Background

Indonesia face prevailing challenges of the HIV epidemic particularly in relation to persistent gender inequalities that have caused higher risks of infections among women and girls. Of the 620 000 adults living with HIV, 220 000 (35.48%) were women. New HIV infections among young women aged 15–24 years were more than half of those among young men: 9600 new infections among young women, compared to 14 000 among young men (UNAIDS, 2018)[1]

The above situation implies the needs for gender mainstreaming into HIV responses in Indonesia using the existing opportunities where Indonesia is shaping future direction of HIV programming and budgeting through the next phase of Global Fund funding mechanism (GF NFM) 2018-2020. Indonesia is also among the 30 fast track countries that are committed to achieve 90-90-90 global by 2020, promoting gender equality is central to the achievement of these targets.

UN Women became one of UNAIDS’ co-sponsors under UNAIDS Unified Budget, Accountability and Result Framework (UBRAF).  The UBRAF is an instrument to translate the UNAIDS Strategy into action, mobilizing the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under this mechanism, UN Women in Indonesia is supporting number of initiatives to integrate gender equality and human rights principles into national HIV/AIDS response. The program will engage key government institutions, UN agencies, and most at risk population specially focusing on girls & women including Women Living with HIV (WLHIV).

In 2019, UN WOMEN supported Standard of Procedure on handling Intimate Partner Violence part of Intimate Partner Notification has developed and planned to be implemented in 2020 onwards in collaboration with UNFPA and Ministry of Health. The effort was to emphasize the interlinkage between Violence against Women (VAW) and HIV intervention to reduce layers of vulnerability of women living with HIV and or women who have been impacted by HIV.

UN Women continue its focus on mainstreaming gender into national HIV policies and program, and addressing the intersectionality of gender-based violence, and other gender related barriers to women’s vulnerabilities of HIV.  In view of this, UN Women intends to hire a qualified individual national consultant to implement the HIV project activities in accordance to the UN Women’s Indonesia SN 2019-2020 and AWP 2020.

Under the overall guidance of UN Women Representative, and close supervision by Programme Management Specialist, the consultant shall undertake the following key tasks:

• Provide substantive inputs to the implementation of HIV intervention under AWP 2020 including development working modality, establishment and maintenance of partnerships to ensure achievement of the indicators set in the AWP.
• Facilitate capacity building through trainings, workshops and other methodology to ensure implementing partners achieve intended outputs in line with AWP.
• Facilitate effective coordination and network with other UN Agencies including UNJTA members, Country Coordination Mechanism on HIV, key government Institutions, Civil Society Organization, WLHIV groups, other partners/stakeholders.
• Provide technical inputs in the preparation of donor and UN Women reports of gender and HIV/AIDS for 2020, including quarterly and annual results reporting, narrative and financial reports.
• Provision of substantive inputs to the development of AWP, relevant concept notes in view of potential resource mobilization including from UBRAF UNAIDS and other sources.

  	Facilitate capacity building through trainings, workshops and other methodology to ensure implementing partners achieve intended outputs in line with AWP.   Deliverables: Series of capacity building activities conducted and reports produced to ensure the linkage of IPV – IPN initiative implemented through respective service providers in selected key-cities in Indonesia. Capacity building of intermediary organization/s to provide response to VAW cases and ensure the follow up with the service providers conducted and reports produced. Improved HIV & VAW Modules by service provider to strengthen integrated service provisions on VAW with emphasise on its intersection with HIV by service providers (NGO-based and Government) in selected key-cities.	24 June 2020 (20%)
  	Facilitate effective coordination and network with other UN Agencies including UNJTA members, Country Coordination Mechanism on HIV, key government Institutions, Civil Society Organization, WLHIV groups, other partners/stakeholders.   Deliverables: Support for establishment of advocacy platform of Community, Human Rights and Gender (CRG) to actively engage in gender mainstreaming in policy discussions, programme planning and monitoring. Partnership with MOH, MOWE and National Commission on Violence Against Women regarding the UN Women AWP 2020 including ensuring the implementation of IPV-IPN. Routine coordination meetings with key HIV stakeholders including the meeting with UN Agencies and other meeting conducting by the government, civil society and HIV Technical Working Groups of Country Coordination Mechanism conducted and Minutes of Meetings are available.	24 August 2020 (20%)
  4.	Provide technical inputs in the communication materials development regarding HIV and support the preparation of donor and UN Women reports of gender and HIV/AIDS for 2020, including quarterly and annual results reporting, narrative and financial reports.   Deliverables: Development of IEC materials for the implementation of IPV – IPN and other materials related with HIV that required by UN Women during the consultancy work Reports to update the ongoing trends, discussions, plans with regards to national HIV priorities obtained from coordination meeting with HIV stakeholders in Indonesia and shared with relevant parties internal and external UN Women Country office. Inputs to the final report of implementation of HIV Project AWP 2020 of UN Women Indonesia including inputs to donor reports.	24 October 2020 (20%)
  	Provision of substantive inputs to the development of AWP 2021, relevant concept notes in view of potential resource mobilization including from UBRAF UNAIDS and other sources.   Deliverables: Technical inputs including supporting documents provided to develop the AWP 2021 given current context and in close consultation with relevant stakeholders. Inputs to the Concept Note for targeting resource mobilized from both country’s specific allocation and Global’s envelope for Indonesia from UBRAF for 2021 and from other source ie Country Allocation from Global Funding on HIV.	24 December 2020 (20%)
  	Submission of Final Report of the overall consultancy that includes key substantive recommendations and lessons learned for future reference of HIV programming for UN Women country office.	24 March 2021 (10%)

Competencies

Essential knowledge and experience:

• Hands on experience in designing, implementing and monitoring development project on HIV/AIDS response is a great advantage
• An excellent understanding of issues on HIV/AIDS response and its linkage with gender equality and violence against women would be advantage.
• Good knowledge of policies, programs and priorities of government in AIDS response including the fast track strategy, and the architecture of the GF New Funding Model in Indonesia would be an advantage.
• Familiarity of CSOs and networks in Indonesia working on HIV/AIDS and promotion of WLHIV rights
• Familiarity with the UN and its coordination mechanism especially related to HIV, Gender and Human Rights would be an advantage.
• Excellent command of written English and Bahasa Indonesia. Other UN languages an asset.

 Contract period and work location

The period of this consultancy is from 17 April 2020 to 31 March 2021. The consultant will be based in Jakarta, Indonesia and work home-based and at the UN Women Indonesia Office or partner offices as required. The consultant might be requested to travel on a mission for which travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

Required Skills and Experience

Required qualification

•  Master’s degree in Gender Studies, Public Health, Development Studies, Human Rights, Social Science or other related fields
• A minimum of seven years of relevant work experience in the field of HIV/AIDS and/or Gender Equality in Indonesia.
• Experience of engagement in development of national policies/program on HIV such as SRAN and GF NFM is advantageous
• Excellent command of written English, with proven report writing experience. Other UN languages an asset.
• Hands on experience in designing, implementing and monitoring development project on HIV/AIDS response is a great advantage

Evaluation                                      

Applications will be evaluated based on the cumulative analysis.

• Technical Qualification (100 points) weight; [70%]
• Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

• Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
• The total number of points allocated for the price component is 100.
• The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
