Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Palestine has worked in partnership with key national partners to further the Women, Peace and Security commitments (WPS) in Palestine. UN Women’s programmes on WPS are guided by a series of commitments to women’s rights. These include UN Security Council Resolution 1325, and seven supporting UN Security Council Resolutions—1820, 1888, 1889, 1960, 2106, 2122 and 2242. Other key reference points are the Beijing Platform for Action, and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). In Palestine, they are guided by the National Policy Agenda (NPA) 2017-2022; the Cross-Sectoral National Gender Strategy (2017 – 2022); the Palestine UNDAF; the Humanitarian Response Strategy (2018-2020); and Palestine National Action Plan (NAP) for the Implementation of UNSCR 1325 (2017-2019).

UN Women is committed to ensuring equality between women and men as partners and beneficiaries of humanitarian action. Our work in humanitarian action is guided by global norms and standards. Since 2013, collaboration between UN Women and OCHA has facilitated a process for strengthening gender focus in humanitarian action in the oPt. The collaboration between UN Women and OCHA was solidified in 2015 with the formulation of the first two-year joint action plan for mainstreaming gender in humanitarian action in the oPt. The plan was followed by another joint action plan “Strengthened Gender Focus in Humanitarian Action” (2018-2020). While efforts are ongoing to implement the plan, UN Women is also implementing different humanitarian interventions in the West bank and Gaza to support women’s protection from gender-based violence (GBV) and access to quality multi-sectoral services.

UN Women is working with key partners, such as the Ministry of Foreign Affairs, the Ministry of Women’s Affairs and the General Union of Palestinian Women (GUPW), to ensure the implementation of the 2020-2022 NAP and highlight the challenges for the implementation of the WPS agenda in Palestine. In this framework, UN Women will oversee the development of humanitarian recovery efforts for young women graduates in the West Bank.

UN Women in Palestine working with the UN Women’s Peace and Humanitarian Fund (WPHF) to increase the participation of women in Palestine in political decision-making, give voice to their protection concerns, address and prevent some of the root causes of their vulnerability to violence and build their leadership and resilience in the community. The interventions in this framework are focused in vulnerable areas, such as Hebron H2 and Area C. Through the WPHF, 10 partners are selected to implement interventions in Hebron.

In the framework of UN Women’s WPS and humanitarian portfolio and informed by its Monitoring and Evaluation system, UN Women plans to recruit a Field Monitoring Support Consultant to support implementing M&E plans of UN Women’s WPS and Humanitarian Projects in the West Bank. The main objective of the assignment is to support in the routine collection and analysis of information to track progress against the approved plans and to provide systematic, consistent and reliable information about actual progress, measured against the planned results, indicators, and activities described in the Annual Work Plans.   

Duties and Responsibilities

Roles and Responsibilities:

  • Work closely with Monitoring and Reporting Associate to collect information to feed into  projects monitoring efforts against projects’ Monitoring & Evaluation Plans, including the selection of indicators, effectiveness of data collection methods, and frequency in line with the Country Office Annual Work Plan;
  • Work closely with Monitoring and Reporting Associate to design quantitative and qualititative data collection tools, test them and apply them in line with Country Office methods and tools;
  • Work closely with Monitoring and Reporting Associate to develop data tracking tools, in line with Country Office requirements, to be used by projects team and responsible parties.  
  • Work closely with Monitoring and Reporting Associate and Projects Team to develop monitoring activity plan.
  • Implement monitoring activity plan to track progress against approved plans, including but not limited to, interviews, focus groups session, direct observations, field visits (to different locations in Hebron and the West Bank), case studies, stories, and other monitoring activities as indicated in the Monitoring and Evaluation Plans. 
  • Facilitate lessons learned and best practices workshops to capture qualitative impact of the project subject areas includes recommendations to improve future performance on projects
  • Support responsible parties in developing tracking tools in line with Country Office M&E reporting requirements.
  • Conduct partners meeting to ensure compliance with reporting requirements including but not limited to tracking tools for activities and beneficiaries. 
  • Support in reviewing responsible parties progress reports and in providing support and advice to improve their reporting.
  • Support projects team in developing Donor Reports;  
  • Regular meetings with Monitoring and Reporting Associate, Program Managers and other staffs for sharing the progress, challenges, way forward and relevant experiences from the field.

Assignment Management

Under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women Monitoring and Reporting Associate, and in cooperation with UN Women WPS task manager, the Filed Monitoring Support Consultant will have the following deliverables.  

Assignment Timeframe and Deliverables

The assignment is expected to start in 1 August 2020 and to be finalized by 31 May 2021

M &E frameworks and plans for two programmes

  • Package of quantitative and qualitative data collection tools designed for two programmes with multiple civil society partnerships.
  • Monitoring Activity Plans and reports for each monitoring activity implemented.
  • Six visits per month to project partners, the majority of which are in Hebron. Other locations include Bethlehem, Ramallah and Nablus.  
  • At least four reports documenting projects’ lesson learned and best practices are submitted.
  • Documented review of responsible parties’ quarterly partners’ reports.
  • Documented inputs to different Donor Reports.
  • Monthly Reports on the assignment.

Monthly update reports with supporting documents on key deliverables, duties and responsibilities as listed above will be used to process payments.

Required Skills and Experience

Education: 

  • First level university degree in development, gender or related field.

Experience: 

  • At least 3 years' experience in designing, implmenting, and operating poject M&E systems from project initiation to closeout stages;
  • Minimuim of 3 years' experience in monitroing and evalaution methodologies (e.g. qualitative, quantitative, mixed-method, and impact and data collection and analysis methodologies.
  • Minimum of one year of professional experience in women’s empowerment and gender equality programming.
  • Experience working with the UN is an asset.

Languages:

  • Fluent in Arabic and English.

Evaluation of applicants

Candidates will be evaluated using a technical analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; writing sample and interview. A pre-determined financial offer will be offered to the individual consultant whose scores highest in the technical evaluation referred to below where upon acceptance, a contract will be awarded. The passing score of the technical evaluation is a minimum score of 70/100.
