The UNODC Global Programme for Combating Wildlife and Forest Crime (GPWLFC) aims to link existing regional efforts in a global system, enhancing capacity building and wildlife law enforcement networks at regional and sub-regional levels. In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) sub-programme on transnational organized crime and illicit trafficking, the GP is working for and with the wildlife law enforcement community in Asia and the Pacific to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime.

With illicit wildlife trafficking recognized as regional and global issue, the Customs authorities from key Member States, with technical support provided by UNODC, has initiated and implemented joint operations against illicit wildlife trafficking in the region. Facilitation on the flow of information and intelligence, via modern information technology, especially through effective communication during the Operations, is essential for the success of such joint endeavor. UNODC plays an increasingly important role through delivery of specific technical assistance designed to strengthen such collaborative capacity of Member States to jointly fight against crimes on protected species of wild flora and fauna, and are currently working with a number of organizations in Africa and Asia to support the improvement of key Member States on conducting joint operations to address the cross border wildlife crime.

Duties and Responsibilities

Objective of the assignment:

In collaboration with a UNODC programme officer, the incumbent will contribute to the development of the Information Sharing Platform for the collaboration against wildlife crime.

Under the supervision of the Regional Coordinator of the GPWLFC, the incumbent will:

  • Design a modern information sharing platform with following requirements:

Background running environment:

  1. Server software: Tomcat 6.0 or above
  2. Browser compatible: Google Chrome, Fire Fox, 360
  3. Database: MySQL 6.0 or above

System function includes:

  1. User management: registration, sign up and log in, change of password
  2. Authority management: administration authority, general user authority
  3. Material management: catalogues (new, modification, deletion), upload (new, modification, deletion)
  4. Material search: categorized search, keyword search
  5. Download management and other functions: recent download, keyword search
  • Develop the information sharing platform, based on the agreed design, to host the existing WLFC materials.
  • Evaluate and identify cloud service provider to host the platform based on the reliability and security of such provider and its standards against the criteria set by the Cloud Security Alliance (CSA).
  • Apply and maintain the platform on the accessed and agreed cloud services.

Reporting: In close coordination with the programme officer of the GPWLFC, the incumbent will report to the Regional Coordinator of the GPWLFC.

  • Ownership of Work Product. The Work Product, and all source code, documentation, information, systems, and other results developed in connection with the Work Product, will be, at the completion and acceptance of the above Deliverables/ Outputs, fully assigned to UNODC with all its right, title, and interest in and to the Work Product, including any Intellectual Property rights.
  • Cooperation. During and after the contract, on UNODC’s reasonable request, the incumbent shall provide all assistance necessary and desirable for UNODC to establish, preserve, and enforce its rights, title, and interest in and to the Work Product.
  • Moral Rights. At the completion and acceptance of the Work Product, the incumbent shall waive all moral rights relating to the Work Product (including any rights (a) of identification of authorship, (b) of approval, restriction, or limitation on use, and (c) to subsequent modifications).

Education

Advanced degree (master’s degree or equivalent) in Information Technology or related field;

Experience

  • At least 10 years of working experience in information technology or related fields;
  • At least 5 years of experience in maintenance and administration of software solutions and information systems (web sites, portals and/or applications);
  • At least 5 years in planning, design and implementation of software solutions;
  • Experience in development, administration and management of IT solutions related to online information sharing would be an advantage;
  • Experience as trainer in IT field would be an advantage;
  • Project management related to implementation of software solutions would be an advantage;
  • Excellent, proven management, communication and team-building skills;

Documents to be included when submitting the proposal

  • Proposal: a cover letter with a brief description of the why the applicant considers him/herself the most suitable for the assignment:
  • Personal CV or UNDP P-11 Form, indicating past experience from similar projects specifying the relevant assignment period, as well as the email and the telephone contacts of at least three (3) professional references
  • A financial proposal including a lump sum amount (fees and other incidental costs)

Payment schedule

The payment will be made upon receipt and acceptance of 2 products:

  • 10% upon submission of a complete design of the platform
  • 80% upon submission of the complete product of the platform
  • 10% upon successfully deployment of the platform

Criteria for Selection of the Best Offer

The successful candidate will be selected through a combined scoring method – where the qualifications of the incumbent will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
