • Good interpersonal skills and ability to foster communication among teams
  • Experience of working with or for UN organizations; familiarity with the role and responsibilities of the MPTF Office as an Administrative Agent for MDTFs/JPs is an asset;
  • Knowledge of project management, results-based reporting, monitoring and evaluation and basic financial terminology and analysis;
  • Demonstrated experience in the usage of standard software packages. Must be able to provide all materials in Word-format and produce charts, graphs and tables to support the narrative;

Languages Requirements

  • A strong command of English is essential. Knowledge of other UN official languages will be considered an asset.

Evaluation

  • Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical Criteria Total 70% (700 points):

  • Having reviewed applications received, UNDP will invite the top three/four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.
  • Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
  • Technical Criteria weight overall: 70%;
  • Financial Criteria weight overall: 30%.

Financial Evaluation : Total 30% (300 points)

  • The following formula will be used to evaluate financial proposal:
  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

  • Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Note on Long Term Agreement (LTA)
MPTF office of BMS/UNDP shall enter into a two-year long-term agreement (LTA) with the selected consultant(s) and shall provide specific deliverables and time frames for each task, as and when required. Prospective individuals are requested to take note of the following:
Long  Term  Agreement  is  a  mutual  arrangement  between  UNDP  and  an  individual  to  provide  the  required
Services at prescribed prices or provisions over a period of 24 months.
UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements. Under a Long-Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement.  Where a request for services arises, MPTF office shall directly contract the consultant based on its need to carry out those activities. A specific Term of Reference (TOR) outlining the outputs for each assignment shall be provided and an  Individual  Contract  (former  SSA)  would  be  issued  to  the  consultant, detailing the time frame.
