Background

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will provide technical support to the incident management team and the Ministry of Health (MOH) with the implementation of surveillance and response activities with special focus on early detection, verification and rapid response, as well as capacity building of national experts, in compliance with IHR (2005).

Duties and Responsibilities

Summary of Assigned Duties:

  • Provide technical support and assist in the development of surveys and monitoring/surveillance systems for detection, verification and response to the outbreak; ensuring efficiency of data collection, correlation, analysis, interpretation and timely reporting at the national and subnational level.
  • Support Country office in developing epidemic models based on the agreed methodology, in consultation with the Regional office and external partners.
  • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.
  • Verify data quality (completeness, timeliness), identify gaps in health information management, recommend corrective actions and prepare relevant documents to include in internal and external situation reports (SitReps), bulletins, health risk assessments, health needs overviews (HNO), and strategic response plan (SRP).
  • Provide technical advice for the development of early warning systems (including event based and indicator-based surveillance); conduct field investigation; provide technical support for vulnerability assessment, risk mapping and development of preparedness/contingency plans.

Recruitment Profile

Functional Knowledge and Skills

  • Sound knowledge and skills in database management and statistical analysis, secondary data review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management. 
  • Familiarity or experience with the following programming languages: GIT or other version control systems, Docker, Python, R, YAML, shapefiles; ability to work from the Terminal/command line.

Required Skills and Experience

Education Qualifications
Essential

  • First university degree in epidemiology, statistics, database management or public health from an accredited/recognized institute.

Desirable

  • An advanced university degree in a health-related field or quantitive epidemiology, specialized training in communicable diseases.

Experience
Essential

  • At least 5 years relevant work experience, at the national and/or international levels, in epidemic modelling, implementation of public health surveillance, outbreak investigation and response.
  • Experience in epidemic modelling.

Use of Language Skills
Essential

  • Excellent knowledge of English.

Desirable

  • Working knowledge of Russian.

Other Skills (e.g. IT)

  • Good computer skills in Microsoft office, EPI Info, SPSS.

Remuneration

  • Remuneration will be based on the classified requirements of the Terms of Reference of the Individual Consultant Contract with related academic and professional experience applied for the grade in accordance with WHO national consultants pay rates.
