Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

In line with the global UN Women Strategic Plan (2018-2021), the Indonesia office focuses on the establishment and implementation of comprehensive and dynamic sets of norms, policies and standards on gender equality and the empowerment of all women and girls and the reduction of violence against women migrant workers through the Safe and Fair (SAF) Program. The SAF Program, implemented in partnership with ILO, supports the Government and Civil Society Organizations to utilize a gender responsive as well as rights and victim-based approach to prevent and respond to violence against women migrant workers and to provide women’s access to a safe and fair migration.

 

Against this background, the Safe and Fair Program Unit in UN Women Indonesia is seeking to recruit a Consultant to provide the required program administrative and management support to facilitate efficient organization, filing and monitoring of key documents and information in the office. Further details of the expected roles and responsibilities for the consultant are found below.

Duties and Responsibilities

Under the guidance and supervision of the National Program Officer – EVAW and Migration, the consultant will support the Program team especially but not limited to :

 

  1. Provide administrative and logistical support to the management and implementation of the project.
  • Support in the preparation of work plans, budgets, and procurement and implementation arrangements

  • Provide technical guidance to partners and executing agencies on routine delivery and reporting on supported activities and finances;

  • Review data generated by the project team for the website and internal data management systems;

  • Ensure partner submit required documents within agreed timeframe
  • Draft contract for partner, consultant, etc.

 

2. Provide administrative support to the financial management of the Project Unit

 

Support the Project Unit in preparing documents for Atlas requirement.

Provide administrative support in monitoring budget preparation and the finances of the project; including the finalization of FACE forms;

Review financial reports; prepare non-PO vouchers;

Process payment for consultants;

Maintain internal expenditures control system;

Assist in the preparation and follow up of cost-recovery bills in Atlas.

 

3. Provide administrative support to the Project Unit

Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;

Make travel arrangements for the Project Team, including travel requisitions and claims;

Prepare public information materials and briefing packets;

Ensuring proper logo usage and follow branding guideline;

Support the Project Unit in translating and editing documents/knowledge products;

 

4. To undertake other tasks as may reasonably be required as informed by UN Women

  • Good knowledge of gender issues, violence against women and trafficking is an asset.
  • Knowledge of UN Women and/or other UN corporate monitoring tools (ATLAS, Results Management System, Sharepoint, etc.) is an advantage;
  • Excellent command of English (oral and written), other UN languages is an asset;

 

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Financial Proposal {100 points) weight; [30%

 

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Payments

Payments for this consultancy will be based on the achievement of each deliverables and certification that each has been satisfactorily completed.
