Background

UN Women is the UN organization dedicated to gender equality and the empowerment of women.  A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.  UN Women supports UN member states as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards.  It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: (1) increasing women’s leadership and participation; (2) ending violence against women; (3) engaging women in all aspects of peace and security processes; (4) enhancing women’s economic empowerment; and (5) making gender equality central to national development planning and budgeting. UN women coordinates and promotes the UN system’s work in advancing gender equality.

The Ending Violence against Women (EVAW) section is part of the Policy, Programme and Inter-governmental Division at UN Women Headquarters in New York.  The section is responsible for a number of functions including policy and technical advice and support to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes. 

The Spotlight Initiative is a global partnership between the UN and the EU to eliminate all forms of Violence Against Women and Girls (VAWG). It was launched on 20 September 2017 at a high-level event during the 72nd UN General Assembly. Capitalized by an initial commitment of €500 million from the EU, the Initiative is a visible political and financial investment in multilateralism. The Spotlight Initiative is a way for the United Nations and European Union to support a comprehensive approach to preventing and respond into VAWG in target countries and do so in innovative and new ways.

The purpose of this consultancy is to: a) support the extensive analysis and categorization of the different components and activities within the Spotlight Initiative, b) support the design and development of data automation and visualization platform of the categorized data c) develop a deployment tracking system /database for a recently established EVAW Roster of experts.

Duties and Responsibilities

Key deliverables

Based in the EVAW Section in UN Women’s HQ, the consultant will be responsible for the following deliverables:

  • Carry out analysis and categorization of types of activities implemented within the six pillars of the Spotlight Initiative globally. This will involve review of existing technical frameworks and guidance related to each of the six pillars, review of country and regional programme documents within the spotlight initiative and a consultative process with agency focal points of the Receipient UN Organizations (RUNOs) of the Spotlight Initiaitve (UN Women, UNDP, UNFPA and UNICEF) to reach consensus on the final categorizations used. April  2020
  • Compilation of a database of all activities within the Spotligh Initiative globally, tagged in relation to the identified categories and sub-categories. The database should also include tagging of methodologies used, beneficiaries targeted, types of actions and actors involved. The database should provide an easy overview of the types of activities and sub-activites carried out by all of the RUNOs. May 2020
  • Create data visualizations of the information extracted from the database in order to fazilitate analysis of commonalities across RUNOs, Countries, Regions on substantive areas of work within the 6 pillars of the spotlight initiative. May 2020
  • Coordinate with UN Women IT team to design and develop an online dynamic data visualization platform using QlikSense business intelligence platform. This should include predetermined filters to automatically display the needed information with visually appealing graphs and tables as per the needs defined jointly with the Spotlight focal points of the RUNOs. This will also involve putting in place data-automation mechanisms so that new country and regional programmes under the spotlight  inintative can easily be added to the database and data visualization platform. April-May 2020
  • Create a deployment tracking system/database in Sharepoint to track deployments from the EVAW Roster. The tracking system will consist of a database of roster members and their speciciaizations. Moreover, it should provide an overview and tracking of ongoing and past deployments, including documentation related to the deployed roster members (e.g. copy of contract, copy of any extensions of the contract, TOR of the assignment, performance evaluations etc.). The tracking system should also contain a notification mechanism so that internal focal points receive reminders of upcoming contract end dates and other crucial information. May-June 2020

Functional Competencies:

  • Advanced experience in both quantitative and qualitative data analys, automation and visualization
  • Knowledge of at least one programming language and/or experience utilizing statistical software (JMP, SAS, Minitab, SPSS or other)
  • Must be able to analyize and systematize qualitative and quantitative data
  • Experience in design software is an asset.
  • Strong knowledge of MS office applications and in particular excel.
  • Strong analytical and problem-solving skills
  • Good planning, goal setting and prioritization
  • Demonstrate consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct
  • Ability to work with different actors and reach consensus

Required Skills and Experience

Qualifications:

  • Master’s degree in programming, data management, data visualization, statistics or other relevant subjects is required or related field
  • 3- 5 years of experience in quantitative and qualitative data analysis, automation and visualization
  • Excellent user experience with at least one front-end data visualization software preferably QlikSense business intelligence tool
  • Advanced experience with Microsoft SharePoint
  • Substantial knowledge of violence against women and gender equality issues is a strong asset
  • Excellent attention to detail and organizational skills
  • Excellent oral and written command of English
  • Previous experience with the UN, governmental agencies or other international organization is an asset
