Background

UNDP mission in Montenegro is to promote economically viable, socially inclusive and environmentally friendly sustainable development. 
Under the Economic Development cluster and Urban Development and Infrastructure Program and in cooperation with the Ministry of Culture of Montenegro, UNDP is implementing two projects: "Strengthening the Cultural Heritage Management System" in the country and "Creative Montenegro – Economic Valorisation and Creative Industries".
One of the missions of the Ministry of Culture is to place the area of culture in the context of sustainable development whilst promoting its resources as areas suitable for investment.

"Strengthening the Cultural Heritage Management System" project deals with economic revitalization of the cultural heritage in Montenegro. This should be achieved through: (1) supporting establishment of an information system that is capable of recording and supporting document management of the entire system within the competence of the Directorate for the Protection of Cultural Property; (2) enhancing the legislative framework in the management of cultural heritage; (3) reconstructing and revitalizing cultural heritage by preparing technical documentation and by carrying out construction work and (4) supporting cultural tourism and economic valorization of the cultural heritage through promotional activities.

"Creative Montenegro – Economic Valorization and Creative Industries" project is built on the results of the UNDP’s past and current interventions in the country: "Beautiful Cetinje" project and "Strengthening the Cultural Heritage Management System". The Project will support sustained socio-economic development of Montenegro, in accordance with the principles of sustainable development, through restoration of cultural heritage in selected municipalities and creating conditions to realize their full development potentials. This should be achieved through the implementation of the following components: (1) Economic valorization of cultural heritage and its sustainable use; (2) Development of creative industries and contemporary creativity - ideas and infrastructure and (3) Popularization and presentation of natural and cultural heritage of Montenegro through the implementation of the Cultural route of Council of Europe and European cycling route EuroVelo8.

Since the immovable cultural heritage is recognized as an important factor of national identity and a long-term resource for sustainable development, and as such is a priority of all modern state policies, it is necessary to continuously carry out activities related to their protection and preservation, improvement of the situation, significance and importance of cultural heritage, and to set up the environment for understanding cultural heritage and its role as a driver, in particular for cultural, tourist and economic development of the country.

The scope of this project is focused, but not limited to a municipality level and to the already existing enabling environment (institutional and legal system). The project would seek to find complementarity with already ongoing initiatives led by various national and international actors involved in this area. The Creative Montenegro has identified a niche whereby it seeks to demonstrate through concrete initiatives on how utilization of cultural heritage and cultural artistic creativity increases quality of life, links culture and tourism and support local economic development.
UNDP Montenegro provides support to the country in addressing these challenges.

Duties and Responsibilities

Objectives of the assignment: 

The requested service will help implementation of the following components under respective projects:  
"Creative Montenegro – Economic Valorization and Creative Industries "
- economic valorization of cultural heritage and its sustainable use and
"Strengthening the Cultural Heritage Management System"
- reconstructing and revitalizing cultural heritage by preparing technical documentation and by carrying out construction work and supporting cultural tourism and economic valorization of the cultural heritage through promotional activities.

On the basis of the on-site observations and already identified list of the cultural heritage buildings with their surrounding: archeological and architectural location, the selected supervising engineer for conservation will work on the conservation supervision in close cooperation with UNDP team (programme and project coordinators, architects, UNDP consultant for anthropology and consultant to provide support to Administration of Cultural Heritage Protection) and the Ministry of Culture / Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries.

Job content: 

Under direct supervision of the respective UNDP Programme Manager and in close coordination and cooperation with final beneficiaries, the supervising engineer for conservation (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:

  • Providing support to UNDP project team in verification of the BoQ for conservation works for at least four cultural heritage buildings/sites and support the evaluation of the technical and financial bidders’ offers;
  • Reviewing the conservation works execution to assure that it is in line with all regulations, terms and requirements of verified technical documentation,
  • Adjusting of design solutions to the state of the building (to be determined in the course of work),
  • Quality checks of work performance and anticipated project processes and procedures,
  • Harmonization of quality of materials available in the market in relation to the materials anticipated in the project,
  • Harmonization of technical measures for protection with the principles of service for protection of cultural heritage,
  • Giving instructions to the contractor particularly related to the conservation works,
  • Ensuring compliance of technological solutions details and resolving other issues in the course of the works
  • Intervening to resolve problems and/or conflicts and recommending corrections in terms of design, materials or the quality of work and managing these corrections on the approval of the Programme Manager,
  • Reviewing and providing early warning of potential problems and/or critical issues regarding the execution of the works,
  • Providing support to UNDP project team in preparation of the inputs related to conservation measures to be implemented in the project design by architectural companies selected through the international architectural open calls for competition announced by UNDP Montenegro and participation as evaluation member in the selection processes;
  • Providing technical support in preparation of the guidelines for the implementation of the Action plan 2020-2025 for economic valorization of the selected unmovable cultural heritage goods, previously developed by lead research architect and SWOT analyses prepared by expert in economics.
  • Performing other tasks as mutually agreed with the Programme Manager.


The supervising engineer for conservation shall provide the following reports to the UNDP Programme Manager:

I Initial Report with analyses of current situation at selected four locations and key findings related to international architectural open calls for competitions;
II Weekly and monthly reports with content analyses of the executed works in Cetinje, Herceg Novi, Bijelo Polje and Podgorica, and clear opinion and recommendation for execution and supervision of works;
III Final Report on completion of all tasks, detailed overview of findings, problems occurred and solved, lessons learnt and recommendation for further steps in enhancing sustainable use of cultural heritage of Montenegro; and
IV Other Reports upon the request of the Programme Manager.

For the successful completion of this assignment a total of 40 consultancy days are envisaged. The period over which these consultancy days/hours will be realized will depend on the dynamics and the length of execution of the construction works.

Duties and responsibilities

The supervising engineer for conservation works (hereinafter referred to as engineer) shall administer the construction contract. In particular, s/he shall perform the following functions:

  • The engineer shall be the employer's representative vis-à-vis the Contractor, during four different constructions and until the final payment is due. The engineer shall advise and consult with the employer. The employer's instructions to the contractor shall be forwarded through the engineer.
  • The engineer shall visit the sites at intervals appropriate to the stage of construction to familiarize her/himself generally with the progress and quality of the works and to determine in general if the works are proceeding in accordance with the Contract documents. On the basis of her/his on-site observations as engineer, s/he shall keep the employer informed on the progress of works.
  • The engineer shall interpret the requirements of the contract documents and judge the performance thereunder by the contractor. The engineer shall support and consult the employer in settlements of possible disagreement and disputes, including notification, consultation, conciliation and arbitration
  • The engineer shall conduct inspections to determine the dates of substantial completion and final completion of construction works and issue the certificate for payment and the certificate of final completion upon compliance with the Contract.
  • If the employer and engineer so agree, the engineer shall provide one or more engineer's representative(s) to assist the engineer in carrying out his responsibilities at the site. The engineer shall notify in writing the Contractor and the employer about duties, responsibilities and limitations of authority of any such engineer's representative(s).
  • The supervision of conservation works shall be carried out by the engineer completely according to the existing national regulations.

Deliverables:

  1. Independent expert opinion provided for the execution of conservation works in Bijelo Polje and inputs for international competition submitted - After signing the contract with awarded Contractor for the execution of works in Bijelo Polje (expected date is 10th March 2020)
  2. Weekly and monthly reports provided with finding on completion of conservation works for Rijeka Crnojevica in Cetinje and Forte Mare Fortress in Herceg Novi - After submission of the expert opinion on the final situations for works in Cetinje and Herceg Novi (expected date is 26th March 2020)
  3. Weekly and monthly reports provided with finding on completion of conservation project design for reuse of ex Jusovaca prison in Podgorica - After submission of the expert opinion on the final design for reuse of ex Jusovaca building in Podgorica (expected date is 30th April 2020)
  4. Weekly and monthly reports provided with finding on completion of conservation works for Museum in Bijelo Polje - After submission of the expert opinion on the final situation for completed works in Bijelo Polje (expected date is 30th June 2020)
  5. Independent expert opinion provided for the implementation of the Action Plan for economic valorisation of cultural heritage sites and completion of international architectural competition in Bijelo Polje - After submission of the final report (expected date is 20th August 2020)

Timing and reporting: All monthly reports must be submitted in Montenegrin to the UNDP CO in Montenegro, which will be forwarded to the Contractor and Supervisor. The final Report must be submitted in English language.

Time duration and travel:  In the course of the assignment, the consultant will be expected to undertake travels (at least 20) to four municipalities (Herceg Novi, Cetinje, Podgorica and Bijelo Polje).  The date for these travels will depend on the dynamics and the length of execution of the construction works.

Required Skills and Experience

Education:

  • University Degree in Architecture;

Experience:

  • At least ten (10) years of working experience in the field of architectural design, as well as conservation of cultural heritage;
  • Hold valid conservation license;
  • Supervision of conservation works on at least 5 buildings under national heritage protection;
  • A proven capacity in designing and coordinating complex and multi layered activities related to cultural heritage policies and sustainable urban development;
  • Previous experience of working in UNDP will be an asset.

Language:

  • Proven knowledge of writing in English language;
  • Knowledge of the local language will be considered an asset;

Other:

  • Good ability in partnering and networking;
  • Proven ability to think strategically, to express ideas clearly and concisely, to work both independently and in teams, to demonstrate self-confidence combined with sensitivity to gender and culture
  • Proficiency in Montenegrin, excellent analytical and drafting skills;
  • Excellent interpersonal and cross-cultural communication skills;

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
