Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Lebanon crisis response is one of largest humanitarian operations globally. Originally in response to the displacement over 1.5million Syrian refugees in Lebanon, humanitarian needs are increasing for vulnerable Lebanese households amidst a growing economic crisis, and the 2019 political uprising. The LCRP is a joint plan between the Government of Lebanon and the United Nations Humanitarian Coordination body to respond to humanitarian needs in a holistic, comprehensive manner through longer-term and multi-year planning. The LCRP plan for 2017 – 2020 is entering its final year and strategic planning for the coming period will begin in 2020. Under the Women’s, Peace and Security and Humanitarian nexus, UN Women implements several programmes within the LCRP. UN Women also works to support humanitarian stakeholders to recognize and address the unequal conditions of women and girls and inequalities that are underpinned by gender discrimination. With the onset of COVID-19, UN Women is also supporting the WHO, OCHA and the HC to ensure the response is gender responsive and that the needs of women and girls are adequately addressed.

Under supervision of the Country Programme Manager, the Gender and Humanitarian Specialist is responsible for devleoping and supporting  advocacy campaigns and initiatives on gender issues in the humanitaruan context,  providing technical support in the area of gender, providing capacity building support, designing and developing research, assessment and knowledge products, and supporting resource mobilization,  

 

Duties and Responsibilities

Develop and provide support to advocacy campaigns and initiatives on gender issues in humanitarian action through inter-agency coordination

  • Work closely with and provide advice to regional and national bodies and interagency groups that influence national policies related to humanitarian action on issues of gender equality;
  • Participate and contribute inputs to the humanitarian coordination bodies including the LCRP working groups on Livelihoods, Basic Assistance, Protection, Prevention of Sexual Exploitation and Abuse (PSEA), sexual and Gender Based Violence (SGBV), and Durable Solutions.   
  • Coordinate specific efforts in mainstreaming gender in the Lebanon Crisis Response Plan for 2021.
  • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms, with a focus on feminist, women’s right and LGBTI organizations.

 

Provide gender technical support and analysis to inter-agency coordination

  • Provide substantive support to joint inter-agency UN planning processes and similar exercises;
  • Prepare briefing materials for the office on issues to be discussed in the UN and other events and meetings;
  • Provide analysis and advice to Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences;

 

Provide capacity building support to Lebanon office teams and partners

  • Provide technical and policy support to the country office teams in developing and strengthening projects and programmes;
  • Implement and monitor capacity building initiatives, particularly related to gender and PSEA;
  • Provide technical support to partners on implementation of humanitarian action.

 

Design and Develop relevant research, assessments, and knowledge products on gender responsive humanitarian action

  • Devleop and provide inputs to policy recommendations and guidance to strategic planning and positioning on humanitarian action with a strategic focus on gender equality, including sexual orientation and gender identity issues.
  • Research and develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on humanitarian action.
  • Identify promising practices in humanitarian action.

 

Provide technical support to knowledge building and sharing for humanitarian action

  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;
  • Ensure technical skills and knowledge are shared within the office and other UN Women offices.

 

Provide substantive support and input to the resource mobilization strategy for humanitarian action for the Lebanon office

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action in the region;
  • Provide technical support to field-based presences in the region in mobilizing resources for the implementation of humanitarian action;
  • Research and analyze information on donors.

 

 Manage the development of programmes on related to the humanitarian response for the Lebanon office

  • Manage the development of regional programme documents on humanitarian action;
  • Provide technical inputs to programme proposals from the Lebanon offices and Arab States Regional Office (ROAS);
  • Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
  • Coordinate proper monitoring and reporting for humanitarian action in collaboration with programme teams.

 

Manage advocacy and communication efforts on gender issues in humanitarian action

  • Develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
  • Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).
  • Develop, implement, and monitor advocacy campaigns on issues related to Gender Empowerment and Women’s Economic Empowerment, with a specific focus on International Women’s Day, the HeForShe Campaign and the 16 Days of Activism Against Gender Based Violence;
  • Participate in and contribute to policy dialogues around gender equality and the empowerment of women.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in designing and managing humanitarian programmes, with a particular focus on gender and protection in emergencies;
  • Technical experience in inter-agency coordination, preferably protection cluster coordination, and/or ProCap/GenCap in a natural disaster setting;
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset; and
  • Experience working in the region is an asset, particularly the LCRP.

Language Requirements:

  • Fluency in English a is required;
  • Working knowledge of Arabic is required
  • Working knowledge of another UN official language is an asset.
