Background

The UN Women Bangladesh is responsible for proactively driving the positioning of UN Women among the donor community and development partners in the country as well as globally through various RO and HQ units by communicating strategic results, valuable good practices and key messages. Given the functional responsibilities of the BCO, the work of the BCO includes ensuring technical quality of donor reports and other documents and materials by providing high quality technical advice, strengthening result-based reporting/writing skills of staff, tracking submissions by multi/country offices  and supporting them in the finalization/clearance processes. Communicating strategic results and key messages are a must to mobilize partners and resources and are becoming more and more important in the highly complex socio-political dynamics, in the post-2015 context, in light of Beijing+20 and in various harmonization efforts among development partners.  Also, as it strives to achieve resource mobilization goals set by the Strategic Plan 2014-2017, the number of donor reports is growing in the region as the cost sharing funds grow.  It is expected that the current and expanding cost-sharing programmes require approximately 120-150 donor reports for 2020. These require that the BCO has comparable capacity to meet the demand of writing and reporting needs, providing quality control and reflecting the results-based discipline, in order to support and strengthen advocacy and strategic partnerships development.  

Duties and Responsibilities

Responsibilities

Under the overall guidance of the Country Representative and reporting directly to the Programme Specialist under any programme in UN Women Bangladesh , the consultant is responsible for the following: 

  • Editing, revising and rewriting as needed and formatting to produce high quality, reader-friendly, accessible, timely, results-based donor reports and other documents and materials aligned with UN Women’s established standards and formats, and in compliance with the BCO clearance and routing process.
  • Provide high-quality substantive editing and proofreading of documents, both Bangla and English;
  • Conduct holistic substantive review of the manuscripts to correct grammar, check spelling, punctuation and delete redundancies, fix problem sentences, and sharpen vocabulary;
  • Improve the overall clarity and organization of the text through re-arranging sentences and paragraphs, if needed, replacing inappropriate words and polishing the whole text.
  • Prepare specific report-related feedback to relevant UN Women offices for improvements of quality.
  •  Submit final and formatted revision of any legal or policy related documents
  • Other tasks as assigned by the supervisor.

Duration of Assignment

From 01 June 2020 to 30 May 2021 (Maximum 100 days of assignment period) UN Women does not warrant that the maximum of 100 days. The service will be purchased during the term of the Agreement). The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

Deliverables

Donor reports and other documents and materials that reflect high quality, result-based standard and format established by UN Women.

Payment Milestone Linked with deliverables:

Payment will be actual need basis or number of days involvement. After submission of final report and all acceptance and certified by the UN Women Bangladesh contract administrator.

Required Skills and Qualifications

  • Master's degree in one or more of the following disciplines: social sciences, international development, and/or communications or Bachelor's degree in those fields with 10 years of work experience in writing, editing, and reporting.
  • Minimum of 7 years of high-level experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and styles.
  • Demonstrated abilities and track record writing high quality English-language reports and information.
  • Excellent understanding of and experience with gender-sensitive and results-based management and reporting.
  • Understanding of international development, resource mobilization, and the UN context is an asset.
  • Experience in working with Human Rights Organizations, International Organizations, Research Institutions for at least 2 years
  • Must be capable of effectively using MS Word and Excel.

Language Requirements:

Fluency in English and Bangla.  

Price Proposal and Schedule of Payments


Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if
any work is to be done outside the SSA's duty station) and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:


Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
