Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Tunisian Government has responded to the COVID-19 outbreak with several immediate measures. It has implemented an emergency plan by injecting liquidity to ease cash flow pressures on enterprises, funding lines to compensate for lost wages due to technical unemployment, alleviation of financial and tax burdens, and one-off cash transfers to households working in the informal sector, who are not covered by any social assistance program and who are vulnerable to shocks. Despite all these efforts, it is often difficult to identify and reach these households and vulnerable groups of society, which are in a precarious situation from the onset and risk to be left behind.

It is within this framework of the joint program between UNWOMEN, UNDP, UN-HABITAT, and WPF: Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19, In Tunisia, to support the Tunisian Government agencies to scale-up the national socio-economic response to Covid-19 with tools to target more effectively vulnerable and marginalized populations with their COVID-19 responses. With 2 Outcomes for UNWOMEN:

  1. Gender-responsive macro-economic policy solutions integrated into the legal normative frameworks and government socio-economic, financial and fiscal measures
  2. Support the collection and analysis of sex- and age-disaggregated data in order to accurately identify the differential impact of the outbreak on the population

Under the general supervision of Head of Office and directly under Program Coordinator, the Project Coordinator is responsible for managing the development, implementation, monitoring, and reporting of programs for the Tunisia Libya conflict cluster office, including providing technical support to the implementation of the office program, managing the monitoring and reporting for the Office, overseeing and guiding people and budget management for the program team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.

The objective of the Assignment:

The main objective of the consultancy is to better understand the impact of Tunisia's economic situation with the COVID situation from gender lenses while analyzing the current macro-economic policies, from a gender perspective, and defining realistic gender-responsive.

Duties and Responsibilities

Summary of Main Tasks:

  • Ensure implementation and management of the Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19 program in UN Women Tunisia;
  • Provide technical inputs to the management of people and finances of the program which is mentioned above;
  • Contribute to building partnerships and resource mobilization strategies;
  • Provide technical inputs to inter-agency coordination on Economic Empowerment Women to achieve coherence and alignment of UN Women programs with other partners in Tunisia;

Manage the implementation and management of the on Economic Empowerment Women program;

  • Manage the technical implementation of the program/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Organize Project Steering Committee, project review, and/or evaluation meetings, as needed.

Manage technical assistance and capacity development to project/program partners;

  • Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives;
  • Build and manage relationships with national partners to support implementation and expansion of the on Economic Empowerment Women program; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training, and capacity development initiatives to partners;

Manage the monitoring and reporting of the program/ project;

  • Manage the monitoring of program/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output, and outcomes;
  • Contribute to office donor and UN Women reports;

Manage the people and financial resources of the program;

  • Manage the program budget and draft financial reports;
  • Oversee recruitment processes, as necessary;

Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Contribute to inter-agency coordination on social and economic empowerment to achieve coherence and alignment of UN Women program with other partners in the country

  • Provide technical support to the Representative and programs coordinators on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors, and NGOs to ensure the projects’ capacity development program is harmonized and aligned with other in-country efforts.

Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs, and presentations related to the social and economic empowerment women;
  • Represent UN Women in meetings and policy dialogues on issues related to the social and economic empowerment women as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide program improvement and strategy planning;
  • Develop knowledge management strategies, products, and methodologies on economic empowerment women.

Required Skills and Experience

Education:

  • Master’s degree in Development Studies, Law or Social Sciences, or gender studies with 4 years of experience or bachelor’s degree in an above-mentioned field with 8 years relevant experience in the field of law, women's rights, women and gender studies, elimination of violence against women with a UN agency, international or national organization
  • A first-level university degree in combination with 10 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/program management certification would be an added advantage.
  • A project/program management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 4 years of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the Peace Building and Women, Peace and Security program is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and French is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of Arabic is an asset.

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%, 70 points) split such as:

  • Education: 10 points
  • Experience writing the fields of gender and women’s empowerment/ economic/ human rights-related work: 10 points
  • At least 7 years of relevant experience writing and working on economic issues in Lebanon: 20 points
  • Demonstrated analytical and report writing skills: 30 points

Financial Evaluation (30%, 30 points): The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
