Background

The overall objective of the Active Labour Market Programme 2(ALMP2) is to build-up on current UNDP achievements in addressing Kosovo’s labour market challenges, as well as to pave the way for long-term and sustainable local mechanisms that are capable to address such challenges on their own. The projects’ main objective is to improve the capacities of the labour market institutions to design relevant gender responsive policies at central level and to deliver integrated services at local level, focusing on the most vulnerable groups among the unemployed.  To this end, the intervention will strengthen and ensure the sustainability of the links between labour market actors - employers, job-seekers, policy-makers, public employment services and vocational training and educational institutions – through: 

  1. Improving the human resource capacities and provision of continued direct implementation of active labour market measures for vulnerable groups – with a particular focus on youth and women – and further technical support for the capacities of implementing institutions.
  2. The enhancement of the labour market knowledge base in order to ensure evidence-based decision making among labour-market actors.
  3. Through identifying feasible ways for Kosovo to establish an Employment Fund, in order to ensure sustainability in the financing and implementation of active employment measures. 

The ALMP 2 project work closely with Employment Agency  and Ministry of Labour and Social Welfare  in order to achieve project objectives. Considering that the Employment Agency is a new institutions which will need differeny type of support to become fully functional, the ALMP2 project seeks to hire a junor communication officer  which will support the  project staff to increase the visibility project  activities implemented jointly with Employment Agency in order to  increase the number of clients, and maintain the communication objectives as per the branbook of the agency and project objectives.

Objectives of Assignment
The objective of the assignment is to provide day-to-day subject matter expertise to the ALMP2 project in increasing the visibility of the work in field of communication and outreach activities for the Employment Agency in implementation of active labour market measures.

Duties and Responsibilities

Under direct supervision of the ALMP2 Project Manager, the junior communication associate will be responsible of the following tasks:

  • Design and produce multimedia communication assets (short stories, videos and other required Public Information Material) capturing the project's results in order to advocate for the benefits of active labor market measures and disseminate the assets through different communication channels (social media, newsletter, reports) across relevant stakeholders, partners and beneficiaries;
  • Conduct field trips to meet beneficiaries of the project in order to gather compelling visual and written content (interviews, pictures and video footage) capturing the project's impact;
  • Support the design and implementation of the Public Information Campaign and other outreach activities aiming to promote services offered by the Kosovo Employment Agency;
  • Update social media accounts of the UNDP and Employment Agency closely with the UNDP Communications Team in order to feed UNDP and Employment Agency online platforms with news and content related to the project activities;
  • Support the organization of project events ensuring media outreach in close cooperation with UNDP Communication team; 
  • Support the project's team in the reporting activity by identifying and documenting best practices and lessons learned;
  • Perform any other duties within the scope of work assigned by the ALMP Project Manager.

Expected Results

  • Multimedia communication assets (short stories, videos and other required Public Information Material) capturing the project's results in order to advocate for the benefits of active labor market measures and disseminate the assets through different communication channels (social media, newsletter, reports) across relevant stakeholders, partners and beneficiaries are produced and finalized 
  • Communication and outreach activities are ensured and maintained regularly.
  • Field trips are conducted regularly to meet beneficiaries of the project in order to gather compelling visual and written content (interviews, pictures and video footage) capturing the project's impact and reporting activity by identifying and documenting best practices and lessons learned;
  • Brief 4-week report is produced on the achievement of tasks and validated by UNDP.

Deliverables / Final Products Expected

  • The promotional materials of the project are developed for each scheme in line the project activities;
  • Project communication content is collected, designed and promoted effectively for each activity of the project 
  • Public Information Campaigns and media /outreach activities implemented.
  • Impact of project results is documented and promoted through various media channels 
  • Periodical 4-week monitoring reports produced and validated by UNDP.

Remuneration - Lump Sum Amount

The Contract is based on a lump-sum remuneration, monthly, subject to submitting a four weeks report summarizing the work done, cleared by direct supervisor in UNDP. 

Initial payment of the actual cost of the IC’s travel to arrive at the designated Duty Station is not applicable for this assignment

  • Financial Proposal that indicates the all-inclusive fixed total contract price (all-inclusive lump sum upon submission of four weeks report);

  • Copy of Diplomas and copy of Passport

Criteria for selection of the Best Offer
Offers will be evaluated utilizing a combined Scoring method – where the technical qualifications, the relevant work experience and the technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Communications, Journalism, Arts and Design, Social Sciences or related fields

Experience:

  • At least 2 years experience in communications, design, public relations, journalism or other related experience;
  • Demonstrated experience in gathering and producing multimedia communication content (photos, short stories / articles, videos and other PI materials);
  • Experience in using and managing social media platforms;
  • Familiarity in organizing outreach and promotion activities; 
  • Good knowledge of the methodological and practical considerations in designing and implementing communication strategies;
  • Computer skills in software applications (Word, Excel, Power Point, Access).

Language requirements:

  • Excellent analytical and report writing skills in clear and fluent in English and Albanian. Knowledge of Serbian is considered an asset.
